First ever Indian, Prof Prajapati Trivedi gets International Award
Prajapati Trivedi of the Indian School of Business is this year's recipient of the prestigious International Public Administration Award from the American Society for Public Administration (ASPA). The first ever Indian to win this prestigious award which is given to an individual who: holds citizenship in a nation other than the United States; lives and works (primarily) in a nation other than the United States; and contributes significantly to the field of public administration as a scholar, practitioner or both, as demonstrated by publications,awards and honours, and testimony by the recipient's colleagues and beneficiaries of the recipient's work.Prof. Trivedi is a Senior Fellow (Governance) and Adjunct Professor of Public Policy at the Indian School of Business (ISB), Mohali, India. Where he is also the Faculty Chair for the Management Program in Public Policy (MPPP). In addition, he is a Visiting Fellow at the IBM Center for the Business of Government and teaches MPA students at the Harvard Kennedy School of Government. The award will be given at the International Assembly at ASPA's2017 Annual Conference, taking place March 17-21 at the Sheraton Atlanta, in Atlanta, GA. The assembly is scheduled for Monday, March 20, 2017, at 3:15 PM.

Civil Aviation Minister Gajapathi Raju launches AIBM (UPDATED)

NTPC's first rake of coal from its first mine flagged off
The first rake of coal of NTPC Ltd was flagged off on February 16, 2017 from its first coal mine at Pakri Barwadih located in Jharkhand. This coal mine will have production capacity of 18 Million Metric Tonnes per annum. During next year, around 2 to 3 Million Metric Tonnes of coal is likely to be produced from the mine and will be supplied to different power stations of NTPC.

Mockery of Noise Pollution guidelines in India

Noise pollution in India is increasing exponentially due to growing vehicular population. But, no one seems concerned despite its deleterious effect on people' health. The States' and central pollution control boards , committees, collect, compile and publish statistical reports on noise pollution. These are utilised for replying to Parliamentary Questions. But, the Law makers are not bothered about non-compliance of laws framed by them. Persistent vehicular honking impact citizens' health by triggering hypertension, high stress levels, cardiac complications, deafness , sleep disorder etc. Are anti-noise measures included in the National Health policy? Consider National capital.
The National Green Tribunal banned use of pressure horns in Delhi and NCR in July 2016 . The authorities concerned have failed to regulate use of loud speakers / public address system and other noise- producing instruments during religious and marriage celebrations in conformity with permissible norms. Provisions in Central Motor Vehicle Rules banning multi-tone/ musical horns, are misused by trucks and buses particularly in residential colonies. Position in states is far worse. There is total inaction by designated officers like DMs, SDMs, DGPs, CPs upto Dy SPs . Do we ever see the traffic police challenging the offenders for noise-abatement and impose pecuniary penalties. Are designated officers even aware of noise pollution guidelines issued by the Centre and the States, one wonders ?

DATE WITH RTI

Compensation for inconvenience caused due to non-transference of the RTI application

The appellant submitted that incomplete information in respect of the RTI application has been provided to him. The appellant further submitted that instead of providing information in respect of point nos. 6 and 7 of the RTI application, he was informed that the information sought pertains to Department of Official Language (DOL). However, his RTI application has not been transferred to the PIO, DOL. The appellant also apprised the Commission that due to non-availability of the copy of the DPC Minutes, he lost the case before Central Administrative Tribunal (CAT) in Original Application No. 2896/2015. The CIC perused the CAT order and found the contentions of the appellant to be correct.

He CIC observed that the appellant faced inconvenience and detriment due to non-availability of the documents and in exercise of the powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed to compensate him by an amount of Rs. 5000/-.

Comments

If a part of the information sought pertains to another public authority, the PIO should transfer that part of the RTI application to the PIO of the concerned public authority under section 6 (3) of the RTI Act.
