Civil Services Day celebrations were IAS centric

The Civil Services Day celebrations, in which the Prime Minister's Award for excellence in administration is given will loose its sheen with the officials of other services not participating. The Civil Services of 2016 was more of a IAS centric in which awards were only given to the collectorates. Swachhta award could also have been given to the Divisional Railway Managers office keeping the stations clean, Defence Estate Officers for keeping the Cantonment clean and Medical Services officers for keeping the Hospital clean. For keeping the plenary hall of Vigyan Bhawan the Bureaucrats of IAS fraternity keeps use all might to invite the officers of other services. One day this may not happen. Just because of one exam a group of people cannot be treated superior for all times to come. There are brilliant officers in other services too and also better than many IAS officers. Again there is move to give an IAS centric awards in October, 2016. This time the officers of other services may not participate and the celebrations may turn out to be comedy of errors.

Promotion still a farce for them

Eight officers cleared for promotion to the grade of Chief Engineer by ACC more than one month ago and senior to Rajiv Nayan Sinha are yet to be promoted / placed in position due to inefficiency of E-in-C of MES and in continued defiance of orders issued by Ministry of Defence.

Failure to provide the information

The appellant sought information pertaining to travelling status of a PNR number. No reply was given to him. The appellant stated that he could not board the train because of rush When the case came up before CIC, the respondent stated that the appellant had not travelled. The CIC directed to public authority to provide the information to the appellant through nodal CPIO of the Railway Board. The CIC admonished the First Appellate Authority for dereliction of duty and issued show cause notice to the PIOs why penalty should not be imposed on them.

Comment


The RTI Act, 2005 prescribes a time limit for the PIO and the FAA to respond to the applicant. Failure to reply to an applicant within the time limit laid down under the Act may invite the displeasure of the Information Commission.
