DEBATE (1)
The RBI governor has proved to be a no nonsense professional. He is efficient, does some plain-speaking and formulates policies according to what he considers a correct approach .He was right when he said that we need not get euphoric on the growth figure as we still have a long way to go. His analogy of one-eyed king might have created some controversy and was not to the liking of Government but he was not wrong in reminding the cheerleaders of Indian economic growth that we still have a large number of poor people in the country and the per capita income in India is one of the lowest in the world .As a matter of fact it is four times less than that of China. His advice is always to the point. As an economist he has earned praise from several quarters around the world. Time magazine has recently included him as one of the 100 most influential persons in the world .

Government of India would do well to give him another term. No bureaucrat can do the job better than him. He is an economist (was Chief Economist of IMF) as well as a professor in an American University from where he is on leave. He should be retained for the second term as RBI governor in the interest of continuity and his well-recognized expertise.

Total failure of system and administration

1.Court cases means Total failure of system and administration .
Improvement by mutual settlement by mediation. If necessary Govt. Should intervene and finish by holding concerned dept responsible. Appointment of judges means financial impact.
2.Similarly wasting money on jails should be stopped. Why crime ? Hold responsible to the concerned dept.
Jails of European countries are being shut and being used for revenue generation centre.
3.This is because of less education, unemployment and un friendly system administration.
4.I have one formula by which un employment will be finished and people will have no time for court cases and crime. Revenue will be generated automatically.
No waiting period. The day you implement you can get the result.

Visit rural India and farmers' houses, PM

The trail of farm suicides in Punjab is now more than two decades old. Each passing day is bringing out more pathetic, heart-rending and diabolic tales of government's apathy and abysmal diminishing of humane and moral values. The story of farmers' miseries are endless ,but the government prefers to splurge money on the sinecure unconstitutional appointments of Chief Parliamentary Secretaries to placate legislators to sustain it in power game. This farmer had taken loan of 1.80 lakh from a commission agent ,who was also working as a money lender. He had to pay back debt of only 1.80 lacs, but his two acres land was snatched away from him through the court. Is any land sells at less than rupees ten lacs per acre in the state ? The minimum market rate of cultivable land is not less than Rupees 12 lakh per acre at any place. Moreover the mother -son duo were brutally humiliated in their own house, which was located in that land itself. Look at the irony of fate, these unfortunate farmer and his mother were not helped to repay rupees 1.80 lacs, but their bereaved families will get 10 lac rupees as compensation. The mother and son consumed poisonous substance in front of government functionaries, police and the villagers and ended their life. The government at the Centre is completely oblivious of the problems of the farmers and the rural India, and the State government is buying time to hoodwink the innocent people. The government has legislated debt relief act in the last Assembly session after dilly- dallying under the powerful influence of the commission agents for 11 years, and now this lop-sided legislation will not be implemented, though it tilts in the interests of the Commission agents, who can spend on labyrinthine litigation. Manohar Singh Gill, a well known and well-meaning parliamentarian, former Union Minister, Chief Election Commissioner of India, superb bureaucrat, and friend of peasantry has shed some tears on the fate of peasantry in the state. But he can do more than that. Peasants need friends like him. This lamp of Aladinpur may transform the destiny of the proud Punjab peasantry, which may be torch-bearer for Indian peasantry in due course. Farmers must be provided debt relief immediately by all means, legislations of relief, crop insurance, health insurance and
other insurances are sure to compound the miseries of the class for which they are meant, as these are corporate driven aiming at profits. Peasantry's dignity and life must be saved.

Missing log book

The appellant sought a copy of log book of an office vehicle. It was denied claiming that the log book was missing and hence the copy could not be provided. The CIC noticed that the driver had claimed about loss of log book after RTI application was filed and no action was taken against the driver for the loss of log book. The Commission noticed that the Manager, HR had not taken any major initiative or effort to trace the log book and conveniently facilitated the transfer of the driver, who had happily escaped from any liability for the loss of log book. Holding that such an act indicated such suspicion that office did not want to disclose the log book, the CIC issued a show cause to the PIO why maximum penalty should not imposed against him for raising illegal defence of a missing log book. The CIC awarded a compensation of Rs. 5000/- to the appellant for denying information.

Comments

Whenever a document is missing, action needs to be initiated immediately to trace it out. A public record should be kept properly and responsibility should be fixed for any mislaid records.
