GoI facing toughest task to select candidate for CMD, OIL
The Government of India appears to be helpless with facing the toughest
task to appoint a person for the post of Chairman-cum-Managing Director,
Oil India Limited (OIL) lying vacant since July 1, 2015. The Government
failed to appoint the person despite making four attempts. In first
interview at the PESB selection meeting held on November 21, 2014, no
candidate was selected with Selection Board seeking further candidates.
In second interview on February 10, 2015, Mrs R S Borah, Director (Finance),
OIL was selected, but her panel was scrapped by the Government. In third
interview held on September 9, 2015, no suitable candidate was found
with the Government of India deciding to form a search-cum-selection
committee. The committee, which met on April 25, 2016, failed to find
a suitable candidate.

Why officers are not being relieved ?
Power galleries in North Block are abuzz that despite transferred twice
officers are not being relieved? These officers - one is Director and
two are DS ranks, are posted in MHA and looking after important desks
for the last 5-8 years. It is said that two officers were transferred
to some other ministry long back but got cancelled . After some years
both were transferred again but they were called on deputation and given
the same desks. GOI rule says that officers should be shifted after
3-5 years from one desk. Experts asks why this rule is not being followed
in MHA? and why favor is being given to some officers ?
MP Govt recognized GRP Help App wins e-Governance award
"It is a matter of great pleasure that 'Integrated railway passenger
security and investigation support system' in the form of GRP Help App
and web based response monitoring system have been duly recognized by
Madhya Pradesh Government by declaring us as winner for" innovative
use of ICT in e-governance award", said Maithili Sharan Gupta,
DGP, Home Guards, Civil Defence and State Disaster and Emergency Response
Force. He further said that the GRP help App and web based monitoring
and support system is functional across the country and seamlessly providing
services to railway passengers who are otherwise helpless and in distress.
It is internet neutral, it holds the message if network is not available
and pushes it at feeblest signals. It is great empowerment to help each
and everybody in distress. "We have so far launched 11 version
of GRP Help App. Any worthwhile suggestion would be incorporated in
our next version. Let everyone be benefited by your suggestions and
advice to further improve our delivery", he added.

NLC CMD commissions rejuvenated old mining
machinery BWE 1571 (UPDATED)
Neyveli Lignite Corporation Limited has successfully rejuvenated a Bucket
Wheel Excavator 1571 which has been in service for the past 28 years.
Sarat Kumar Acharya , CMD NLC, commissioned the machinery at the Specialized
Mining Equipment (SME) Erection Yard of Mine-I,Neyveli on May 5,2016.
The 700L Bucket Wheel Excavator 1571, (BWE) supplied by erstwhile M/S
Krupp Germany (presently Thyssen Krupp Industrial Solutions, (TKIS)
Germany) was commissioned on 26.12.1988. The BWE had completed 28 years
of life with 1,35,843 total working hours in the excavation of overburden/Lignite.
To extend the life of the BWE further, the Rejuvenation programme was
taken up with the assistance of Original Equipment Manufacturer (OEM)
M/s. TKIS, Germany at a cost of Rs.45.75 Crores. During Major Overhaul,
major repair, replacements, reconditioning and modifications were carried
out. the Mechanical and Electrical parts were strengthened and worn
out parts were replaced as required. The old Bucket Wheel was replaced
with the New Bucket Wheel with 14 buckets without pre cutters and 2
nos of 5000 Litre Capacity Water tanks were introduced for Firefighting
system. The dismantling, re-conditioning and re-erection of the complete
BWE has been completed within the period of 9 months 23 days (11.07.2015
to 03.05.2016) against the scheduled period of 13 months. Rakesh Kumar,
Director (Finance) and Subir Das, Director (Mines), V Thangapandian,
Director(Power) and P Selvakumar, Director (Planning&Projects) of
NLC Limited graced the occasion.

It is common name from Bihar & Jharkhand, not to identify caste.
But majority are from Chitragupta community. This includes Srivastavas,
Vermas etc. many are do pooja to kalam or pen.

Civil Services Day or IAS officers service day !
Civil Services Day which is organized on 21st April every year has become
an IAS officers service day. IAS officers are not lord almighty. They
think they have wide range of experience agreed but you cannot neglect
the other services. An officer of other Group 'A' services have wide
experience. The DRM's of Railway Division deal with all kind of subjects
ranging from generalists, to engineer to medical doctors. On an average
all of them have ten thousand of people working under them. A bright
IRTS officer of operating department of Railways, who has worked in
the South Eastern and Eastern Railways (Coal, Iron Cement & Mines
belt) can perform creditably in Ministries like Coal, Power & Steel.
Many an IAS officer join the Ministry of Steel all off a sudden and
they are not aware as to what is 'Blast Furnance (for melting of steel)'
and not the normal coal rather coking coal is used for its heating.
The Central Electricity Authority should be the Power Ministry. When
we have Steel Authority of India Limited and Coal India limited, then
we should not have Ministry of Coal and Ministry of Steel respectively.

A radical idea
I have a radical idea. Last 70 years nothing substantial have been contributed
by IAS officers being in Central Ministries. For a change, let us try
to have 5 years without any IAS being secretary in such Ministries.
Let it be filled with professional services and other professionals/academicians
like in USA and other developed countries.
I firmly believe that it may transform India.

Compilation of employee information on zonal basis
The appellant sought the details of deductions made in his Provident
fund and current balance. The Railways denied him the information
stating that they do not have a centralized information system
for the employees. The CIC directed the Railways to provide the
information. Further, the CIC advised the Railways to set up an
information System, where an employee can access PF details for
his entire career by entering a unique employee ID.
Comments
Many organisations compile information on a regional or zonal
basis. A consolidated information system would not only help the
employees in keeping track of their PF balances and withdrawals,
but would also save the time and efforts of the public authority
in compiling the records.
