Small things like construction of water tanks, pucca houses, rural roads and 100 % electrification of villages, cleanliness got major boost in new Union budget. According to experts these thrusts are bound to give more boost in rural development.

UPA program, NDA boost


It's strange that MNREGA a popular program which was started by UPA govt got boost in NDA government by allocating highest ever Rs 48,000 crore. The program exhausted previous allocation. According to sources, earlier UPA govt increased budget but except few times allocated funds remained unspent and lapsed.

A revolutionary budget ?


Will Budget for 2017-18 prove a revolutionary in Indian economy ? Proposed change in Negotiable Instrument Act, Merger of various Tribunals, boost to the Aadhar based payment system, Abolition of Foreign Investment Promotion Board (FIPB), crackdown on funding to political parties, restrictions of transactions above Rs 3 lakh and reduction in IT rates are some steps which will change the Indian economic scenario, opined experts.

My Respected Friend is still in Delhi and today we meet at a Hotel Coffee Shop and over Muffins, Scones and Tea we get chatting.

Me: Sir is there precedence that the Budget was postponed on account of the death of a MP…
Respected Friend: No. And this tradition of adjourning the Parliament is from the Brits…. I think Government should do away with it. In fact Modi who is the harbinger of change in India should announce…. All have to pass away one day… I request that when I pass away the Parliament should not be adjourned, there should be no Holiday/s …in fact work an hour extra as a mark of respect.

M: True respect for a man who has a punishing schedule and does not believe in holidays. Men who achieve so much in life…. their lives should be celebrated!!

RF: It was all just useless 'hulla' … fact is all Parties knew the Budget could not be postponed!!! And what a stupid comment to make… would BJP have gone ahead with the Budget if a BJP Leader had passed away… of course it would have!!

M: Sir what is your analysis of the Budget!!

RF: First it's a responsible Budget…. any other Party would have compromised on Deficit and doled out sops to woo Voters …. 4 States are going to Polls. He's kept the Deficit in control… just up by 0.2 %. He's rewarded the Honest Tax Payer, reduced Cash Funding of Political Parties drastically, huge outlays for Infra… Farm…. Social Sector.

M: His Electoral Bonds Scheme …..classic out of the box thinking!!!

RF: Encouraging sign is Government has addressed both Infra and Housing…. Employment, Manufacturing and Revenue generators…. it's a Budget that has far reaching implications….

M: There were expectations that Government would announce a number of sops….for immediate effect ..viewing the Polls....

RF: That's the difference ….these guys are different…. they've just proved Country comes first. They've gone ahead as per their Master Plan.

M: MMS ji will be giving us his pearls of wisdom…. as ordered… he'll give low marks to the Budget!!

RF: That would in fact would be good for this Government ….his Clean Chits…and his recent Statements …. Public decipher what he says as just the opposite…. sad …. his reputation has really taken a beating!!!

M: I'm sure now Parents don't egg on their kids ….. if you study hard you can be like Manmohan Singh!!!

RF: And do keep in mind this is a War against Black Money and Corruption… no General withdraws his troops after a Battle …. for the War to be won…… there could be some make and mend or consolidation.. and then troops move on with the objective of winning the war!!! So the War is still on.....next I think will be Real Estate ......Gold....

M: Farmers are demanding that the Swaminathan Report be implemented….on MSP!!!

RF: Well bottom line is …..are there more Farmers than Consumers in India? BJP has promised to double Farm Income in coming years….. by the way in this Budget there is a lot for Dairy… Fisheries too!!! Yes Farm Sector does need reforms…. like Land consolidation like in MP….. something has to be done to protect the Farmer from the huge price fluctuations … take Tomatoes… prices fluctuate between Rs 2-80/ Kgs.

M: The Crop Insurance Scheme takes care of the other big uncertainty in Agriculture….

RF: I'm sure in Nariman Point solutions to Budget stipulations would be underway …some avoidance… some flouting .....over cutting chais...sooka bhel....

M: Ha ha…. why the Bhel Waala outside Maker Towers III, Nariman Point, can give you some very good advice on the Stock Market…..

RF: For Budget Day on TV Debates you have Lawyers becoming Experts on Financial Matters and artfully adding Caveats!!!! Now let us settle the Bill and move out…. I've to take my Battleship (Wife) for a Movie…. Joke is on you…

Similarities between P M Modi and President Donald Trump

I find many similarities between the two politicians.


1. Both re rank outsiders to the national political scene in their respective countries. While Narendra Modi was a State Level player from Gujarat, Trump has no political back ground. None has been Member of the Federal Level Parliament at any stage of their lives.
2. Both had polarised votes in their constituencies along religious and ethnic lines. by appealing to the raw nerves of the electorate.
3 While in USA, Trump demonised the Muslims and immigrants and managed to win over the overwhelming Christian population, in India Modi succeeded in getting the radical Hindu majority vote by preying upon the Congress Govt.'s pandering to the Muslim vote bank. Thereby he projected himself as a messiah of the Hindu radical sentiment. He also pledged to end the pseudo-secularist position of the Congress.
4. Both were selected to lead the country despite stiff resistance from equally powerful lobbies within their parties. . .
5. Both have very good oratorial skills and have the capacity to appeal to the masses.
6 Both are always smartly dressed
7. Both have opposed certain kinds of immigration. Modi promised to rid the Assam State of illegal immigrants from Bangla Desh and Trump promised to rid America of the immigrants from Muslim countries, Mexico and even some Asians.
8. Both are trying to create jobs for their countrymen by slogans like America for Americans and India for Indians. Make in USA and make in India.

It is regrettable

It is regrettable that the EC is asking RBI to raise the cash withdrawal limit of political parties to Rs 2 lakh from Rs 24000.They should go cashless and follow PM's call to a common man to go cashless. It is great to learn that the RBI has shown some spine in not raising withdrawal limit. EC should also withstand political pressure.

The people of India have the most fundamental right to authentic news and high class entertainment. Like many other PSUs (Air India, BSNL), attempts had been made in the past too to make it sick and close it down, so that it vacates all the space for exploitation by the private sector with all the five of our powerful politicians and their lackey bureaucrats in the pie. The citizens have suffered a charge of Rs 4000 ever since as payment to , which is illegitimate profits. There is no audit of the content telecast/broadcast by the private channels in the last 16 years or the number of times they have shown the same film or the vulgarity of their serials. Everything is trivialized, be it cultural moorings or political discourse or women related issues. The contempt heaped upon public servants/services only betrays their ignorance. The Doordarshan was doing a better service when it was charging only Rs 50 annually. Its treasure is enough for at least 2 decades of high quality entertainment and reliable news, views and thought content. There is need only to unbound the energy of the public entity instead of winding it up.

1.When the rulers asks for tax.
It is mandatory and required to pay for rulers salary, perquisites, and many facilities and still short fall.
Then comes the development and for which no Tax revenue is left.
2. Then deficit is fulfilled by penalties levied on all working and non working citizens both.
3. This is actually what is happening which is outcome of mismanagement and over expenses and blaming the citizens and caressing from farmers , traders, manufacturers, salaried, self employed to every class.
4. If there is deficit, provide facilities so that more tax collections are there and rulers can start manufacturing, trading, exporting for more earnings than blaming people paying taxes and putting all the blame of corruptions and shifting the focus of nation from productivity to non productivity .
Small neighbouring countries like Thailand, Sri Lanka, Bangladesh , Mauritius are progressive and we are striving .

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
