CBDT slept over promotions of IRS

Officers of Other services like IPS/IAAS/IFS/IRTS etc, are getting timely promotions to the grade of JS/AS but despite the best work being done by the IRS officers, they are not getting promotions. The Government has given a letter of commendation to the CBDT, but, this piece of paper is useless if they are far far behind the other services in promotions.

Decision for decision makers by Hon. Prime Minister by allowing married IAS and IPS couple to get posting at one station is a great relief to married IAS and IPS couple and certainly a remarkable decision by Prime Minister Narendra Modi.

Encouraging Step


Finance Minister has made a encouraging proposal during the presentation of Budget 2017 that first time return filer will not be subjected to scrutiny. This is progressive approach and may result in widening the tax net and increase revenue as this will allay the fear of problems faced during scrutiny. If the tax rules are further simplified e.g. tax payers whose income is below 5 lakhs are not subjected to scrutiny, the tax compliance will be much higher and there will be increase in revenue as the people are not averse of paying tax but are afraid of harassment during scrutiny. If this fear is taken out, the people will come forward and pay the taxes and file the return. It is expected that number of return filer may be double in five years. There will be no loss to the Govt. in this approach. This will be win-win situation for the Govt. as well as for the people. A simple approach may result in widening of tax net and increase in revenue. This can be tried. If results are not as desired, the scheme may be withdrawn immediately.

DATE WITH RTI

Compensation for inconvenience caused due to non-transference of the RTI application

The appellant submitted that incomplete information in respect of the RTI application has been provided to him. The appellant further submitted that instead of providing information in respect of point nos. 6 and 7 of the RTI application, he was informed that the information sought pertains to Department of Official Language (DOL). However, his RTI application has not been transferred to the PIO, DOL. The appellant also apprised the Commission that due to non-availability of the copy of the DPC Minutes, he lost the case before Central Administrative Tribunal (CAT) in Original Application No. 2896/2015. The CIC perused the CAT order and found the contentions of the appellant to be correct.

He CIC observed that the appellant faced inconvenience and detriment due to non-availability of the documents and in exercise of the powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed to compensate him by an amount of Rs. 5000/-.

Comments

If a part of the information sought pertains to another public authority, the PIO should transfer that part of the RTI application to the PIO of the concerned public authority under section 6 (3) of the RTI Act.
