HAL Completes its Rs. 477 Lakhs KRRP (UPDATED)
Much to the relief of the parched land and water-starved population, Mr. T. Suvarna Raju, CMD, HAL handed-over the Kumudvathi River Rejuvenation projects to the beneficiary village panchayats of Nelamangala Taluk of Bengaluru rural district. "We are extremely happy to contribute to such a noble cause of reviving dried natural water resources at this critical juncture when water has become a precious commodity everywhere. Our efforts, we hope, gives a new lease of life to the natural habitat of the region and we will continue to support such ventures", he said. The event Lokarpana was held at village Thyamagondlu, about 70 km from Bengaluru yesterday. The beneficiary villages are Doddabele, Kalalghatta, Kodigehalli, Thyamagondlu, Hasurahalli, Budihal, Kuluvanahalli and Shivgange.

HAL spent Rs. 477 lakhs in the past two years on this project under Corporate Social Responsibility (CSR) by joining hands with International Association for Human Values (IAHV), a sister organization of the Art of Living to rejuvenate Kumudvathi river, a tributary of river Arkavathi that originates from Shivagange hills in Nelamangala Taluk of Bengaluru rural district. The river once catered to 30 percent of Bengaluru's water needs but now the whole river basin is "over-exploited".

HAL sponsored the work for Tavarekere (2014-15); Thymagondlu and Mondigere mini watersheds (2015-16) that included re-charging of wells (202), boulder checks (202), Injection Borewells (27), Water-pools (35) and planting of saplings (15000). The post three rain-cycles at the entire river basin, the expected results include revival of defunct borewells and open wells, protection of drinking water sources, rejuvenation of irrigation tanks leading to agro - horticulture developments, increase in natural vegetation and eco-restoration.

For instance, in Tavarekere mini-watershed taken-up in 2014-15, has already standing water in water-pools even in the middle of the summer. This shows the base flow effect of the ground water recharge that has taken place through rejuvenation work.

V.M Chamola, Director HR (HAL), senior officials from IAHV, members of gram-panchayats and villagers were present on the occasion. Chamola in his speech called for collective responsibility of all the stakeholders involved in taking such environment friendly projects a complete success.

Only 135 Customs sites are under EDI
More than half of India's Ports and Customs point are yet to be covered by Electronic Data Interchange (EDI) and Trade Facilitation System. 135 customs sites are under EDI. These 135 sites generate more than 90% of the Custom's Revenue and account for more than 98% of import-export declarations.

DBT Update

Government has initiated Direct Benefit Transfer (DBT) with effect from January, 2013 in 43 identified districts for 24 selected schemes. Government expanded the scope of DBT to cover all Central Sector Schemes/Centrally Sponsored Schemes in which cash benefits are transferred to individual beneficiaries. During 2015-16, Rs. 61, 824.32 crore has been disbursed to 30.78 crore accounts in 59 schemes of 14 Ministries/Department.

Curb feeling of invincibility


Only 2 years of NDA and the misdeeds of Congress/UPA ministers are being unearthed. The arrogance with which PC seems to have acted in Ishrat affidavits is typically true of the style of UPA governance. Congress/UPA has done a incalculable damage to the services and to the governance - true imports will be known to your readers a few years hence. Not known to many, reduction in annual recruitment of services during Chidambaram's tenure as M/o Personal and AR has led to crucial vacancies arising in services like IAS & IPS. One is left hands tied e.g. large vacancies in CBI and other watch dogs while the corrupt and schemers go scotch free. Para Military forces too are suffering from vacancies in officers cadre. There is no system of accountability of such politicians being brought to books for their ministries to come to sorry state of affairs. The arrogance and corruption will continue to damage the governance. There is a feeling of invincibility among this class which needs to be curbed.

Breaking the hegemony of the IAS !


Modi has to be congratulated for breaking the hegemony of the IAS in the Central Staffing Scheme. When 36 services are eligible for the schgeme, why were posts of Joint Secretary and above filled by only the IAS? If rank in the Civil Services Exam is the criterion, let officers be selected on the basis of rank in the Civil Services Exam, more than half the officers in the IPS and IRS have higher ranks than IAS officers of their batch. A person recruited through the Civil Services Exam of a particular year may also be deemed senior to subsequent years for this purpose, why should a person ranked lower in one year be empanelled earlier only bewcause he took the exam again and again and joined the IAS two years later, even then at a lower rank than the person in the IPS two batches earlier who still has a rank higher than him?

Nowadays there are big debates in all TV channels and print media about the corruption and black money. Basically corruption and black money are two sides of same coin and go hand in hand. In general public understanding, black money is generated on which proper tax is not paid, whether it is direct or indirect tax.There are two major authorities responsible for tax collection i.e. CBDT and CBEC. Recently CBDT has taken a step forward for declaring Assets & Liabilities from the people who file ITRs and having taxable income more than 50 lakhs. It means the people whose taxable income may be more than 50 lakhs and are not in tax net are exempted completely. Jago CBDT & CBEC Jago and start collecting data yourself to find out the people earning more than 25 lakhs. If they earn large sum of money, they will be spending somewhere. Make database of people having luxury cars more than 25 lakhs(data can be collected from transport authorities and car manufacturers), buying properties more than 1 crore (data from real state builders), staying five star hotels (data from hotels), undertaking foreign travels data from immigration department), going in holiday trips, buying jewelries more than 5 lakhs (data from big jewelers) etc. Concentrate on high transactions only. After proper data mining, list can be prepared to find out the people whose income more than 25 lakhs. Crores are being spend on elections. From where this money comes. Start monitoring how much money is being spent by each candidate in various elections. When one billion Aadhaar card can be made then this job can also be undertaken and completed. Only CBDT and CBEC have to wake up. We should learn some lessons from the data published by CBDT that 1.2 crore returns filed pay zero tax then why collect data and waste manpower and energy in dealing such matters. Good luck in data collection!

Narasimha Sahu, 1967 Batch IRS, was a man of impeccable integrity and thorough knowledge of his subject. Extremely polite in his dealings with his Juniors including subordinate staff, he was deply revered. Have not known many in the zone of consideration, need not, even without knowing any, I can assert with utmost confidence that Ashwani Lohani will prove by his work and worth to be the best ever Chairman- Railway Board. Wish, the Prime Minister with his robust commonsense and resolve to improve governance will decide to appoint Ashwani Lohani as CRB, very early and Lohani will show spectacular and positive results in the working of Indian Railways, the Lifeline of the nation and of overall Indian economy as well.

Compilation of employee information on zonal basis

The appellant sought the details of deductions made in his Provident fund and current balance. The Railways denied him the information stating that they do not have a centralized information system for the employees. The CIC directed the Railways to provide the information. Further, the CIC advised the Railways to set up an information System, where an employee can access PF details for his entire career by entering a unique employee ID.

Comments

Many organisations compile information on a regional or zonal basis. A consolidated information system would not only help the employees in keeping track of their PF balances and withdrawals, but would also save the time and efforts of the public authority in compiling the records.
