Rumours are that Maharashtra CM recently denied two recommendations
of the PMO. Is it a fact ?

NDA Govt at the center is going to celebrate its second year completion
this month. Ministers and party officials have been asked to tell public
about Govt's achievements. DD has lined up interviews of Union Ministers
on various topics. According to sources DD is facing peculiar problem.
Ministers are sending request to postpone the pre-schedule interview
at the eleventh hours. It has happened with 3-4 ministers. One can guess
who can ask them to postpone the proposed interview?
Poor Rajan Katoch !
In AugustaWestland scam matter, proactive actions were taken by the
then ED Rajan Katoch in 2013 -14 to initiate both FEMA & PMLA cases,
despite then prevailing political environment and despite vested interests
in ED. All actions taken so far in this case under current Government
till July 2015-i.e tracing money trails,1 arrest ,3 property attachments,
LRs to foreign countries- for which Government has got credit -were
directed by Rajan Katoch in his tenure. Why then this personal vilification
campaign in media against Rajan Katoch, who has since retired, and who
is highly regarded for his professionalism and integrity ?
No taker for water train ?
To meet the drinking water problem in drought Bundelkhand region, Indian
Railway dispatched a water train to Mahoba in UP. It is said that water
train was stationed at Jhansi Railway station till Wednesdaylate evening
but there was no word either from the state government or the district
administration. It is said that the Railways has sent the water train
on a request from a senior leader of the region. It is because of politics
that there are no takers of water train.

For the first time 33 officials, including 7 group revenue services
officials have been prematurely retired for non-performance under rule
56(j)*of CCS(Pension) Rules. In the last two years 72 officials have

disciplinary actions by the Ministry of Finance.

We are all proud of Rajan, an MP boy, almost irreplaceable. Government
will like to have some one more pliable. Ergo IAS. Especially because
" this is a IAS government supported by BJP from outside."
But it will be a disaster. They are already on war with the rest of
civil service. A 40 percentage vacancy in Revenue service despite huge
shortfall in the direct revenue target. VII pay commission imbroglio.
An Indian professor is out as they only profess. That leaves an economist
but a "one handed one" as Harry Truman once demanded.

An Appeal to former Air Chief, SP Tyagi
Kindly wake up your conscience, muster courage, be bold enough to tell
the people of India the whole truth in one go without any hesitation.
You have been caught on the wrong foot. Chief of the Indian Air Force
(or the Army or Navy) simply can't do what you have done. It is very
unfortunate that the Devil succeeded in overwhelming you. You have betrayed
the trust of the people who sit for hours at the Rajpath and other places
all over India to watch the parade on 26 January to have that unique
feeling of being proud of our defence forces and be re-assured of our
external security at their hands. Your moments of weakness have shaken
that faith. You are aggravating the pain by still withholding the truth
and contesting them to prove that you are not guilty. You have ruined
the "Honour" of the armed forces, especially the Chief of
the Indian Air Force. Is this the level of personal integrity of the
Chief of the Indian Air Force? Can he be trusted to lead the Air Force
to war and win? How do you assure that the Chief of Indian air Force
won't join hands with the enemy for a few million Euros? Sir, you have
hurt us so deeply that it will continue to disturb us for many years
until your successors prove to the people of India that no other Air
Chief will prove to be another SP Tyagi. It is so painful for us to
see you going to the CBI like an ordinary criminal- a Chief who is still
entitled to a smart salute from his soldiers being touched/ shoved/
heckled like an inmate of Tihar jail? What has happened to your conscience,
Chief? Is it dead? A man is already dead if his conscience is dead.
Please stop this exercise, nothing can save you or your assets now.
You are inviting the severest penalty under the law and ridicule globally.
You shall be quoted as a prominent case law in all vigilance training
programmes of airmen/ air officers /others. Therefore, Kindly Retrieve
the Honour of the Chief of the Indian Air Force by revealing the whole
truth before the people of India instead of undergoing daily grilling
at the CBI & ED and other agencies and lastly in the Court. You
are left with nothing to lose now, but only gain instantly your lost
honour. Mistakes can be made in a moment of weakness and if admitted
publicly, can also be forgiven. It is now not your individual dignity
and integrity alone that you need to retrieve but that of the entire
Force. The nation can, perhaps, sacrifice 100s of ace bureaucrats but
not even one Soldier in Command of the entire Force. It should not take
you more than 30 minutes to reveal everything about the murky Agusta
business, but you can save the ignominy of the former Air Chief appearing
before the CBI/ED, a level much below the Chief of the Indian Air Force
(remember at least the Warrant of Precedent). You can relieve the government,
parliament and the people of the stress they are undergoing. Look, in
morality, integrity and national honour, the Italians have scored many
points over India, only because of you. You must undo it. Behave like
a soldier. A soldier is respected only because he/she is not afraid
of death. Get over the fear. Kill the Devil in you. Dispossess yourself
of all evil ideas. Priya Air Chief, tumahari mukti ka bus yehi ek upaya
hai. May God help you, Tyagi !

Condition of Ayurvedic Dispensary - time to close or revamp altogether
Government of India is very ardent in giving boost to Swadeshi products.
Encouraging Ayurvedic treatment of diseases seems be one of such fields
where they have some plan to give rebirth so that people are leaned
to use them as primary treatment.
However, the condition of CGHS Ayurvedic dispensaries are such that
either medicines are not available for months or sometime due to non
availability of internet facility, Doctors are unable to prescribe medicine.
It is a well known fact that patients only with minor illness tries
to do away with allopathic treatment and think of Ayurvedic medicines,
and due to these problems ends up taking U-turn towards allopathic medicines.
I just wants to highlight the precarious condition of one such Ayurvedic
Dispensary located in ' C' Block, Janak Puri, New Delhi where for the
last more than two months there were no medicine available to distribute
and now today(03.05.2016) when I visited, there was no internet available
to prescribe medicines. Due to non-availability of medicine etc., on
the one hand patients go back, on the other hand the whole staff of
dispensary including Doctors are paid for just sitting idle + consumption
of electricity etc. not to mention wastage of infrastructure.

Issues between teaching and non-teaching
CHS specialist to be settled - Since 2001 when VMMC was set up by then
PM Atal Bihari Vajpayee, Non-teaching specialist of Safdarjung Hospital
has been teaching after assigned teaching designations by IP University.
VMMC is now being counted among best medical schools in the country.
The qualifications for Non-teaching specialist and Teaching specialist
are same (MD/MS/DM/MCH with 3 years experience). In 2008-09, Ministry
of Health & Family Welfare decided that henceforth, all non-teaching
posts in Safdarjung Hospital & R M L Hospital will be filled by
teaching specialists. Hence, non-teaching specialist cadre has been
shrinking since then. As there are 2 cadres now in these hospitals,
which is creating different problems in term of management of the departments
as to who will become HOD and Units Heads though qualification, experience
and pay-scales are same. The only change is that one is selected as
Non Teaching and other selected as teaching specialist through UPSC.
MoHFW needs to take urgent call to merge both teaching cadre and non-teaching
cadres who are given teaching designations to ensure better patient
management & care.

Compilation of employee information on zonal basis
The appellant sought the details of deductions made in his Provident
fund and current balance. The Railways denied him the information
stating that they do not have a centralized information system
for the employees. The CIC directed the Railways to provide the
information. Further, the CIC advised the Railways to set up an
information System, where an employee can access PF details for
his entire career by entering a unique employee ID.
Comments
Many organisations compile information on a regional or zonal
basis. A consolidated information system would not only help the
employees in keeping track of their PF balances and withdrawals,
but would also save the time and efforts of the public authority
in compiling the records.
