Nine IPS officers retiring in February
As many as 9 IPS officers of various cadres and batches are retiring
in February, 2017. The officers are: Umashankar Sudhanshu of Bihar;

Surprise visits should occur frequently
What a pity that the surprise visits by a Secretary has created ripples.
Every functionary of Govt of India should make surprise visits so that
first hand information of the situation could come and the staff down
the line will have the sensation that boss may come unnoticed which
hitherto is totally compromised and the staff is assured that cat is
away the mice can play truant
The bosses are not supposed to stay indoor in their cushy offices and
work on green sheets prepared by assistants so virtually country is
run by the mind of lower staff without any value addition by bosses
because they have lost the courage to change the note for fear of meddling
with the issue as they don't have true knowledge of issue and this is
how corruption is perpetrated
If frequent surprise visits are made by Secretaries and Joint Secretaries
who are the real power Centres, then half of the uncooked issues can
be resolved in the field leaving less file work.
This culture of not making surprise visits has a cogent reason in the
minds of officers that in the closeted offices the accountability is
divided twenty times but on field they will have to take unitary decision
and they may fall in the web of enquiries at a later date
This service is responsibility without accountability and perversity
is parading as morality.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
