GoM to CoS
During UPA regime govt used to form Group of Ministers (GoM) to discuss
any problem that arises and submit its report . More than 50 GoMs were
formed in the previous regime. But now the scene has changed. NDA govt
appoints Committee of Secretaries (CoS) to discuss the problem and submit
report with concrete solution. More than half a dozen CoS have been
formed by the NDA govt. Important CoS are on OROP, GST.
AIADMK likely to split
Tamil Nadu is likely to see a big political turmoil. Observers opined
that AIADMK is fighting for leadership and if Shashikala loses the fight
the party is bound to split.

Shortfall of around 700 IAS officers on central
deputation reserve
Only 455 officers of Indian Administrative Service (IAS) from all State
cadres have been deputed to the Central Deputation Reserve (CDR) in
Government of India against the CDR quota of 1144 IAS officers.
Challenges before new CBI Chief
According to sources, new Chief of CBI Alok Verma is bound to face many

SAIL Q3 FY17 gross turnover grows by more
than 25% over CPLY (UPDATED)
Steel Authority of India Ltd (SAIL) registered an increase in total
sales by 16% and 12.5% for the April-December (9M) period and Q3 of
FY17 with 9.66 Million Tonnes (MT) and 3.27 MT of saleable steel respectively
over corresponding period last year (CPLY). The Company also registered
highest ever 9M saleable steel production at 10.2 MT witnessing a growth
of 16.5% and 9.2% growth in Q3 FY17 over CPLY. The growth in production
& sales is driven by an all round improvement strategy of the top
management by strengthening the entire value chain. During the 9M period,
exports volume considerably rose and more than tripled as compared to
CPLY, which are keeping in line with the companys conscious strategy
to expand globally. Owing to the improved sales volume across all products,
SAILs gross turnover in Q3 FY17 was higher by 25.8% at Rs 12,490
Crores as compared to CPLY. Registering a positive EBIDTA for third
straight quarter, the company recorded EBIDTA of Rs 26 Crores in Q3
FY17 as compared to (-) Rs 1052 Crores in Q3 FY16. The PAT for Q3 FY17
was (-) Rs 795 Crores as against (-) Rs 1481 Crores in CPLY. This is
notwithstanding the high global met coal prices during the quarter impacting
the margins sharply along with rising interest and depreciation charges
dampening the financial performance. Realizing the crucial challenges
faced by the steel industry and rising domestic competition SAIL has
already commenced the supply of long rails from its 1.2 MTPA new Universal
rail mill, Bhilai. The Company is in its final leg of finishing balance
modernization projects, ramping up production from new mills and achieving
its rated capacity soon.

NLC declares Q 3 results
(UPDATED)
Lignite production in the current Quarter was 69.93LT as against 44.95
LT, registering a growth of 55.57% compared to the corresponding quarter
of the previous year. Similarly the Power Generation in the current
quarter was 5011.75 MU as against 3638.85 MU in the corresponding quarter
of the last year with a growth of 37.73 %.The total Revenue of the company
for the current Quarter of 2016-17 stood at Rs. 1892.47 Crores as compared
to Rs.1256.82 Crores in the same Quarter last year registering an increase
of 50.58%. The company's Net Profit before Tax (PBT) during the current
Quarter stood at Rs.486.04 Crores as compared to Rs. 101.09 Crores in
the same Quarter last year. The Company could able to pose better financial
performance despite surrender of power of 216.29 MU by Discoms during
the current Quarter as compared to 38.87 MU (Deemed Generation) for
the corresponding quarter of the previous year. The estimated net impact
on revenue on this account in the current quarter is Rs. 56.02 Crores.
Similarly for the current year nine months period ending on 31.12.2016
Lignite production was 180.04 LT as against 156.04 LT, registering a
growth of 15.38% compared to the corresponding Nine Months Period of
previous year. Similarly the Power Generation in the current Nine Months
Period was 15333.75 MU as against 13977.00 MU in the corresponding Nine
Months Period of the last year with a growth of 9.71 %.The total Revenue
of the company for the Nine Months Period of 2016-17 stood at Rs. 5830.98
Crores as compared to Rs. 4820.91 Crores in the same Nine Months Period
of last year registering an increase of 20.95 %. The company's Net Profit
before Tax (PBT) during the current Nine Months Period stood at Rs.
1279.04 Crores as compared to Rs. 1184.77 Crores in the same Nine Months
period of last year. The Company could able to pose better financial
performance despite surrender of power of 1022.41 MU by Discoms during
the current Nine Months period as compared to 154.46 MU (Deemed Generation)
for the corresponding Nine Months Period of the previous year. The estimated
net impact on revenue on this account in the current nine months period
is Rs. 275.09 Crores.

Not only see, act also
This has reference of V S Ramachandran that most of the bureaucrat
see the whisper before they start the work. But unfortunately except
seeing the posting and transfer, nobody act on the cause and suggestions
provided by various viewers. It would be great if, all bureaucrat, analyse
and act on the suggestion provided to strengthen the hands of PM.

1. In a way Trump is right. Either you ban outsiders/refugee or you
have to convert citizens in to refugee. Choice is all yours.
2. Trump is for the citizen as he honours Lincoln 's saying Government
is For the people, Of the people and By the people.
3. Citizen are not the enemy and one should think for citizen first
as they collectively make a Nation.

Without Citizen, Nation is a barren desert land
Among the core sectors, Steel has responded in very positive way to
the various interventions done by the Government. The impact of anti-dumping
has brought down imports by 37%, exports up by 58%, production has gone
up by 10.5%. The efforts are now to bring down the cost of input so
as to trigger the production and productivity of MSME, Private and Public
Sector. The budget has given support by bringing down import duty on
items not made in India. The Steel Ministry has uploaded policy to replace
imports in phased manner.

Choked lifelines
Not only the most sacred of the Indian rivers, Ganges has not been cleaned
in more than 30 years, but not even a nallah or a small rivulet has
been cleaned so far, in any part of the country. Rather, we should find
out as how much more polluted and dirty our rivers and canals have become
after the clumsy and clownish rhetorical gesturing of the slogan of
'Swachh Bharat' without first working out the parameters and details.
Even the intervention of the Supreme Court and NGT in monitoring cleaning
of Ganges, has not brought anything fruitful and vegetative so far,
though the matter pertains to the Executive of the nation. Commenting
on the lackluster and tardy movement in the project had constrained
the highest court to remark that the river would not be cleaned in 200
years that way. There is every need to keep the rivers clean at all
costs for the survival of the humanity. The political commitments, of
late, have become only slogans to gain power and then indulge in further
jumlas to retain it. Let the govt show to the Indians that it can work
and do something for the nation beyond buffoonery..

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides for the mechanism
to deal with cases where replies have not been received. An applicant
should use the modalities provided under the Act which can provide
him the best results.
