Attacks on African national shameful
The recent attacks on African national in Delhi and other parts of
the country is shameful. It is a fact that we Indians (particularly
North Indians) are highly prejudiced against dark skinned people. This
fact is reiterated by the number of advertisements for FAIR SKIN products.
Mere condemnation of the incidences by MEA will not be sufficient, if
we have to avoid back lash against Indians in African countries. MEA
should make an appeal to the people of India though various media that
we should respect African visitors to our country and not harass/abuse
them because of their colour. If we do our Indians in those countries
would face similar harassment. Such a strong message is needed.

Caste in discussion
When channels and newspapers report 'IAS topper is Dalit girl' you
rejoice. No sermon that caste is being mentioned. When a general candidate
brings to notice that in spite of having got more marks than her, he
is out of exam and she is topper due to reservation benefit, you accuse
of bringing caste in the discussion.
Rakesh Tiwari
Thanedar's sons and daughters
Dynastic politics has become almost a rule in Indian democracy. Nehru
is the usherer of dynastic politics in India, and he would feel hesitant
to advise anyone more so to his daughter, to desist from the formula
of Nehru-Gandhi family and make it more workable by including and making
it broad based by renaming it Gandhi-Nehru-Bose-Azad and Patel formula.
Naturally she promoted Sanjay and he became law unto himself. I remember
that he would use to visit various parts of the country and as son of
Indira Gandhi, he would be accorded almost similar reception, honour
and treatment as if she had come, wherever he went. Once in early 1980s,
he came to Bhatinda, the congress members went to see the deputy commissioner
to make all arrangements. They were told by the polite deputy commissioner
that he would make arrangements only if he got written orders from the
govt. His complaint was made to CM. But the officer was so fine that
he made the same reply to CM and the Chief Secretary. Some how the tour
passed off ,but the deputy commissioner was transferred. The dynastic
tendencies have reached the village Panchayat and the municipal committee
level, not to speak of the state leaders, ministers and CMs. The dynastic
rule in democracy has taken root in India. Not only sons and daughters
are promoted but other relatives as brothers, sisters, sons- in- law,
daughters-in law, brothers-in -law, sisters-in-law, nephews, nieces,
and cousins are preferred and that too very shamelessly. It is this
dynastic syndrome ,which has brought almost doom for the oldest political
party of India, The lessons have not been learnt and still that trumpet
is being blown making the stalwarts look like tiny insects of sycophancy.
The congress and the other dynastic parties will never learn and continue
to flout democratic ethos. Once, I told a very upright secretary in
Government of India that the whole power was vested in one family in
a particular state, and the rest have turned into vermins. He told me
way back that the power was meant for the families. He had to swallow
the disgrace by the same family, when he was not made chief secretary
in spite of his seniority.

Claim for maintenance
Appellant, a deserted wife, claimed inadequacy of maintenance
from her husband. She sought the latest salary slip of Shri Naresh
Kumar Chopra, his residential address, copy of service book, latest
GPF statement, details of assets owned by him. She also sought
name of nominee appointed by her husband in GPF & Family Pension,
group insurance schemes, CGHS, death & retirement gratuity
etc. The PIO denied information under section 8(1)(j) of the RTI
Act as it was personal information.
The CIC observed that certain documents like annual returns of
assets, investments, IT returns etc were earlier declared as private/
personal or third party information, as far as spouses are concerned
they are not private or personal or third party information between
them, in the context of marital disputes especially for maintenance
purposes. The CIC ruled that the appellant is entitled to have
access to the salary related information but has no right to her
husbands private information like deductions from salary
Comments
Right to Information Act entitles an appellant to get even the
personal information if there is overwhelming public interest.
In case the husband does not maintain his wife, a question arises
whether denial of such information challenges her right to live.
If so, the information related to maintenance becomes life related
information.
