The pace with which Yogi Adityanath has been making 'headlines',
these days, has left one to ponder - whether he is superior to Narendra
Modi. At one such discussion, apt came the reply that both are qualified
enough to do justice to their respective positions.

It's true-Congressmen cannot live without power. And see
the next eighteen months -how many Congressmen will join the ruling
BJP in different parts of the country? Very hectic days are ahead for
BJP President Amit Shah.
Era of family politics over?

make India Congress-mukt, even he would have not imagined that the new
brand of BJP politics often referred to as 'development politics' -

M: Yup ..they are doubting our mandate ...EC's fairness ....
RF: Fact of the matter is in UP Pollsters were predicting ...from simple
majority to clean sweep for BJP...if I recall it was India Today's Poll
that was closest to the final outcome ...so it's not as if the result
came out of the blue..
M: And then rather than analysing the causes for their defeat ..the
Losers are trying to save face by attacking the EVM..EC...
RF: Let me delve into the reasons which are so obvious....SP faced huge
anti incumbency and it allied with Congress which was in its Coffin
at that time ....now it's been burried...BSP...Mayawati's fondness for
Statues...her grand birthdays ..her opulent living ..her aloofness ...and
her emotionless read out speeches...
M: Modi's promises ...his performance in Delhi ..his schemes which are
now benefiting People..like Ujwala...Mudra... etc.
RF: Kejriwal is not cut out for Democracy ...its his way or highway
...recently at a Rally he badmouthed the Public when they raised Modi
Modi slogans ...
M: But why doesn't EC handover the EVMs to Parties and ask them to try
fixing the Machines..
RF: But why can't they do it in the EC premises ...so that EC is aware
of what they take in...and what they do...after all the means are as
important as the end...in 2009 too EC had made a similar 'Offer' but
no one turned up..
M: AAP did not doubt the EVMs when they got a unimaginable verdict in
Delhi...JD (U), RJD and Congress had no issues with the EVMs when they
won Bihar ...these are just recent examples ...
RF: If BJP was into fixing ...Bihar was a very crucial election ..it
would have fixed it... Nitish won fair and square because of his work...honest
image ..and a quantum leap in Power availability in Bihar...
M: Congress had no issues when it returned to power at the Centre despite
facing anti incumbency ..it had every reason to lose...then Swamy raised
certain doubts in 2012 ..and Court took notice of his submissions ...and
that's how VVPAT came into the picture....if Chip was fiddled with the
Button Positions would have to be same through out the State ..which
is not the case..in one Constituency BJP 's button is in 5th position
and in another Constituency at 1st position..
RF: Small Countries do not need EVMs like Japan...Countries that have
a multitude of Elections and Referendums at one go like US do not use
EVMs...Germany had a procedural issue and it was resolved ..the issue
was in India too and was resolved..now Russia wants to use Indian EVMs..
M: EVMs were introduced in India to address unique electoral issues

RF: In fact EVMs were brought in to address the Ballot Paper gupplas
while casting and counting ...the invalid votes...the time factor ...
M: Sir ji ...if Balloting is introduced and they loose via Balloting
then what...
RF: If Kejri has his way...he will appoint himself as PM and choose
the MPs and appoint Ministers...I think only this will satisfy him...till
then he will agitate...
M: Sir ji....the way he's going ...many would agree when I say...his
Political Career will 'self detonate'...

More than five
dozen Central Public Sector Enterprises (CPSEs) have been evaluated
'excellent' performers against targets fixed in their respective Memorandum
of Understanding for financial year 2015-16, according to data issued
by the Ministry of Heavy Industries and Public Enterprises. The CPSEs

Secondary steel producers play a key role
in increasing production: Birender Singh
The Minister of Steel Chaudhary Birender Singh, speaking at the National
Conference on Secondary Steel Producers, has said, "we intend to
adopt the 'Melt & Manufacture' Model of USA for increasing steel
production capacity. Worldwide, mini-mills are becoming popular and
we want to establish such plants and mills in India. This is cost-effective,
environment-friendly and energy efficient." Outlining the strategic
roadmap for steel industry, Birender Singh said acronym PRIDE is our
guiding motto, where: P is for production and productivity; R is for
Research & Development; I is for Indian-made Steel; D is for demand
increase and E is for Excellence in Quality of steel. These thrust areas
are as important for secondary steel producers, as these are for integrated
steel producers. Steel plants in secondary sector have many advantages
like less land requirement, lower capital investment, better energy
efficiency, proximity to users and less dependence on logistics. The
Minster said that his ministry wants to promote and encourage growth
of domestic steel industry and want that Indian-made steel should be
given preference in government-funded projects. The Government have
decided to institute an award scheme for the Secondary Steel Sector
units under various categories to recognise their contribution in nation
building and award the best performers in these areas so that they can
be source of inspiration for other producers. An Inter-Ministerial Task
Force has been formed to explore ways of increasing steel consumption.
Whether it be Housing, Urban Development or Swachh Bharat Mission, steel
is integral to the sectors. Steel-intensive houses, pre-fabricated steel
toilets and other units, bridges, community centres, malls, smart city
infrastructure are few of the examples where steel use is being promoted,
Singh said. The Ministry of Steel in association with National Institute
of Secondary Technology (NISST) and Joint Plant committee organized
one day National Conference on Secondary Steel Producers on the theme
"Make in Steel for Make in India" in New Delhi. The Minister
of Urban Development, Urban Housing and Poverty Alleviation and Information
& Broadcasting M Venkaiah Naidu inaugurated the conference. Speaking
at the valedictory session, the Union Minister of Road Transport, Highways
and Shipping Nitin Gadkari said that crash barriers have been made mandatory
for all highways. Steel consumption will definitely increase with substantial
increase in length of highways and more bridges. The Secretary Steel,
Dr Aruna Sharma addressing the conference said that Secondary Steel
need to play a crucial role in supplying crash barriers and other quality
steel for end use.

Sharabandi
Ban on liquor is a pretty good move but major revenue loss for the government
as well lacks of youths will move out of job. It will also have an effect
on the travel & tourism business. It will also generate huge black
money & a parallel risky business. A better solution will be Dubai
Style, as no liquor shops to be permitted; liquor will be served only
in the bars, which can be category wise. Government can control the
bars in their own way as who will be served & how much & payment
options etc.

To dilute RTI Act is rather unfortunate
I agree with Saxena. The effort to dilute RTI Act is rather unfortunate.
The act had brought about some fear in bureaucracy and had given an
opportunity to general public to seek information to nail many a lie
and some corrupt practices in some Government Departments. Some RTI
activists chose this avenue to do lot of public good by exposing wrong
doings at several places. Even civil servants who were victims of injustice
in matters of seniority, promotion, unfair transfer etc. use the right
to information to seek justice. The dilution of the act has been visible
during the last two years when no urgency has been shown in filling
the vacant slots in Central Information Commission. It is a pity that
on one side the Government is moving on many fronts, there is an attempt
to weaken many institutions so very necessary for functioning of democracy.
Such attempts only smell of penchant for dictatorship.

Grievance redressal is beyond the purview of RTI Act
The Complainant submitted that vide his RTI application, he had
sought details of the action taken on his earlier representations
regarding granting him temporary status, etc. It was also submitted
that he had sought the attendance details of other daily wage
earners which was not provided to him. In reply, the Respondent
(Delhi) submitted that information regarding attendance of Casual
Labours was related to Field Department, Meerut and hence the
application was transferred to Meerut vide letter of April, 2013.
The Respondent (Meerut) submitted that all available information
was provided to the Appellant. The Complainant submitted that
in essence his RTI application related to the grievance of granting
him a temporary status as opposed to other junior employees. The
Commission observed that under the provisions of the RTI Act,
2005, only such information as is available and existing and held
by the public authority or is under control of the public authority
can be provided. The PIO is not supposed to create information
that is not a part of the record. He is also not required to interpret
information or furnish replies to hypothetical questions. Similarly,
redressal of grievance, reasons for non-compliance of rules/contesting
the actions of the respondent public authority are outside the
purview of the Act.

It is often seen that the CIC is approached for redressal of his
grievance. Everyone must realise that RTI is the forum for obtaining
information and that armed with the necessary Page information,
an individual may approach the appropriate authority for further
necessary action.
