Who will succeed Vinod Zutshi as Secretary Tourism in the Government of India ? Names of Ms Rashmi Verma and Ashwini Lohani have already started doing the round for the post. 1982 batch IAS officer of Bihar cadre Ms Verma is presently Secretary Textiles and she has served the Ministry earlier also. Lohani who is presently CMD Air India has been empanelled to the rank of Secretary in the Government of India. His long experience in tourism sector as Chairman ITDC and MD MP Tourism Development Corporation is well recognised in the country.

Around 450 posts of Joint Commissioner / JAG level are lying vacant, but there are no officers eligible to be promoted because Recruitment Rules prescribe minimum residency of 5 years at Deputy Secretary level as eligibility criteria. Officers up to 2007 batch have already been promoted and therefore, they requested for relaxation of 9 months for gaining eligibility for the officers of 2017 batch who have been left out.

"Pakistan's bleak future"

Pakistan, in times to come, must be ready to pay a huge price for its so-called friendship with China to whom a part of POK has already been ceded by Pakistan. Reasons :
(a) Gwadar port is part of the ambitious China Pakistan Economic Corridor (CPEC) project for which massive loan has been granted by China. Repayment of debt will start from this fiscal. How will Pakistan fulfil the liability with its massive fiscal deficit.
(b)There is a huge concentration of Chinese at Gwadar port in Baluchistan. Its motive is to have full control on the port, once in operation. A security concern for India. China has refused to engage Pakistani locals on the project. Lack of employment generation is bound to lead to racial clashes between the locals and the Chinese.

(c) China has already barred entry of Pakistani labourers into China's main land as it is suspicious of Pakistani immigrants inciting trouble in the Muslim majority province Xinjiang, which is already in turmoil. Lack of mutual trust. Recall, how China banned Ramzaan before Eid for its Muslims. Strangely, not a single voice of protest was raised by the Muslims across the world including Indian Muslims.
India has every reason to feel concerned about the future of Pakistani citizens and the impending dangers that await them from the treacherous and untrustworthy China. These concerns must be addressed by PM Modi and his NSA.. India is on the cusp of becoming a super power. An unstable Pakistan will have serious security implications on India. A weak Pakistan suits China alone.

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
