NDMC property tax jumps to Rs 580 cr

NDMC property tax collection has jumped to RS. 580 crore in financial year 2016-17 from last year of 480 crore. In last decade, it has hovered around 380 crore . Since last two years this Department is headed by a CSS officer Murari Lal sharma . Earlier Department was handled usually by IRS officers.

Performance of DVC in 2016-17 on the upswing (UPDATED)
Year-on-Year growth of 20.89 % of electricity generation in 2016-17 was the highest in the power sector. All-round better operational performance in 2016-17 compared to 2015-16 : No Performance Incentive (PI) paid to coal companies in 2016-17 as compared to Rs 121 crore in 2015-16 and Rs. 218 crore in 2014-15. Rationalization of fuel supply sources/routes in 2016-17 will result in annual savings of Rs. 258 crore to DVC. Drastic reduction in payment of demurrage charges to railways: Rs. 2 crore in 2016-17 compared to Rs. 8 crore in 2015-16. Sale of fly ash through e-auction started - revenue earned so far Rs 4 crore. Negotiated with financial institutions to extend the tenure of existing loans of DVC as a result of which annual cash outflow on account of debt servicing reduced by Rs. 370 crore per annum; reduce interest rates on existing loans resulting in savings of Rs 128 crore per annum. Reduction of long term debt to Rs 19,500 crore (as on 31 March 2017) from Rs 21,560 crore (as on 31 March 2016). 12.21 % increase in revenue from Rs 13,096 crore (2015-16) to Rs 14,700 crore (2016-17- provisional). The revenue grew at a CAGR of 8.3 %. Reverse bidding introduced from July 2016 for all high-value contracts - Rs. 12 crore savings up to March 2016. All time highest daily thermal generation of 113 MU on 23.03.2017. The previous best was 111.94 MU achieved on 05.04.2016. All time highest monthly generation of 3144 MU in March 2017 surpassing the previous high of 3085 MU in April 2016. Thermal power electricity generation of DVC grew at a CAGR of 10 % compared to the national growth of 5.40 % in the last 3 financial years. DVC surpassed by 7.46 % the thermal power generation target of 31,000 MU set for 2016-17 by Central Electricity Authority for DVC in spite of a difficult power market. Damodar Valley Corporation (DVC) led by Andrew WK Langstieh has declared its performance for the year-2016-17. Commissioning of long delayed thermal power projects totaling 1700 MW: During 2016-17, commercial operation of one unit of 500 MW at Bokaro Thermal Power Station (Jharkhand) and two units of 600 MW each (total 1200 MW) at Raghunathpur TPS (West Bengal) was achieved. Decommissioning of old thermal power units: To bring about greater efficiency in DVC's power generation operations Unit No. 1 (130 MW) of Chandrapura TPS was decommissioned in January 2017. As on 01 April 2017, DVC's total thermal and hydel power generation installed capacity is 7640 MW and 147.20 MW respectively. Merchant sale of power (through power exchange) has tripled to 582 MU in 2016-17 compared to 171 MU 2015-16. Highest ever thermal power generation in DVC's history of 33312 MU in 2016-17.

Tax terrorism

These are two news items that appeared on April 1. The first news item: " An income tax inspector who had been harassing a doctor in Muvattupuzha in Kerala for a bribe of Rs 10 lakh threatening him with tax proceedings for non-existent infringements, has been arrested by the CBI while taking a bribe of Rs 5 lakh as the first instalment on March 31." The BJP government which rode to power in the last parliament election accusing the previous Congress government of indulging in "tax terrorism" and promising to put an end to it, has just passed the Finance Bill containing the following more draconian provision effective from April 1, 2017 as reported in the following news item. "While the previous law required the income tax officer to take prior permission before launching search and seizure, the present amendment does away with even that condition and empowers the income tax officer to conduct search and seizure without taking prior permission from higher authorities.This provision has come into force on 1st April and is likely to be thoroughly misused by unscrupulous and corrupt officials for terrorising the people." Tax terrorism, instead of being eliminated, is being redoubled!

Education going waste

1. Either education is going waste or brain drain because of unemployment.
2. Over one crore job lost and effected 5 crore families members in hunger because of ban on liquor, slaughter house, bar etc. As India has street culture and not Mall Culture. People found their way of life themselves and got self employed.
3. Ban on slaughter house without arranging land, budget, fodder, water, electricity is like mercy killing.
4. Banks employees are highly educated and paid just involved in data entry processing

DATE WITH RTI

Grievance redressal is beyond the purview of RTI Act

The Complainant submitted that vide his RTI application, he had sought details of the action taken on his earlier representations regarding granting him temporary status, etc. It was also submitted that he had sought the attendance details of other daily wage earners which was not provided to him. In reply, the Respondent (Delhi) submitted that information regarding attendance of Casual Labours was related to Field Department, Meerut and hence the application was transferred to Meerut vide letter of April, 2013. The Respondent (Meerut) submitted that all available information was provided to the Appellant. The Complainant submitted that in essence his RTI application related to the grievance of granting him a temporary status as opposed to other junior employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules/contesting the actions of the respondent public authority are outside the purview of the Act.

It is often seen that the CIC is approached for redressal of his grievance. Everyone must realise that RTI is the forum for obtaining information and that armed with the necessary Page information, an individual may approach the appropriate authority for further necessary action.
