Multi- Agency to probe Panama Leaks

The Government has constituted a Multi-Agency Group inter alia, for facilitating coordinated and speedy investigation in the cases of Indian persons allegedly having undisclosed foreign assets and whose names are reportedly included in Panama Papers leaks. The Group consists of the officers of Investigation Division of the Central Board of Direct Taxes (CBDT), Foreign Tax & Tax Research Division of CBDT, Enforcement Directorate (ED), Financial Intelligence Unit (FIU) and Reserve Bank of India, and its Convener is Member (Investigation), CBDT. It has been asked to report the progress in such cases on regular basis.

Either a banker or an economist should be appointed RBI Governor. RBI is the watchdog of the Government and this is a specialised job. This is not a administrative work .

Corruption smiles


There are reports of raid on an IAS officer and seizure of property worth 800 crores, and the lockers are yet o be opened. Only about three years back one IAS couple was also found to be in possession of more than three hundred crores. Why is it that the government comes to know of corruption of a official ,only when he has amassed hundreds of crores.IAS cadre has about 5000 officers, there are other All India and central services cadres with larger strength and states have its own cadres and battery of officials ,who are publicly known as not honest. And think about the people in politics and also those who have left it.Only last year, a superintendent of central excise and service tax department demanding three crores from a firm and accepting first installment of 20 lacs as illegal gratification and caught red-handed by the vigilance, is a sad tale of the volume and magnitude of corruption even in the lower rungs of the government India has made big progress in this field since 1992,when the then PM of India had to face the disgraceful allegation of accepting bribe money of Rs one crore only from Harshad Mehta, although he was cleared of the charge subsequently. Only Bihar had shown the way of substantially controlling this menace about 5 years back. Time for Modi to catch this bull by the horns to ,at least, get funds for one full year's national budget, by catching only 1% of his corrupt colleagues and his work-force.

No harm in giving post retirement benefits to retired civil servants


The Prime Minister in his speech had said the Civil Servants are a sort of cream coming out in 2000 numbers from out of 125 crore citizens. Accordingly, he feels that there is enough talent available and there is no need to bring outsiders for government working. When Government gives appointment to Secretaries after retirement, it is to be noted that the government is using their services at the cost of Peon. Any outsider will take the full pay. There is no harm in giving post retirement benefits to retired civil servants.

Decision needs discussion on WIC


I believe that the recent decision of putting the Department of Signal & Telecom of Indian Railways from under the Railway Board Member (Electrical) to Member (Engineering) deserves a discussion at your pages, so that we may learn the Good & the bad on it, and how this step may be further useful??

Ridiculous

Simple, because PROs are coming under miscellaneous cadre and they don't have any Class I officer in their cadre. So, they are not being cared for, let to rot for 15-20 years in the Asst. Scale itself without even Rs.5400/- grade pay that is provided for PS cadre.

DATE WITH RTI

Missing log book

The appellant sought a copy of log book of an office vehicle. It was denied claiming that the log book was missing and hence the copy could not be provided. The CIC noticed that the driver had claimed about loss of log book after RTI application was filed and no action was taken against the driver for the loss of log book. The Commission noticed that the Manager, HR had not taken any major initiative or effort to trace the log book and conveniently facilitated the transfer of the driver, who had happily escaped from any liability for the loss of log book. Holding that such an act indicated such suspicion that office did not want to disclose the log book, the CIC issued a show cause to the PIO why maximum penalty should not imposed against him for raising illegal defence of a missing log book. The CIC awarded a compensation of Rs. 5000/- to the appellant for denying information.

Comments


Whenever a document is missing, action needs to be initiated immediately to trace it out. A public record should be kept properly and responsibility should be fixed for any mislaid records.
