Posting of 1982 batch IAS officers to the
rank of Secretary in the Government of India will complete only in June
end or even in July. Half a dozen officers including one belonging to
1981 batch are yet to get posting.
Review of 1982 batch likely
Review of 1982 batch IAS officers for empanelment to the rank of Secretary
in the GoI is expected to take place shortly. A couple of IAS officers
including Punjab Chief Secretary Sarvesh Kaushal are likely to be empanelled.

? Infact, the CEO of the Niti Ayog, Amitabh Kant is two years junior

Secretary of Rural Development and Panchayts, Jitendra Shankr Mathur
has been assigned an additional charge of Secretary, Land Resources

Former Kerala Chief Secretary Jiji Thomson is expected to resign from

Six IRTS officers transferred (UPDATED)
As many as six IRTS officers have been transferred and posted to different
places. Accordingly, Anil Kumar has been transferred from NFR to North
Western Railway and posted in the cadre while Anurag Pateria was moved
from ECOR to West Central Railway and Om Prakash is being shifted from
Railway Board to Northern Railway. Besides, Sanjay Bajpai has been appointed
as ED Traffic (Co-ordination), Railway Board; G V L Satyakumar from
SR to Executive Director, Perspective Planning, Railway Board and Manoj
Kumar Srivastava was posted as EDTT/F Railway Board.
ONGC ends FY'16 with continued growth in oil production (UPDATED)
ONGC crude oil production recorded a rise for the second consecutive
year. Offshore oil production has gone up by 2.1% rising from 16.19
MMT (FY'15) to 16.54 MMT (FY'16) while ONGC Crude Oil production from
nominated fields has gone up by 0.5%; from 22.26 MMT (FY'15) to 22.36
MMT (FY'16) and ONGC's total Crude Oil production including its share
in PSC Joint Ventures (JVs) during FY'16 has been 25.93 MMT against
25.94 MMT during FY'15. Besides, ONGC has notified 17 hydrocarbon discoveries
this year (8 new Prospects & 9 New Pools; 7 in NELP & 10 in
nominated areas; Oil & Gas:7 and Gas & Condensate: 10; Onshore:
7 and Offshore: 10). The estimated accretion to In-place Hydrocarbons
from ONGC operated areas in India during 2015-16 was 150.30 MMTOE, while
accretion to Ultimate 2P Reserves was 65.58 MMToe. Reserve Replacement
Ratio (RRR), the ratio of reserve accretion to total oil and gas production
in one year, stands at 1.51. ONGC, thus, maintains RRR at more than
one for last 10 years (2P). Considering the global trends, this is a
significant achievement. Gross Revenue INR 78,569 Crore (against INR
83,094 Crore in FY'15). Net Profit INR 16,004 Crore (against INR 17,733
Crore in FY'15). Board recommended final dividend of 65% in addition
to interim dividend of 105% paid earlier, making the total dividend
for FY'16 at 170% (against 190%in FY'15).

(Marketing), Bharat Electronics Limited (BEL) at a Public Enterprises

The Navratna CPSE, National Buildings Construction
Corporation Limited (NBCC) will henceforth be called NBCC (INDIA) LIMITED.
The changed name takes effect from May 23, 2016. Ministry of Corporate
Affairs, Govt. of India, vide Rule 29 of the Companies (Incorporation)
Rules 2014 has, on May 23, 2016, issued Certificate of Incorporation
pursuant to the change of name. Anoop Kumar Mittal, CMD of NBCC (INDIA)
LIMITED said, "The change of name is an important milestone for
the company." He further added, "The name change is part of
re-branding initiative to better align the Company's name with its future
strategy of business expansion. We have grown into a global company
and there has been remarkable surge in activities and initiatives of
the company, particularly in last few years. Listing of the Company,
Navratna status, PWO status have all earned rich dividends to NBCC and
it is now time to embark upon an exciting new journey." The changes
are effective immediately and all future business activity will be undertaken
with the new name.

Who is accountable? Irony of fate
NPA has gone up More than 1 lakh crores which is tax payers money but
who is responsible and accountable? No one knows. The performance of
bank employees is not being judged. In one of the banks, loan has been
sanctioned for non-existent parties. What it shows? No action? It appears
from Media, only Mallya is being targeted to divert the attention of
public as there are bigger Mallyas in the system who may be owning more
than 9000 crores of bank but list is not allowed to be made public.
Govt. should made someone accountable for so huge losses of public money.
Whole system is getting collapsed due to these bad loans but Chairmen
and MDs of Banks are not at all affected. Neither Ministry of Finance
nor RBI is finding any solution how to recover the public money and
does not become NPAs. Unless some action is taken this will continue.
If someone goes for even small loans, all related papers and guarantees
are taken before sanction of loan but in large cases it is not followed.
Let us not forget the crises in US during 2007-09. The United States
subprime mortgage crisis was a nationwide banking emergency that coincided
with the U.S. recession of December 2007 - June 2009. Unless we take
immediate steps we may lead to similar situation. This is wakeup call
for Govt. to do something and take corrective steps.

Importance of appointing officers from particular State
Is there any importance in appointing officers belonging from a particular
State i.e. Bihar in M/o Environment & Forests, Secretary, 2 Addl.
Secys., Joint Secretary etc. This seems to be unusual or a coincidence.

Mass Murder Marx
Insincerity to the Marxist ideals and playing petty caste or communal
politics under its veneer has resulted in the mass murder of Marx in
West Bengal and TN assembly polls most strikingly. Threatened to be
reduced to a regional party only, the Marxist still remain in delusions
of ideology etc. It is time for them to change their Colours and join
other national parties according to individual choice.

Defaced cities
There is hardly any city in India, which is not lined with posters of
big and small time politicians with thanks to the God for making them
presidents or other office bearers, hoardings of religious leaders,
industries ,products, slogans of government's achievements. etc. These
are invariably detested by the public at large, as these are put up
by defying law and making these cause nuisance for the commuters and
pedestrians. Sometimes, a committed and hard task master administrator
makes complete change just, with his grit and determination. Here was
one in Amritsar.
In the 1960s,posters,bill-boards,small hoardings and paintings, depicting
the film scenes and beautiful heroes and heroines dotted the cinema
loving Amritsar walls, historical gates, and Bhandari bridge , which
had 14 cinema halls.The board of Mughal-e- Azam with Madhubala in the
embrace of Dilip Kumar, at Bhandari bridge, has still not been forgotten
by the old-timers. However with the passage of time with increase in
business advertisements, politicians' love for self glorification and
spurt in the number of fake doctors, the entire city had been defaced
and disfigured by the mid 1970s.Legendary deputy Commissioner of Amritsar
JD Khanna, got the entire Amritsar city white-washed after removing
all the advertisements from all the areas. From October 1975 to April
1977,till he was deputy commissioner, the city remained free from this
nuisance. Since then, with intermittent orders of High Court, and brief
periods of the operation of election code , the city property has remained
defaced and disfigured with unauthorized hoardings and posters causing
immense nuisance to the citizens. Even the places fixed by the authorities
for putting hoardings, often cause hindrance to the smooth traffic,
and also to the pedestrians as these are horizontally put. The Punjab
Prevention of Defacement of Property Act,1997,has seldom been effectively
used. We need more committed administrators like JD Khanna to keep the
cities in their stately grandeur , without even the support of legislation.

Claim for maintenance
Appellant, a deserted wife, claimed inadequacy of maintenance
from her husband. She sought the latest salary slip of Shri Naresh
Kumar Chopra, his residential address, copy of service book, latest
GPF statement, details of assets owned by him. She also sought
name of nominee appointed by her husband in GPF & Family Pension,
group insurance schemes, CGHS, death & retirement gratuity
etc. The PIO denied information under section 8(1)(j) of the RTI
Act as it was personal information.
The CIC observed that certain documents like annual returns of
assets, investments, IT returns etc were earlier declared as private/
personal or third party information, as far as spouses are concerned
they are not private or personal or third party information between
them, in the context of marital disputes especially for maintenance
purposes. The CIC ruled that the appellant is entitled to have
access to the salary related information but has no right to her
husbands private information like deductions from salary
Comments
Right to Information Act entitles an appellant to get even the
personal information if there is overwhelming public interest.
In case the husband does not maintain his wife, a question arises
whether denial of such information challenges her right to live.
If so, the information related to maintenance becomes life related
information.
