The Government of India has terminated the services of Jyoti S Belur,

Only 29 IAS officers from MP deputed to GoI
Only 29 officers belonging to Indian Administrative Service (IAS) of
Madhya Pradesh cadre have been deputed to the Government of India in
Central Deputation Reserve (CDR). There is a quota of 90 IAS officers
from Madhya Pradesh in Central Deputation Reserve (CDR) and the State

Petroleum Minister visits Myanmar for strengthening
Hydrocarbon relations
The Minister of State (I/C) for Petroleum and Natural Gas, Dharmendra
Pradhan is on an official visit to Myanmar to enhance regional cooperation
in the Hydrocarbon sector with the neighbouring country. India and Myanmar
have historical and close relations which have withstood the test of
time. We both share a long land and maritime border. As an important
element of our Look East Policy, India considers Myanmar as the friendship
bridge to ASEAN countries. The visit of Pradhan is a follow up of the
visit of State Counsellor Daw Aung San Suu Kyi of Myanmar to India in
October, 2016. His visit is also the first Ministerial level visit between
the two countries since October last and also first visit by Indian
Petroleum Minister in the last 12 years. During the visit, Pradhan met
with his Myanmar counterpart H.E. U Pe Zin Tun, Union Minister of Electricity
and Energy, Myanmar. He discussed issues of bilateral engagement in
the hydrocarbon sector. In the Upstream sector, both leaders discussed
the current and future participation of Indian Oil and Gas companies
in the Upstream sector of Myanmar. Presently, ONGC Videsh Ltd (OVL)
and GAIL have invested in gas producing blocks in Myanmar. OVL and Oil
India Ltd have invested in exploratory blocks. The interest of Indian
Upstream companies in participating in the forthcoming bid round in
Myanmar was conveyed to Myanmar side. The Minister put forward various
proposals on participation by the Indian Oil and Gas companies in the
Mid-stream and Down-stream sector of Myanmar, including in refurbishment
and upgradation of refineries in Myanmar, developing downstream market
though supply of petroleum products, LPG, wax, petrochemicals, etc.,
integrating the Indian Natural Gas grid with Myanmar for developing
their cities through CGD network and also in the area of sourcing LNG.
Energy Minister U Pin Zin Tun expressed his keenness to deepen the relations
and invited India to invest in all streams of Oil and Gas. Pradhan visited
the Shwe gas production facility in which OVL and GAIL have joint stake.
He also extended proposals to assist Myanmar in training and capacity
building its hydrocarbon officials. Both Ministers expressed their keenness
to work towards further strengthening the bilateral engagements in the
hydrocarbon sector and make it one of the important areas of bilateral
cooperation between both the countries.

Payment of interim dividend by AAI for 2016-17 (UPDATED)
Airports Authority of India (AAI), a consistently profit making organization
since its inception, has declared an interim dividend of Rs.560 crores
for the year 2016-17. AAI has earned a revenue of Rs.10,824 crores (previous
year - Rs.9285 crores), Profit Before Tax of Rs.3697 crores (previous
year Rs.2791 crores) and the Profit After Tax of Rs.2537 crores (previous
year Rs.1959 crores) for the year 2015-16. AAI has spent an amount Rs.4315
crores during the last three years (2013-14 to 2015-16) on modernization
of Airport terminals, passenger facilities and Air Traffic and Navigational
Aids at its Airports and has planned to spend this year Rs.1974 crores.
AAI has paid Rs.1106 crores as Dividend in the last three years ( 2013-14
- 2015-16] and has also contributed to the Central Exchequer Rs.6253
Crores in different forms during the same period, apart from paying
Dividend. On February 22, 2017, an Interim Dividend amounting to Rs.560.00
crores was presented by Dr Guruprasad Mohapatra, Chairman, AAI to Union
Minister of Civil Aviation, P Ashok Gajapathi Raju and Union Minister
of State for Civil Aviation, Jayant Sinha in the presence of the Secretary,
MoCA, Board Members of AAI and Senior officers from the Ministry.
Two former Directors
convicted (UPDATED)
The Special Judge, CBI cases, Tis Hazari Courts, Delhi has sentenced
P Rajendaran, then Director(Equipment) and M K Ganeshan, then Member(Finance)
of the erstwhile National Airport Authority to undergo two years rigorous
imprisonment with fine of Rs one lakh each for causing undue pecuniary
gain to themselves.

475 MW
The 115 MW out of 260 MW of Bhadla Solar Power Project of NTPC Limited
has been commissioned. With this, the installed capacity of NTPC's solar
power projects touches 475 MW now. The total installed capacity of NTPC
on standalone basis has become 41,177 MW and that of NTPC group has
become 48,143 MW.

Misuse of LTC
Recently an order warns Central Government Employees against misuse
of LTC. But, I wonder whether there is any order to prevent misuse of
TA. In many offices people give fake ticket numbers / pnr numbers and
make claims. The audit party says that it would verify only the claim
not the authenticity of the tickets. The original bills are forwarded
to the PAO of the concerned Ministry for scrutiny. Nothing gets checked
properly. The Same PAO audits the annual accounts later, again nothing
happens. Finally, the local AG audits and here also nothing happens.
How Railways would register a profit, if people without performing journeys
prefer claims and pocket the money. Some serious thought should be given
by the so called policy makers.

Misuse of vehicles
The Ministers, Senior Government officials, Senior Corporate Executives
& heads of NGOs misuse vehicles for personal purposes at the Goverment,
companies & NGOs cost respectively, which is corruption. If this
is stppped once for all by the NGT, then the clogging of city traffic
in the country will reduce to a great extent. There will also be less
pollution.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
