Me: Seems Rahul Baba is still in the Diwali mood ..he was expecting Fireworks in this Budget...
Respected Friend : In fact the analogy he used to describe the Budget ...the same analogy Congis use for him...expected Fireworks from him but he turned out to be a damp squib.
M: I in fact had expected Jaitley to announce some 'sops for voters'...
RF: That is what the Opposition was expecting too....that's why they were objecting to this Budget prior to Polls.....you too have not been able to understand Modi....he does not believe in Doling out money ...if you note the 48000 crore for NREGA... it's aimed at funding the poor ...but they have to work for it....it's like the IOC ad... the attendant tells the driver from today 20% rebate in price of petrol...and then explains ....drive at 40 and shut the engine off at every signal...there will be 20% saving .....it's the same as giving a cash discount .....only you have to do the needful....
M: And I think now NREGA will be monitored very closely to ensure ...work for money reaches the intended lot ...I expect some stringent measures and raids based on flouting info....
RF: No doubt the 2000 cash limit will not wipe out Black Money in elections ...but it's a big step... Yogendra Yadav was bemoaning this point ...ask him if it's so benign then why did Congress not bring it in and earn brownie points ...
M: And I hear the EC had demanded this as a Electoral Reform.... Yadav types are shaken up..they expected BJP to be like other Parties that believe in...Live and let live..

AAI organizes a workshop on 'vigilance as a management tool' (UPDATED)

Trump if fanatic. Modi is spiritual. During the past three years of his tenure, we have not heard from the side of PMO about a son, daughter, son-in-law, daughter-in-law roaming around the PMO. Further, Modi during the nine days of Navarata does real fasting. He drinks only warm water. He is the first Prime Minister of the country who is paying for his food bills in the PM's Official Residence at 7th Race Course Road, New Delhi.

Tax Compliance Vs Tax Terrorism


Every Govt. likes good tax compliance so revenue generated can be used for development and social work for the country. Society is averse to the word tax terrorism. Citizens of the country wants to live with dignity and without fear. As per 1% of people holds 58% of country wealth, it can easily be presumed that their income is likely to be more than 10 lakhs per annum. More work is needed by IT department in this direction. After demonetization, the work of income tax has increased many folds. There is big challenge to meet the work load with existing staff. Scrutiny work also take lot of time and work force. Due to increased work load and prevailing situation, it may not be necessary to scrutinize the ITRs of people earning less than 5 lakhs specially Sr. Citizens and housewives. It will show some regards to Sr. citizens and create healthy environment that we care for our Sr. citizens. We have to create conducive environment for Brain Gain and investment so people coming back feel some comforts and faith in our system. US stay is going to be difficult in future. We can use the opportunity in creating right environment for Brain Gain and Investment. Income tax department is one of the important departments of the Govt. and has sweeping powers and can help in creating right atmosphere. Media plays very important role and can bring more positive and economic growth news in their publication. Let us work collectively in creating a very positive and healthy environment for socio-economic growth and Brain Gain. All the Best.

Misuse of official vehicles


Misuse of official vehicles by entitled and non entitled class officers and on the top of it drawing transport allowance as well is the shameless activity going on even in the Main Ministries what to talk of subordinate and attached organisations or PSUs. Except Ministries all other organisations used to be den of corruption on use of vehicles as Ministry officials used to draws additional vehicles from these organisations/CAPFs. Now with the change of free regime in the Ministries for deploying taxis all officers are having minimum two vehicles plus transport allowance plus allied organisation vehicles. Appetite for misuse of vehicles has reached the alarming proportions. No one in DoPT or D/o Expenditure wants to take corrupt officials as everyone is hand in glove. What are u teaching to junior employees, we have killed our consonance for petty things. These petty benefits like personnel for household chores, some vehicles, some gifts, some office articles on free basis are really the lifeline then why do Govt spend a huge sum on salaries. It seems these malpractices are going on with the tactic understanding of you scratch mine and I will scratch yours.

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
