Anoop Kumar Mittal, CMD, NBCC, has been selected as the new President
of Delhi Management Association (DMA), a Delhi based premier professional
body contributing to the sphere of Business Management Excellence. The
charge takes effect from May, 2016. The Search Committee selected Mittal
for the position, on consideration of his top-end professional expertise
and experience in the field of construction industry and rich exposure
in the management of industry affairs. Mittal took charge from Dr A
K Balyan, CEO, Oil &Gas - Reliance Group and the immediate past
President of DMA. Mitttal in his capacity as President would work to
further promote the cause of the Association in totality.

NLC celebrates 60th Raising Day

NLC celebrated its 60th Raising Day with festivity and enthusiasm by
recalling historical occasion, 20th of May 1957, the day NLC's mining
operations were commenced by the then Prime Minister of India Pandit
Jawaharlal Nehru. Sarat Kumar Acharya , CMD, NLC the chief guest of
the occasion commenced the celebration by hoisting the NLC flag in the
presence of the former CMD's of NLC, MP Narayanan, A K Sahay, S Jayaraman
and J N Prasanna Kumar, at the lawns of Lignite Hall, Block-11, Neyveli
on May 20, 2016. In his address, Sarat Kumar Acharya recalled the relentless
efforts and contributions of the earlier stalwarts and the former CMD's
who graced the occasion, for the NLC's success in all fronts. He expressed
his gratitude to all predecessors for being part of NLC's growth path.

Civil Services Day celebrations were IAS centric
The Civil Services Day celebrations, in which the Prime Minister's Award
for excellence in administration is given will loose its sheen with
the officials of other services not participating. The Civil Services
of 2016 was more of a IAS centric in which awards were only given to
the collectorates. Swachhta award could also have been given to the
Divisional Railway Managers office keeping the stations clean, Defence
Estate Officers for keeping the Cantonment clean and Medical Services
officers for keeping the Hospital clean. For keeping the plenary hall
of Vigyan Bhawan the Bureaucrats of IAS fraternity keeps use all might
to invite the officers of other services. One day this may not happen.
Just because of one exam a group of people cannot be treated superior
for all times to come. There are brilliant officers in other services
too and also better than many IAS officers. Again there is move to give
an IAS centric awards in October, 2016. This time the officers of other
services may not participate and the celebrations may turn out to be
comedy of errors.

Promotion still a farce for them
Eight officers cleared for promotion to the grade of Chief Engineer
by ACC more than one month ago and senior to Rajiv Nayan Sinha are yet
to be promoted / placed in position due to inefficiency of E-in-C of
MES and in continued defiance of orders issued by Ministry of Defence.

This may not be the best solution; lot of coordination is required amongst
various divisions of MEA and embassy in Riyadh and Consulate General
in Jeddah for welfare of pilgrims which should not be under pressure
from domestic politics

Failure to provide the information
The appellant sought information pertaining to travelling status
of a PNR number. No reply was given to him. The appellant stated
that he could not board the train because of rush When the case
came up before CIC, the respondent stated that the appellant had
not travelled. The CIC directed to public authority to provide
the information to the appellant through nodal CPIO of the Railway
Board. The CIC admonished the First Appellate Authority for dereliction
of duty and issued show cause notice to the PIOs why penalty should
not be imposed on them.
Comment
The RTI Act, 2005 prescribes a time limit for the PIO and the
FAA to respond to the applicant. Failure to reply to an applicant
within the time limit laid down under the Act may invite the displeasure
of the Information Commission.
