Chhattisgarh CM Dr Raman Singh's unique Initiative : Lok Suraj
On a hot afternoon when sun is scorching hot at 45 degrees, a helicopter
lands in Bhejji village of Sukma District, in the jungle area on the
AP border.. Bhejji villagers, had deserted the village and migrated
to AP due to daily harassment of naxals. The access to the village could
never be upgraded from its cart track status due to the naxalites attacks
on contractors and labourers. Now for the last one years the work on
the road has progressed under a heavy the protection of security forces.
It rattled the naxalites so much that as many as 53 IED (Improvised
Explosive Devices) were planted on 28 km stretch of this road. Seven
jawans lost their lives for this road. Today the villagers are back
to stay in their homes. The road is nearing completion, the cement concreting
work has started and would be completed shortly. Villagers are thrilled
to find their CM Dr Raman amongst them. He has come to assure them the
connectivity, connectivity of road, power, hospital, schools, hostels
and ambulances. Not only he assures them of protection but also dares
the followers of violence by travelling on a motorcycle on the Bhejji
- Injaram road. Kudos to him! This is part of his campaign of good governance
called lok suraj. Where he takes his entire Cabinet and officers from
Chief Secretary down to Patwari to villages of Chhattisgarh. They sit
together and hold a Chaupal style interaction where villagers speak
with the CM one to one. Problems are highlighted, solutions are found
and inter-departmental coordination issues are resolved on the spot.
This campaign runs for one whole month and connects the CM directly
with the pulse of people. A Best Practice Indeed.
In Direct election Ram Dev will be President ?
People say, in case there is a direct election of President in India,
Ram Dev will emerge victorious. In every village of the country with
his army of agents and stockists Yog Guru is known. An alarming bell
for all the political parties.
A booklet of achievements
The NDA govt is going to complete two years on May 26 this year. All
the ministries are preparing a booklet of achievements which will be
distributed to media and other related agencies.

Welcome Move
It is a welcome move by the Central Government to prematurely retire
non-performing officers. But, what about officers who facilitated decisions
which later emerge as major scandals? For instance, this Augustawestland
issue, the files should have been cleared by the Internal Finance Unit,
Ministry of Finance, etc. Why none of these wings pointed out at any
point of time, the malafide intentions of the guys involved. So corruption
takes place at the behest of those powerful people. There is a subordinate
organisation under Youth Affairs and Sports wherein massive corruption
has been going on unchecked. There is a Pay & Accounts Office which
receives all the original vouchers that are seldom scrutinised. The
local AG Audit people just conduct their audit as a ceremony. Now, the
Central PAO also audits the same office periodically. But the Heads
and DDOs are minting money. Who will catch them ?

I am glad to know that our border guarding force /BSF is procuring
these night vision equipment locally within India to become self reliant.
Most of the items like battlefield surveillance Radars should also be
developed indigenously for use by our troops. Good luck.

Failure to provide the information
The appellant sought information pertaining to travelling status
of a PNR number. No reply was given to him. The appellant stated
that he could not board the train because of rush When the case
came up before CIC, the respondent stated that the appellant had
not travelled. The CIC directed to public authority to provide
the information to the appellant through nodal CPIO of the Railway
Board. The CIC admonished the First Appellate Authority for dereliction
of duty and issued show cause notice to the PIOs why penalty should
not be imposed on them.
Comment
The RTI Act, 2005 prescribes a time limit for the PIO and the
FAA to respond to the applicant. Failure to reply to an applicant
within the time limit laid down under the Act may invite the displeasure
of the Information Commission.
