The Special Judge, Saket Courts, New Delhi has sentenced Sandeep Garg-a
1991 batch IAS officer of Haryan cadre-then Regional Director (Northern
Region), Anti Adulteration Cell, Ministry of Petroleum (Govt of India)
to undergo four years Rigorous Imprisonment with fine of Rs 25 lakh
in a Disproportionate Assets case. CBI had registered a case on April
16, 2004 for possession of huge assets disproportionate to the known
sources of income by Sandeep Garg, IAS who was then working as Regional
Director (North), Anti-Adulteration cell, Ministry of Petroleum, New
Delhi. The said officer was apprehended while accepting a sum of Rs.
12 lakh from a businessman of Panipat at his residence.

Tata Power SED wins night vision order from
MHA (UPDATED)
Tata Power's Strategic Engineering Division (Tata Power SED) has received
an order from the Border Security Force (BSF), Ministry of Home Affairs,
Government of India for the supply of Rajak TBC DN-1, its indigenously
developed Hand Held Thermal Imaging Systems (HHTI) (Cooled Version)).
BSF is one of the premier forces of India using HHTIs for border surveillance
and has selected through a global tender Tata Power SED's Rajak TBC
DN-1 Multi Function Thermal Imager after extensive field trials. Rajak
TBC DN-1 is a 'Created in India' product designed, developed & manufactured
at Tata Power SED's Optronics Facility in Bangalore. While this gives
impetus to Govt. of India's 'Make in India' campaign, it also provides
end-user the facility to reduce the repair downtime substantially, as
the entire maintenance and repair will be done in-house. Until now,
our forces like Indian Army and BSF used to source the HHTIs from abroad
and the downtime between repairs could even be in years. Tata Power
SED's RAJAK-TBC DN-1 is an advanced Hand Held Thermal Imager meant for
Long Range Day / Night Surveillance application. It combines multiple
sensors such as Thermal Imager, Day Sensor, Digital Magnetic Compass
and GPS Receiver, all in a single compact housing.

It'll be a disaster if a bureaucrat (IAS) is appointed next RBI Governor.
Remember, Raghuram Rajan was appointed RBI Governor when the relations
between Government of India and RBI were not good and the economic situation
was a gloomy one. Rajan has led RBI admirably well so far. Appointing
Rajan as the RBI Governor was one of those rare good decisions of the
UPA Government. In my opinion he should get another term. That public
sector banks are not in good health was not due to Rajan. In fact, the
commercial banks are themselves responsible for their lending operations.
If they don't do the due diligence before disbursing loans (for political
reasons or otherwise), RBI Governor shouldn't be made a scapegoat.

Lucky 1994 batch IPS officer
This 1994 batch IPS officer getting empanelled is quite lucky. Are
people aware that those enter Class1 services out of the same exam of
civil services of the same batch in many services like Indian cantonment
services etc very rarely get empanelled to JS. IAS is definitely a superior
service and that is why people who don't get into IAS are given chances
to rewrite the exam and qualify to get into IAS. The situation is same
wherever rank decides the ultimate be it civil services or JEE or IIM
etc.

Violating the sanctity of the file & consequences
The missing Isharat affidavit papers is the best example of routine
violation of the sanctity of the File in the GOI during the UPA-I &
II. The Augusta case is a strong evidence of playing with the procedure
for transacting government business. In both the cases, the ministers
took decisions and used the Secretariat as a Post Office only. Unfortunate
reality is that even the ministers were just puppets in the hands of
the parallel government, the de facto government in the nature of extra
constitutional Authority with zero accountability. Had the proposals
been examined as laid down in the law, the files would have contained
the facts as they existed and saved the country the embarrassment caused
by the corruption soaked unpatriotic elements. The system as per procedure
ensures that the lowest official, who initiates the proposal places
on the file every fact. The 10 years of the extra constitutional system
stymied the organizational set up to an extent where decisions were
not taken/ allowed to be taken at the designated levels. The critical
level of decision making at the Joint Secretary level was downgraded
under the pretext of the VI PC by merging the Director & JS levels
in PB 4 against the original recommendations of the PC to merge the
JS & AS levels. A planned assault on all civil services was mounted
by not bringing out annually the panels for promotion of services other
than only one for all those 10 years. It was so because those eligible
for promotions were officers who got their promotions between 1989 through
2004 when the Congress was out of power and thus "not obliged"
to the Congress Party Syndicate. They could not be trusted to be partners
in scams of the kind of 2G, CoalGate or Augusta. Rather they could have
blocked the game plan to loot the country as the 14 years without executive
power was a bit too much of starvation! The consequences are before
everyone, only if they choose to learn any lessons.

No control of Finance Ministry on EPF!
Finance Ministry has no control on matters related to EPF. In budget
it was proposed to tax certain percentage on withdrawal and withdrawal
after certain age but both were not agreed and now interest rate approved
by Ministry was not agreed by CBT knowing well it is not sustainable.
It means Govt. has lost complete control on EPF but has full control
on small saving schemes of Post Offices which is mainly meant for rural
masses. Great injustice has been done for the small girls scheme known
as Sukanya where interest rate has been reduced drastically because
there is no one to raise voice. Let the Govt. spell out the steps,if
any, taken EXCLUSIVE to identify the people whose taxable income is
more than 50 lakhs. Govt. has admitted 50% small companies do not pay
tax but no forward looking steps. Please take some steps exclusive to
identify the people having income more than 50 lakhs. Do not create
confusion by taking general steps for all tax payers. Use innovative
ideas and technology in identifying the people. Is Govt. incapable or
do not want to take the steps for identification as Govt. is run by
these people. Use collective efforts in this direction. If this is done,
it will be really a remarkable work which will be appreciated by all.
Do not chase small tax payers and people whose income is less than taxable
income by sending unnecessary notices.

Quaint political trend
To many people in Punjab, the reports have come as a major surprise
that one political party has given more than 100 crores to Prashant
Kishore, a so called political wizard ,but non player, to tell it the
tricks to win the Assembly 2017 elections. Rather than sitting together,
joining heads and chalk out the strategies to fight the ills afflicting
the state and its people, the cozy way of winning election by spending
some crores has been preferred. The stories of this expert's success
in bringing victory for Narendra Modi in 2014 and then recently of Nitish
Kumar in Bihar, are highly tempting for the lovers of political power
to sleep and then win election for self aggrandizement.I am reminded
of a small story. In late 1970s,there started a power game for the post
of CM.There were stories going around that one very well connected politician
had determined to spend rupees 20 lakh for buying this post. One very
powerful officer in the district said laughingly, ''I can spend double
than that amount for the post''. Any how 20 lacs did not bring that
person the post. If political power could be bought, then , Prashant
Kishore should be aware of the buying capacity of the Punjab player,
He should also understand that Punjab is a different story. Here, once
the most prosperous, have been made to court drugs, drudgery, disease,
humiliation ,disgrace at every step, self killing and lick the dust,
for the benefit of only a selected few people. Here he and his strategy
is going to fail and fail miserably.

Revision of pension
It would be in the fitness of things and in the interest of justice
if the pension of civil employees is revised on the basis of table 5
(pay matrix) of 7th pay commission's report, as may be amended, to bring
about parity between pre-2016 and post-2016 employees on the principle
of one rank one pay, the logic being vast difference inasmuch as per
pay commn's report, pension revision factor is 2.57 whereas the table
5 prescribes different factors from 2.57 to 2.81 - dph

Compilation of employee information on zonal basis
The appellant sought the details of deductions made in his Provident
fund and current balance. The Railways denied him the information
stating that they do not have a centralized information system
for the employees. The CIC directed the Railways to provide the
information. Further, the CIC advised the Railways to set up an
information System, where an employee can access PF details for
his entire career by entering a unique employee ID.
Comments
Many organisations compile information on a regional or zonal
basis. A consolidated information system would not only help the
employees in keeping track of their PF balances and withdrawals,
but would also save the time and efforts of the public authority
in compiling the records.
