Who is the symbol of honesty ?
At a get-together, there was a discussion " Who is the symbol of
honesty and integrity in the Indian politics ?". Half a dozen persons
present, failed to name a single politician.
Collusion between bureaucracy and govt suits every political party
Complicity between bureaucracy and government that started during Late
Indira Gandhi era now suits every political party. No prizes for guessing
why ?

I'm back in Shimla and today my Respected Friend, a retired senior
Bureaucrat, and me meet at Cafe Sole and over Soups, Rolls and Salads
we get chatting.
Me: Sir what are the issues that are topmost on the minds of the
UP electorate..
Respected Friend: Development .... Law and Order ....and of course religion
and caste...the last two are now ingrained in the Society there.....kind
courtesy...the Pseudo Secular lot...
M: They say do or die elections for SP..Congress and BSP..
RF: Immediate effect...if BJP forms Government ... huge tail wind for
Modi...long term...they are worried like in Gujarat, MP and Chattisgarh
BJP will stay in power for years and years...
M: I hear in Punjab ..AAP suffering from extreme paranoia ...first they
were saying EVMs fixed ...now saying there is a chance of hanky-panky
in the EVM Storage Rooms ..
RF: Well for all you know after the initial hoopla they've realized
....not a cake walk in Punjab. For EVMs to be fixed. ....throughout
the State the order of Parties would have to be same on the EVMs......say
...AD+BJP 1st Button...Congress 2nd Button...etc . Every Constituency
the order differs....so how is fixing possible.....
M: Kejri has passed over his paranoia to the Party..what am I saying
..Kejri is AAP ...and AAP is Kejri...
RF: The way they keep complaining to EC...EC should make a special AAP

RF: Viewing the seriousness of this connection ...and the fact that
in US it's impossible to pursue such a connection on the basis that
it'd remain a secret is sheer idiocy ...could be Trump taking a Page
from Nixon's US-China foray is planning a US-Russia foray...
M: The positives would be great ...for one reduction in the Tinder Box
feeling accross the Globe ...and would putChina in its place ...

Cardiac issues...

If govt goes by seniority than S. Massod Hussain is likely to be appointed
next ChairmanCentral Water Commission ( CWC). Presently he is Member
(WP&P). He is a 1982 batch CWES officer.
Salaries of UPSC Chairman, Members hiked
The proposal for the increase in salaries of the Chairperson and Members
of Union Public Service Commission (UPSC) is reported to have been cleared.
A monthly salary of Rs 2, 50,000 will be paid to the Chairperson while
Members will get a pay of Rs 2, 25, 000.
Civil Services Board re-constituted
Civil Services Board (CSB) has been re-constituted for the year 2017-18
consisting of: Cabinet Secretary as Chairman (ex-officio); Secretary
Personnel as Member (ex-officio) and Ms Aruna Sundarajan, Secretary,
Electronics & Information Technology as Member. Besides, Establishment
officer will be Member Secretary (ex-officio) and Secretary of the concerned
Ministry/Department is made Co-opted Member.
Dr Anu Aggarwal deemed to quit IAS
Dr Anu Aggarwal is deemed to have resigned from the Indian Administrative
Service (IAS) with effect from September 1, 2015. Anu is a 2001 batch

DoPT's guidelines on appointments flouted?
Various Ministries appeared to be contravening the guidelines of Department
of Personnel and Training (DoPT). The DoPT has given guidelines that
the appointment process should be initiated just one year before retirement
of Board Members in Public Sector Undertakings (PSUs. To the contrary,
a large number of posts have either been lying vacant or vacancies are
arising in coming months.

In film Fantoosh, debonair and lively Dev Anand sings the song and calls
back his magically dancing and eluding hat 'Ae meri topi palat ke aa'.
About quarter of a century ago,a very reputed leader and a veteran freedom
fighter, who was religiously dressed in white and wearing kishti topi
as a headgear had confessed to an interviewer, ''There were times when
everyone respected us for wearing this dress and now this dress has
become so dreadful that it terrifies the onlookers and they feel like
running away from us , hammen iss dress mein dekh ke hi humse bhagna
chahte hain. ''That leader ,who had sacrificed a lot for the freedom
of the country was feeling the pulse of the people, because of the degradation
of the ethics and the values, once practiced by the wearers of this
dress.
In the year 1976,Smt Indira Gandhi, the then PM, came to Malerkotla,
to preside over the function of total electrification of Punjab villages.
I was on duty at the helipad. I did not see many kishti topis before
her arrival, though white turbaned men could be seen in large numbers.
As soon as madam's helicopter was in sight, many white caps could be
seen. Hans Raj, Sharma, and Chowdhary Gurmel Singh, who were to receive
her along with Giani Zail Singh ,very deftly brought out their neatly
ironed topis from their pockets and were in full party dress to receive
her. In Amritsar Sadhu Ram Sharma , the then president of the Amritsar
district Congress and who had close resemblance to Morarji Desai, was
always immaculately dressed wearing Congress cap and seen walking along
with his cycle, in the Amritsar streets. Similarly Gian Chand Kharbanda
always wore this cap and used to walk in Amritsar streets even as a
minister in early 1970s.Slowly and slowly the political people discarded
this symbol of fight against British' oppression.
Of late, a new political party has adopted this Topi as the party dress.
Many people were sceptical about the success of this party and criticised
it for adopting the headgear which was discarded long ago by many political
functionaries. It was also otherwise considered out of sync with the
modern fashion as more Indians turning to west to see role models. Its
thumping success in Delhi and its spectacular entry in Punjab playfield
forced the traditional political players to hatefully and derisively
call the members of the AAP outfit as 'topiwale'. The more hate the
traditional players exhibited against the topiwale, more publicity they
gained to become more popular. They have, at the moment, considerably
restored the respect and dignity of this headgear, which was symbol
of struggle and bravery once.
Not only topi, but turban has been used in this part of India as a
dress irrespective of the religious beliefs. Many Hindus besides wearing
topis used pagris also to cover their heads, but generally the trend
has been waning over the period. Topis and hats are still fascinating
many individuals. Not very long ago, there was a very handsome deputy
commissioner, who would wear different coloured hats for 5 different
tehsils of the district. He would reprimand his personal staff, if any
tour missed the hat or there was any mismatch of the colour of the hat
with the concerned tehsil.Topis have given birth to many memorable lilting
lyrics. Who can forget Raj Kapoor's, 'mera juta hai japani,Yeh patloon
inglistani, sir pe lal topi rusi' ? Shammi kapoor and Amitas's mischievous
song in film 'Tumsa nahi dekha' sir pe topi lal , haath mein resham
ka rumal, oye tera kya kehna, is still fresh in peoples' memory. Nobody
can forget Nasiruddin shah wearing ,tirchhi topi' and Young Sonam singing,
''tirchhi topi wale, babu bhole bhale. ''Let us hope that the topis
always remain spotless.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
