HC Judges' strength increased
Judges' sanctioned strength of the High Courts has been increased from
906 on June 1, 2014 to 1065 as on April 27, 2016. In the case of District/Subordinate
Courts, the sanctioned strength has been increased from 17,715 at the
end of 2012 to 20,502 in December, 2015. Appointment of Judges in higher
judiciary has been undertaken. 86 additional Judges were made permanent,
51 new judges were appointed and appointment of another 170 is being
processed .

Deteriorating law and order situation in some states?
Why is there a hullabaloo over the deteriorating Law and Order situation
in some states? The reason is that in India, arms are licensed. No one
can bear arms unless licensed to do so by the authority of the State.
A corollary of this is the State's bounden duty to protect the thus
disarmed public against armed onslaught (even all onslaught, but let
us confine ourselves to armed onslaught, which is by far more dangerous
and difficult to defend against). It is in this context, that the State's
inability to maintain law and order and prevent kidnappings, murder,
extortion at gunpoint is so egregious. And if conditions are such that
there is a nexus between criminals and the administration or its components,
it is even worse. For, if the State has robbed the citizenry, by law,
of the right to bear arms, it is its bounden duty to protect those unarmed
citizens. And in case, it is not happening thus, the conditions call
for intervention by law. This intervention is lacking today, in India.
It is my humble opinion, that in the context stated above, the Central
Government has a bounden duty to intervene in the administration of
the state Governments and state Governments cannot hide under the fig
leaf of having been democratically elected.

Mallya's case - a diversionary tactic
I do agree that Mallya's case is a diversionary tactic. There are bigger
Mallyas in the system who may be owning more than 10000 crores to the
PSU banks. Why is Jaitley not allowing their names to be published ?
Atleast Mallya lost more than 4000 crores of his inherited money.Why
is Jaitley taken the tax route for those massed black money avroad?It
is time Modi unloads Jaitley from the cabinet.

'Bonding, bonds and bonded Labour'
The narcissistic Nehru-Gandhi dynasty is considered sacrosanct and above
the Congress party. Extracting " allegiance affidavits" from
party's foot soldiers in west Bengal supporting leadership of the supremo
, confirms absence of inner-party democracy , developing climate of
mistrust and distrust , waning popularity and hatred for leadership.
All national spokespersons and party leaders have justified the "stage-managed
show of sychophancy". Not a sign of mature leadership. Unprecedented.
Surely, a weak Opposition is not good for a healthy democracy.
Bafadaari ki kasam se party nahi chalti.

Claim for maintenance
Appellant, a deserted wife, claimed inadequacy of maintenance
from her husband. She sought the latest salary slip of Shri Naresh
Kumar Chopra, his residential address, copy of service book, latest
GPF statement, details of assets owned by him. She also sought
name of nominee appointed by her husband in GPF & Family Pension,
group insurance schemes, CGHS, death & retirement gratuity
etc. The PIO denied information under section 8(1)(j) of the RTI
Act as it was personal information.
The CIC observed that certain documents like annual returns of
assets, investments, IT returns etc were earlier declared as private/
personal or third party information, as far as spouses are concerned
they are not private or personal or third party information between
them, in the context of marital disputes especially for maintenance
purposes. The CIC ruled that the appellant is entitled to have
access to the salary related information but has no right to her
husbands private information like deductions from salary
Comments
Right to Information Act entitles an appellant to get even the
personal information if there is overwhelming public interest.
In case the husband does not maintain his wife, a question arises
whether denial of such information challenges her right to live.
If so, the information related to maintenance becomes life related
information.
