As many as six IRAS officers have been transferred and posted to different
Railway zones. Accordingly, Mrs T Hema Suneetha has been transferred
to South Western Railway while Mrs Sunanda Arul was posted to Southern
Rilway and Pradipta Kumar Das is being moved to South Eastern Railway.
Similarly, Sharat Bhatia has been appointed to East Central Railway;
Murli Dhar Madhur to North Western Railway and K S Asla was transferred
to Southern Railway.

This refers to your item entitled "Is IRS fraternity unhappy with
Rev. Secy.?"
This information seems to have been fed by some vested interests in
the CBDT and CBEC as the Revenue Secretary has been strict and these
bureaucrats are not able to get their way. In fact, he has been one
of the most sincere RS in a long time, and very receptive to genuine
suggestions from the public on ways to improve tax administration.
As has been pointed out by others also in the columns of "Whispersinthecorridors"
readers' views from time to time, CBDT in particular is the most lax
and corrupt department with incompetent persons in senior positions.
The Revenue Secretary has support of the public at large. It is hoped
that the higher levels will not be carried away with wrong feedback
given by interested parties.

Deathblow to defection and horsetrading
Notwithstanding the fact that Uttarakhand episode has given a deathblow
to defection and horsetrading, one wonders whether this was the job
of the Supreme court to order the floor test and announce the result.
Suspension of President's rule for two hours for the floor test ,then
reimpose it before it is revoked by the centre -all this is setting
new precedents which on the face of these looked strange. The courts
are assuming lifesize role in our polity mainly because of the shortcomings
in the functioning of the Executive and legislature. These trends are
rather worrying. I wish our courts concentrate more on giving quick
and quality judgements than poking their nose in everything at times
suomoto and sometimes messing with the lives of common people as in
case of banning diesel cabs all of a sudden and then retracting it only
when it caused problems all around .

Dangerous trend in functioning of Government agencies
The recent happenings in the cases of Ishratjahan , Liaqat Ali and Malegaon
blast indicates dangerous and disturbing trend in the functioning of
Government agencies. One expects senior bureaucrats like IPS officers
to discuss such issues and resolve the differences if any rather than
filing affidavits contradicting each other to settle personal scores.NIA
and Delhi Police function under MHA,yet Home Secretary did not resolve
their differences in Liaqatali case .Similarly Cabinet secretary should
have intervened in Ishratjahan case involving IB and CBI. The beneficiary
is the accused persons and it has damaged the reputation of the agencies
concerned .Hope such incidences would not occur in future.

Failure to provide the information
The appellant sought information pertaining to travelling status
of a PNR number. No reply was given to him. The appellant stated
that he could not board the train because of rush When the case
came up before CIC, the respondent stated that the appellant had
not travelled. The CIC directed to public authority to provide
the information to the appellant through nodal CPIO of the Railway
Board. The CIC admonished the First Appellate Authority for dereliction
of duty and issued show cause notice to the PIOs why penalty should
not be imposed on them.
Comment
The RTI Act, 2005 prescribes a time limit for the PIO and the
FAA to respond to the applicant. Failure to reply to an applicant
within the time limit laid down under the Act may invite the displeasure
of the Information Commission.
