Odisha Chief Minister Naveen Patnaik is an harassed man these days.
He is keen to know who is Saudan Singh ? Infact, Saudan Singh is the
man who is instrumental in big defeat of the BJD in local bodies elections.
He is organising Secretary of the BJP incharge for Odisha. The staunch
dedicated RSS man silently moved from village to village in Odisha with
about 4000 RSS workers of Jharkhand and Chhattisgarh to see the victory
of the BJP. And the entire country was surprised to find miraculous
victory of the BJP in the BJD stronghold, Odisha.
Only Modi can take tough decisions
In a get-together, there was a discussion about the present day politicians.
A couple of persons were emphatic that only Narendra Modi can take tough
decisions for the future of the country.
Appeasement boori bala
I'm back in Shimla and today my respected friend, a retired senior Bureaucrat,
and me meet at a shop in Lower Bazar that specializes in Samosas and
Jalebis and over piping hot Samosas and Jalebis served with hot tea
in glasses we get chatting.
Me: I was just viewing a debate on TV ...and the Congress..SP..BSP
and even the Moderator of the debate ganged up on the BJP representative..
Respected Friend: Ahaa...I know which news channel...its rabidly against
Modi and the Moderator seems to have taken Congress's defeat in the
2014 election personally ...and these Parties see the ground slipping
under their feet...of course they will gang up on BJP...
M: They kept on lamenting about BJP's changing narrative in every phase
of UP election...
RF: Back-hand complement for BJP....which means BJP has its ear to the
ground...they forget UP is a massive State and it is only natural that
Public's priorities change regionally within the State...but BJP does
not indulge in appeasement ... the Shamshaan Kabristan jibe was aimed
at showing how warped appeasement has gotten...
M: Muslims seem to prefer appeasement... they like comments like 'they
have the first right on Nation's resources'...whether they get it or
not is a different issue altogether ...rather than factual equality....
they prefer only appeasement ...
RF: And Aki commented .....in 2019...Mulayam as PM....Rahul as DPM....both
would be nightmares for India ....and what a slap on Congress's face
...see what its been reduced to...a regional Party calling the shots....
M: In Maha Udhav's said...Ataa malaa enjoy karun dayaa.... does he feel
he has won in Maharashtra ...shows how small headed he is ....BJP wins
8 out of 10 polls..... leaps up practically 2.5 times in seats in BMC...has
Fadnavis said let me savour this momentous victory...no!!
M: I hear in BMC Congress wants a trade off...give support in BMC...and
be part of State Government ...SS + Congress + NCP....which means SS
breaks up with BJP in the State altogether...
RF: First NCP will never be game .. Pawar is a wily Politician and knows
the electoral backlash ...don't forget Public chose a BJP - SS Government
....but then with Rahul at the helm in Congress and Udhav at the helm
in SS...both frustrated and desperate in equal measure and adviser manipulated...who
knows...I know one thing for sure if there is a Mid Term Election today
because of misadventures of friend turned foe or foe ....... BJP will
get minimum 370 seats.....
M: Yes Public knows why these Netas are so allergic to Modi and desperately
want him out of 7 RCR ...
RG: Didi quite nowadays ...Kejri keeps tweeting off and on...Nitish
I hear is in ...on your marks ..get set...position ...and post UP results
...if UP goes to BJP...it will be GO... would not be averse to a JD(U)
- BJP alliance in 2019 .....much to Laloo's ire and helplessness ...Nitish's
plank to his Muslim vote bank would be ...joining a winner to take care
of 'your interests'...

Priyanka ...minimal exposure ..its been Rahul all the way ...if Congress
tally goes up ...they are expecting this ....even by 5 seats ...they
will hail this as Rahul's comeback ...the entire gambit..SP alliance
etc ...winning additional seats.. credit will go to him...

It seems that the govt has made up its mind to appoint a new DG for
the largest Central Para Military Force CRPF. Names of 2-3 IPS officers
are doing the round for the post. Govt is likely to announce new name
today or tomorrow. K. Durga Prasad, present DG is schedule to retire
on February 28. He is a 1981 batch Telangana cadre IPS officer.
New Secretary Higher Education Sharma likely to take charge on March
1
K K Sharma, OSD in MHRD is likely to assume charge of new Secretary,
Higher Education on March 1. He is a 1983 batch AGMUT cadre IAS officer.

DoPT's guidelines on appointments flouted ?

Dogs, Donkeys, Cows
..
India has plenty of leaders who don't understand the value of human
or animal capital. Take dogs- they are known as man's best friend of
unmatched loyalty, immensely intelligent and reliable security personnel.
So much so that dogs are enjoying the status of "Officer"
in military services and crime investigation forces. And still one senior
politician poured tonnes of scorn on dogs the other day in public view
for not having participated in the Indian freedom movement! The biggest
faux pas was committed by another politician recently when he chose
to mock the donkeys for probably they belonged to a lower caste in the
Indian animal caste system. Otherwise, the person boasting of rural
roots and in the exclusive service of the farmers would not have insulted
the highly prized animal. He boasts of "Highways" built by
his government forgetting that it is the donkey which serves the needs
for goods in rural India which has no roads at all. But for the donkey,
the Army can't move man or machine in mountain terrains in the border
areas. Army mules are costlier than the bhains of politicians on which
public funds are wasted. The worst example of lack of knowledge of animal
science in the same breed of Netas is betrayed in their campaign against
cows. They have made the cow a symbol of communal strife without studying
the nutrition science of cow milk or the economic benefits of rearing
cows over other animals. It would have made them more circumspect about
beef business! It is time to include elementary veterinary science in
school syllabus !

ACS grade in ample - waste of resources
In some states about 30 IAS officers have been given the rank and pay
of ACS which is equivalent to Secretary to GoI. Such a waste of resources
has never been seen in the past. Other Services have to kowtow before
all powerful IAS officers to get even one post in the Apex grade which
is often denied. In a state only one officer i.e. Chief Secretary should
be given the Apex grade.

There is no need for surprise visits. All Ministries/Department should
shift into complete e-Office. All work can be tracked from the table
itself.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
