CBI register case against ex-Chief CBI Chief
The CBI registered a case and carried out searches at the residence
of its former CBI Chief Amar Pratap Singh in meat exporter Moin Qureshi
case. He is former 1974 batch Jharkhand cadre IPS officer.
R N Jha is strong contender for CMD, MECL
R N Jha, who has been given second term as Director (Technical), MECL,
is strong contender for the post of Chairman & Managing Director,
Mineral Exploration Corporation Limited (MECL). The retirement of present
incumbent Dr Gopal Dhawan is approaching. Notably, Jha was selected
on July 9, 2015 for the post, but he could not be appointed to the post,
due to an extension to Dr Dhawan.
No CMD to ECL since June 2015
The Government of India is yet to appoint a person for the post of Chairman-cum-Managing
Director, Eastern Coalfields Limited (ECL). The post has been lying
vacant since June 1, 2016. However, R R Mishra, CMD, WCL, has been assigned
an additional charge of CMD, ECL.
Vipin Kumar Saxena yet to join as CMD, GRSE
RAdm Vipin Kumar Saxena yet to join as Chairman-cum-Managing Director,
Garden Reach Shipbuilders & Engineers Limited (GRSE), Kolkata. The
Appointments Committee of Cabinet (ACC) has already approved his appointment
to the post.
S P S Bakshi emerges as longest serving CMD
S P S Bakshi is rendering his longest service-around ten years total
tenure- as Chairman-cum-Managing Director, Engineering Projects India
Limited (EPIL). Bakshi who joined this PSU in February 2009 will complete
his tenure in September 2018.

Madhya Pradesh Economic Offences Wing Director General Vijay Yadav presented

Search Committee formed for VC, NIU formed
Governing Board of Nalanda International University (NIU) has given
go ahead to the search committee to select the panel of VC to be appointed
for NIU. The Committee has five members. They are Dr Vijay Bhatkar,
Chairman, N K Singh, Retd IAS, Prof. Arvind Sharma, Lokesh Chandra and
Priti Sharan, Secretary, MEA are members. The VC post at NIU ls vacant
since November last year.
4 IRS-IT officers get postings
Four officers belonging to Indian Revenue Service of Income Tax cadre
have been given posting. Mrs Renue Amitabh, Mrs Nirupama Kotru and Mrs
Vismita Tej have been posted as Commissioner of Income Tax in the Principal
CCIT region while Dr Prabodh Seth was posted to Chandigarh as CIT in
Principal CCIT region.
Vasishtha is also Director, National Zoological Park, Delhi
S P Vasishtha, DIGG(WL), has been assigned an additional charge of Director,
National Zoological Park, New Delhi. He is a 1994 batch IFS officer
of Assam-Meghalaya cadre.

An Under Secretary level post is arising in Central Board of Direct
Taxes (CBDT). The IRS officers working to the rank of DCIT from 2010

CBI arrests officials of Central Excise (UPDATED)
The Central Bureau of Investigation (CBI) has arrested two Superintendents
and an Inspector, all of Central Excise, Audit Department (Government
of India), Murthal, District- Sonepat (Haryana) while demanding and
accepting bribe of Rs. three lakh from the complainant.

in Jharkhand
Rural Electrification Corporation Limited has entered into Memorandums
of Understanding (MoUs) with Jharkhand Bijli Vitran Nigam Limited (JBVNL)
and Jharkhand Urja Sancharan Nigam Limited (JUSNL) for extending financial
assistance to the tune of Rs. 15,150 crore (which is financial assistance
upto Rs. 8,150 crore to JBVNL and upto Rs. 7,000 crore to JUSNL).

Modi is also weak and helpless before babus
Maximum 3 officers at ACS rank can be appointed as per rules but IAS
babus are rules unto themselves and Modi is also weak and helpless before
them.

CAT benches not functioning
Number of Benches in Central Administrative Tribunal all over the country
are not functioning on account of non-availability of Judicial or the
Administrative Members or both.
There are total 33 Benches at 17 places all over India comprising of
one Judicial and one Administrative Member each , out of which, the
posts of as many as Thirteen Judicial and Eight Administrative Members
are lying vacant as on 31-01-2017 . On account of this, the poor litigants
are facing great difficulties and the pendency of cases are rising day
by day.
The Central Government Employees , aggrieved on account of service disputes
or pensionery, death cum gratuity , family pension etc matters are waiting
for redressal of their grievances. This is going back to square one
as the Tribunal was created for early redressal of grievances.
Out of 17 Places Benches at Seven Places such as Guwahati, Jodhpur,
Jaipur, Jabalpur, Cuttack , Hyderabadand Lucknow are not functioning
either because of non-availability of Judicial or Administrative Member
or both. There are number of other Benches ,which are also working with
half of their strength on account of failures on the part of Central
Government from making fresh appointments following retirement of Judicial
or Administrative Members over a period of time.
According to the Administrative Tribunals Act, the procedure for selection
has been laid down and selection Committee is headed by the Sitting
Supreme Court Judge and comprises of Chairman of the Central Administrative
Tribunal ,Secretary DOPT and Secretary Law and Justice .

Corruption solidified
The inmate number or Qaidi Number of Sasikala ,who nearly grabbed CM's
post in Tamil Nadu, is 9234. It is a fact that corruption has stopped
to be sloganeered as a vice more so as a political vice. As far back
as the mid 1960s and early 1970s, Punjab had witnessed the constitution
of Daas commission and Chhangani Commission respectively to probe charged
of misuse of power etc against the then CMs in Punjab. However indulging
in corrupt means, misuse of powers and highhandedness have become hallmarks
of political bosses to a significant effect for the last about 3 decades.
Lalu Yadav was the first major convict, followed by Chautalas and then
Jayalalithaa, though the corruption charges against the politicians/bureaucrats
are flying like the moths after the rains. Credit ,however goes to the
relentless fighters like Dr Subramaniam Swamy, who has fought against
some players like Cassius Clay. The reckless indulgence and ruthless
administration for self or family gains has dwarfed the Indian democracy.
Govt money and sops are distributed like alms for garnering votes to
make the masses perennial paupers and the politicians kings. Tamil Nadu
is not different from any other state except for the fact that here
hero/heroine worship is tremendously predominant bordering on frenzy
and hysteria. In the mid 1990s, i had attended a training course in
a southern state on the law and order. I told the director that south
was much better in the maintenance of law and order and level of corruption.
The director replied, ''We have also become equally roguish. ''In Punjab
,there used to be 2 IAS officers from Tamil Nadu, PN Balu, and HV Krishnamurthy.
Both were honest to the core, upright and courageous to say no to the
political bosses. Both resigned from the elite IAS, very early in life.
The third instance is of MG Devasahayam IAS from Tamil Nadu allocated
to Haryana cadre. Though 0he was a legendary officer, he also resigned
from this service, midway. In Punjab, there was a officer from Kerala,
who as deputy commissioner, refused to make any arrangement for the
visit of Sanjay Gandhi, unless and until he was declared a state guest.
The dynastic politics and shameless indulgence in corruption and misuse
of power by the election winners, over a long spell, has significantly
dwarfed the Indian democracy. It is time the nation gives a clarion
call to the politicians and rulers to work in the interests of the masses.

Misusing vehicles
The Ministers, Senior Government officials, Senior Corporate Executives
& heads of NGOs misuse vehicles for personal purposes at the Government,
companies & NGOs cost respectively, which is corruption. If this
is stoppped once for all by the NGT, then the clogging of city traffic
in the country will reduce to a great extent. There will also be less
pollution.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
