removed recently ? Two theories are floating about this. One says, PS
was removed because a report put him in the dock while other one is
that the PS himself opted out. Who can divulge the reality ?

My regular Shoe Shine guy was missing for some time
and today as I pass his regular spot, during my walk around CP, I spot
him and on the spot decide to get my shoes shined.

....BJP.....as it's scandal free and Modi going after Black Money makes
BJP the clean choice ...and also in Development ..but BJP undersold
itself ..on States opting for BJP again and again..and in case of SP

..even ghee free..
SS: When there are no jobs Public can do time pass and be healthy too

to be appointed Secretary (West) in place of Sujata Mehta who is joining
the UPSC as Member.
Will Secretary Culture get additional charge of Secretary Tourism ?
Vinod Jutshi, Secretary Tourism in the Government of India is superannuting

Failed to solve cane farmers' problem in 68 years !
What a monumental failure! What an organized loot of the poor sugar
cane farmers ! In the last 68 years all the wise of this Democratic
Socialist Republic of India could not find a solution to a small problem
of timely payments to the sugarcane farmers by the mills ! In fact there
is no genuine problem- it is man-made problem. The prayers of the farmers
have been lost in the sophistry of the economic jargon. Election after
election, every political party has been making it an election issue,
promising redress of the farmers' grievances and assuring mitigation,
only to perpetuate the loot, exploitation and plunder of the national
asset of the stoutest pillar of the economy viz. farm sector. In the
meanwhile no sugar mill has gone bankrupt. It is a different matter
that hundreds of farmers have committed suicide or died due to default
in repayment of loans they raised for farm input and labour. It is no
different from the exploitation of the small scale units in the industrial
sector where the seller accepts products on credit under the pretext
that the products don't have a ready market and thereby delay payments
to the small entrepreneur for months. Does this problem require rocket
science or FDI (technical/financial/governance) ?

Lot of telephone cables in the country run parallel to the Transmission
line. As per the conduction process there could also be lot of possibility
of a lot power being transferred into the cable of the telephone lines
(BSNL. MTNL, Railways and private sector). We can save those amount
of electricity for the benefit of the country.

Curbs on ostentatious marriages appreciable
The govt's move to restrict expenditure on the marriages and the expectant
muting of the marriage band, has stirred the social hornet's nest. The
old timers remember that the 'Guests control Act', during the Emergency
and the verbal dictats of the Sikh fundamentalists later on in Punjab,
to control the wasteful expenditure on the marriages, were vigorously
implemented for a short period and were hugely welcomed by the public
at large. The introduction of the ,''The Marriages (compulsory Registration
and Prevention of Wasteful Expenditure) bill,2016, introduced by a lady
MP, is a very timely step to end the misery of the large part of the
masses. It has been felt since long to end the large number of functions,
waste on food, cloth, gold and sundry items, but no one has dared to
bell the cat. The legislation must be thrashed threadbare before it
rolled out for implementation, which should be vigorous and relentless,
to end the social evils like dowry. The girls and boys should also come
forward to voluntarily shun gold and other wasteful rituals and ceremonies.
Presently most of the parents want to perform simple marriages, but
the boys and girls don't understand the value of the money and the comforts
of their parents and bring them under perennial debt and pitiable life.
Let the law be enacted and hope it will not decorate the library shelves
and mitigate the countless marriage miseries.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
