Govt accords disinvestment of three SAIL units

The Government has accorded 'in-principle' approval for strategic disinvestment of only three units of Steel Authority of India Limited (SAIL) i.e. Visveswaraya Iron and Steel Plant (VISP), Bhadravati, Salem Steel Plant (SSP), Tamil Nadu and Alloy Steel Plant (ASP), Durgapur. These three units of SAIL have been consistently making losses.

Navratna Defence PSU Bharat Electronics Limited (BEL) has ended the year 2016-17 by registering whopping top line figure of about Rs.8,800 Crores (provisional), a growth of about 17% over the previous year's turnover of Rs. 7,522 crores. BJP's bid to saffronise India

Why a section of society, specially our pseudo-intellectuals , consider Yogi Adityanath's appointment as Chief Minister U.P as BJP's bid to saffronise India. The fears of the country turning into a Hindu Rashtra stems from Yogi's utterances in the past as also his background. But he has ,since taking over as CM, made it amply clear that his agenda is to make U.P an Uttam Pradesh. He has also assured that his Government is for everyone and there will be no discrimination on the basis of caste or religion. His Government he further clarifies will focus on the development of everyone. "sab ka vikas hoga 'tushtikaran nahi hoga" We have had enough of appeasement of a section of population for winning their votes though in all these years we did not do enough to improve the life of that section of our Population. Let us accept yogi's words and wait how things unfold in the years ahead before condemning his selection as C.M of the largest state. He sounds sincere in his assurances.

"Kejriwal's Secret Unit"

A spy cell, euphemistically called the " feedback unit" is allegedly functioning under CM Kejriwal to snoop on top officers of NCT, Delhi, MCD and his political detractors. Retired officers of IB, CBI ,IT etc have reportedly been deployed for carrying out jobs surreptitiously. There have been complaints against their interference in award of contracts to ineligible contractors, inspection of schools and colleges by these "intelligence officers". Sting operations are common.
The spies owing direct allegiance to CM Delhi, receive remunerations from out of secret funds, created without valid sanction. The expenditure has been kept outside C&AG's purview. Public funds to the extent of Rs 50 lakh have reportedly been spent during past one year CM, Delhi out of his illegal discretionary funds.
Discontentment simmering in bureaucratic circles, may soon reach the flashpoint, as admitted by some NCT officers on condition of anonymity.
MHA is expected to order immediate probe into several irregularities : (i) Creation of the so-called Feedback unit without cabinet approval; (ii) How appointments were made into the said unit in a hush-hush manner, without inviting applications and in stark violation of recruitment rules; (iii) Financial improprieties in deciding remunerations and privileges and incurrence of questionable expenditure and (iv) Misuse of public exchequer for political ends.
MHA, without waiting for findings, must order LG, Delhi to disband the so-called Feedback unit and eliminate incurrence of questionable expenditure.

Service records for the period 1980 to 1986

The appellant sought information regarding his adhoc appointment in NDMC from 22.03.1980 to 16.03.1986. He appealed to CIC claiming that the records pertaining to his service on adhoc basis w.e.f. 22.03.1980 to 16.03.1986 were not made available to him, thereby causing impediments in grant of higher pay allowance/ terminal benefits, which are otherwise due to him. The PIO stated that no records prior to regular absorption of the appellant in year 1986 are available in his personal file. The appellant drew the attention of the Commission towards copies of orders of initial adhoc appointment and subsequent extensions thereafter. The CIC directed the PIO to certify as to whether the appellant worked with NDMC on adhoc basis from 1980-86 with/without break or not.

Comments

With the advent of the RTI Act, many public authorities are finding it difficult to respond to applications due to poor record keeping practice. With the increasing reliance of public and its own employees on the RTI Act to gather basic material for grievance redressal, improving the record maintenance should be high on priority of all public organisations.
