Will exit polls prove wrong?
Maximum exit pollsters have predicted BJP lead govt in Assam but will
it be a dream for BJP? If experts from Assam are to be believed BJP
and allies likely to get about 50 seats. Their reasoning is that BJP
had fought election on 82 seats only and its actual fight was on 40-45
seats. Its allies - AGP & Bodo Council were given 42 seats. Allies
are likely to win 10-12 seats. They are of the opinion that if Congress
wins 50+ seats it will get the support of Badruddin lead AIUDF which
is expected to win 10-15 seats. In the 126 seats of Assam assembly only,
64 is required to form the Govt. In such a scenario one should not be
surprised if Congress captures power for the fourth time.
PM Modi and CM Raman Singh
There is a perfect chemistry between Prime Minister Narendra Modi and
Chhattisgarh Chief Minister Raman Singh.This is evident from the fact
that Modi twitted yesterday after his meeting with Raman Singh drramansingh
told me that a quintal of rice has been kept with each Panchayat to
ensure no one starves in the villages. A good step .Infact,the
PM was briefed by the CM on Chhattisgarhs usage of technology

NBCC posts a substantial 32% growth in topline
NBCC, the state owned Navratna Enterprise, under the Ministry of Urban
Development, Govt. of India, has registered a substantial 32% Growth
in Top line during FY 2015-16 as compared to the previous year. The
Annual Financial Results for FY 2015-16, announced on 16th May 2016,
shows the Company posting a Profit of Rs.311 Crore while its total Income
has surged to Rs.5838 Crore. Speaking to the Media on the occasion,
Anoop Kumar Mittal, Chairman-cum-Managing Director of the Company said
that the Company had been consistently performing well and informed
that the Order Book position of the Company as of now, stood at more
than Rs.35000 Crore and was likely to touch the figure of approximately
60,000 Crore in next few months. Elaborating upon the business outlook,
Mittal stated that the Company's focus areas in the coming years would
primarily be PMC and Redevelopment works. He said that NBCC already
had huge work orders from the Government in respect of the redevelopment
of properties which included Rs.5000 Crore East Kidwai Nagar Redevelopment;
Rs.2149 Crore Integrated Exhibition-cum-Convention Centre for ITPO;
AIIMS Redevelopment Works of Rs.5828 Crore etc. In this context, he
also informed the Media that very soon NBCC would be adding to its kitty,
three more Works of redevelopment of Govt. properties valuing approximately
Rs.25000 Crore and located at Netaji Nagar, Sarojini Nagar and Nauraji
Nagar in Delhi. Giving an account of the Company's latest strategic
moves in business operations, Mittal spoke of NBCC's recent initiative
towards acquiring HSCL, a Central PSU under the Ministry of Steel. When
asked about the viability of this take over by NBCC, he said "It
would be a win win situation for NBCC as this would allow the Company
to enter into the steel vertical where it has no presence at present".
He further said, "The excess land parcels now available with HSCL
shall be conveniently monetised by the Company to pay off the former's
bank loan not covered by the Government grant". Mittal also informed
the media that the Company had recently gone for stock split of each
equity share of face value of Rs.10/- each into 5 equity shares of face
value of Rs.2/- to make Company script more affordable for the common
investors.

C. M. of Delhi has no work except gossips !
C. M. of Delhi perhaps has no work except gossips and finding faults
in others. This shows that neither he was sincere to his duties during
his services nor as a Chief Minister. It is my suggestion that he should
take care of citizens in Delhi rather than worry for entire Nation.
There are so many good politicians/leaders in the country who are looking
after the welfare of Nation as per their assignment.

Eradicate Corruption!!
Corruption has entered in the system like Cancer in lymph nodes which
cannot be cured but controlled and managed. Like in a family, if Head
of the family is honest and disciplined then other members of family,
generally, follow the principles of the Head. In similar way if Head
of the Country, States, Ministries/Departments, corporations etc. are
honest and disciplined then all other in the line down below will follow
the principles of the honesty. A top-down approach has to be adopted.
We have seen last 67 years the corruption has increased instead of coming
down because we started from lower most layer. It means our system has
not responded positively. Corruption cannot be handled by checking the
corruption at lower levels, it has to be tackled from top most to lower
most in the system. Start concentration in the uppermost layer of the
system and then automatically it will trickled down and has to work
as a deterrent for the others.
Secondly, it is estimated that 99% of country's wealth is with 1%of
population. Govt. has to concentrate only with 1.25 billion people about
tax compliance. Forget 99% population. 1% has to be mapped in financial
parameters. Each Commissioner Income Tax to be given to compile the
data of their region (in terms of assets, luxury items, property, foreign
travels, cars etc.) for the people having income above 25 lakhs for
salaried and non-salaried people and find out how many are not in tax
net or reporting lower income to evade taxes. This exercise has to start.
Recent election has shown cash more than 100 crores have been seized.
From where this money is flowing? It appears that no agency in the Govt.
is responsible for this unaccounted money. It clearly shows our financial
system is not fool proof. Govt. should consider the demonetization of
500 and 1000 rupees notes to control the cash flow and corruption. People
has to rise to the occasion to work together to control corruption in
the country which hinders the growth of the country.

As an IRS (probationer) at LBSNAA , I am facing double-edged discrimination
at the Academy from my co- probationers. I am from reserved category.
People here segregate themselves on lines of castes and communities.
An IRS( Custom ) Probationer
Hasmukh Adhia - an outstanding officer
Hasmukh Adhia is an outstanding officer. He is the most outstanding
officer of the 1981 batch of the IAS. He is deeply spiritual and a yogi.
His services as Principal Secretary, General Administration Department,
Gujarat will be remembered for all times to come. His work as Banking
Secretary where he handled the issue of NPAs of Banks exceptionally
well is also remembered. Unfortunately, Revenue is a very minor department
where a man of his talents actually has little to do. Most work in Revenue
is done by the two Statutory Boards. This has been so since British
times, when there was only one Central Revenue Board. Even then, most
work in Revenue was done by the Chairman of the statutory Central Revenue
Board and there was little work for the Secretary, Revenue. The same
position prevails today. He certainly deserves a better charge than
Revenue Secretary. Usually, Revenue Secretary is but a stepping stone
for higher things and is not considered a very substantive charge for
IAS officers.

Revenue authorities not doing their job properly
The recent seizure of crores of rupees in Tamil Nadu reveal the fact
that the revenue authorities are not doing their job properly. The people
of Tamil Nadu, particularly the educated are quite frustrated on learning
that two major political parties have been distributing cash for voters.
It is really unfortunate to note from the media reports that there were
counting machines found at the time of raid of a particular location.
This is black money in rotation within the country. It is high time
the present government took appropriate initiatives to immediately unearth
black money in rotation within India, otherwise people will slowly lose
their confidence, which is definitely not going to be a healthy sign.

Failure to provide the information
The appellant sought information pertaining to travelling status
of a PNR number. No reply was given to him. The appellant stated
that he could not board the train because of rush When the case
came up before CIC, the respondent stated that the appellant had
not travelled. The CIC directed to public authority to provide
the information to the appellant through nodal CPIO of the Railway
Board. The CIC admonished the First Appellate Authority for dereliction
of duty and issued show cause notice to the PIOs why penalty should
not be imposed on them.
Comment
The RTI Act, 2005 prescribes a time limit for the PIO and the
FAA to respond to the applicant. Failure to reply to an applicant
within the time limit laid down under the Act may invite the displeasure
of the Information Commission.
