If we go by new world scenario - US, Russia, India, Japan, France and Germany are on the one side and China plus some Muslim countries on the other. It is now for the diplomats to assess the scenario in the coming months.

Laloo's theory is elections are not won by development while Akhilesh Yadav has a different theory elections are won on development works. One can only wait and watch in UP elections- whose theory is correct.

CAG found extra expenditure on Coal procurement

CAG Audit report says that the power stations incurred extra expenditure on procurement of coal at higher cost compared to the rates notified by CIL during the period, 2010-11 to 2015-16. The stations paid performance incentives for coal quantities already contracted at notified rates. The incentive was also paid on Deemed Delivered Quantity (imported coal not actually delivered to the station). To meet coal shortages, the stations had to procure coal through MoU arrangements and through e-auction for which they had to pay a premium. Additional expenditure on procurement of coal by the power stations was seen to be Rs 6869.95 crore during this period.

M: What were your takeaways...
U: First and foremost we elect MLAs...not to be at the mercy of Halqa Incharges...a candidate could have Representatives who are just his ears and eyes.. not his mouth ..feet and hands ...people want their elected MLAs to talk to them ...to see them... now with Mobile Phones it's so easy for MLAs to be in touch with the electorate ... daily update messaging... calls to talk to them after getting feedback from them via local Reps or via Messaging... here in Punjab the Halqa Reps became the de-facto MLAs.
M: I know there is an addiction problem in Punjab ...but is it that bad..
U: Tobacco addiction....booze ... these addictions present like in any other State. Drugs... I did a survey of my own in my area....both Villagers and Town folk ... spoke to 3000 ...only 3 were addicted to drugs ...yes there are some pockets in Punjab where drug usage is rampant ... but isn't that the case in UP.... Haryana....
M: What about Development ..
U: In 10 years Punjab's a changed State ...be it roads..power ...airports ...Social Schemes too are reaching the needy ..
M: Then why are the Akalis facing this huge anti incumbency ???
U: Hype of corruption and drugs ...and then their own doings...loosing connect ..excepting Paash ji ( Badal Sr)... too much aggressiveness ...Halqa Incharges was a stupid idea..and their Bus Business ...

U: Na merre Puttar (Son)...hunn votes peh gaye (votes have been cast)..hunn EVM dassoo gi (EVM will tell)..

U: They know little and whatever little they get to know is more of misinformation by Netas...Budget for rural folks only works when the benefits reach them ...it's you City folks who sit in your drawing rooms and discuss the pros and cons ....our way is simple...we decide when we feel the benefits or status quo or miseries ...years of being ditched we've become cynics .....positive we have to feel it ...in our pockets ....status quo if what's in the pocket doesn't change ..and negative if money goes out of the pocket ..
M: This time NREGA has been earmarked a huge sum..
U: I know of Villages where they've just made a Toya (small pond) and spent the money earmarked to make a Water Body for the village. Maybe the delivery has improved from the UPA days of 6 Paisa for every Rupee ...but still toning up is required...plugging the remaining leakages....
M: If you were a Marginal Farmer what would you expect from the Government ..
U: Help to overcome the uncertainties in Farming .....and to some extent in our lives ...

According to informed sources, in the final round tie is said to be between Secretary Power P K Pujari , Additional Secretary DEA Ajay Tyagi and Banking honcho Madhabi Puri-Buch .While Pujari is 1981 batch IAS officer of Gujarat cadre Ajay Tyagi is 1984 batch IAS officer of Himachal Pradesh cadre. Madhabi Puri-Buch is former managing director and chief executive of ICICI Securities. Another source do not rule out the possibility of a dark horse to the post.

SAIL enthuses young managers to take leadership roles (UPDATED)
Steel Authority of India Limited (SAIL) is focusing on developing high impact leadership amongst its ranks for which it is sensitizing talented young executives to drive the top management's agenda of 'change' and for transforming SAIL into a vibrant organization. With this aim in sight, Chairman, SAIL, P K Singh and other Directors interacted with young managers for re-energizing them and reshaping their perspective on leadership. The session was part of a four day training programme organized at SAIL Management Training Institute (MTI) in Ranchi and was attended by around 100 young executives. Drawing from his experience in SAIL, Singh focused his talk on channelizing the energy of the executives, asking them to realize the leader in themselves rather than just look for role models outside. Stressing on the concept of leadership he said "Attaining a leadership position is not greatness by itself, delivering value in it is." While interacting with managers he said, "You must have conviction in your approach that comes from knowledge and practice. Develop knowledge so that your opinion will be valued everywhere." He further advised, "As a leader you must question dogmas. Also you should not be searchers of consensus, you should be a consensus moulder." He told the participants that, "considering the diverse nature of operations in SAIL there is a tremendous need to look beyond your specific work area and think out of the box. Gathering wide knowledge base will help you analyze and develop yourself." Stressing on the idea of every employee being a leader in his own respect he said "we have to build and sustain a winning attitude and avoid short term thinking or quick remedies." Chairman SAIL urged the participants to think big, work with passion and not accept mediocrity in any aspect of their work. "Excellence is a process, not a finishing touch. It cannot come only at the end, it has to be at every level," he said.

NLC CMD Dr Acharya inaugurates relocated Belt Reconditioning Plant (UPDATED)
NLC Central Service Units caters to the needs of Neyveli Miines and Thermal Power Stations by way of maintaining and repairing of Light/Heavy Motor Vehicles and Electrical Equipments. Similarly, the Belt Reconditioning Plant repairs and reconditions the worn out belts used in the Mines. Exploration of lignite by way of expanding the Mine-I area had necessitated the shifting of the Yards/Sheds. While as many as 35 yards had to be shifted, the Belt Reconditioning Plant is the last yard to be shifted. These new buildings are being built at the erstwhile Briqueting & Carbonisation (B&C) Plant area and also the areas of Neyveli Mine-I and Mine-II where brown coal is non existent. Likewise the Belt Reconditioning Plant which was taking care of repairs in Steel Cord/Fabric belts was relocated in Mine-II. The Plant, constructed in a layout area of 25,000 Sq.m can recondition 14,380m of belts/annum. The main shed area is 150m x 16 m while other allied buildings are constructed in 2800 sq.m. 32,000 cement bags and 578 tonnes structural steel are used in the construction of the Plant. The Belt Reconditioning Plant was today inaugurated by Dr. Sarat Kumar Acharya, Chairman and Managing Director / NLC India Ltd. in a small function. Speaking on the occasion, Dr. Acharya said that, before going in for any purchase or Reconditioning, Cost Benefit Analysis must be carried out. The Belt Reconditioning Plant will lend a supporting hand in reduced purchase of new belting, thereby enormous savings can be effected. TRUMP V/S MODI


Everybody is saying both are moving too fast but it's required as they have to create a new country with lots of discipline and honesty. Patriotism can be seen in their eyes, only they know what the results will be. Ten major differences we can observe between both of them;

1. Trump is Ruthless & Modi is blessed

2. Trump is looking towards East & Modi looking to the West

3. Trump is diminishing his global image and Modi building his global presence

4. Trump is focusing on country's weakness & Modi knows country's strength & weakness

5. Both are highly concerned about their citizens but Modi enjoys more respect in his country.

6. Trump having a fabulous team of brilliants, remarkable personalities but dictates his wisdom whereas Modi is straightforward & humble & believes in collective wisdom

7. Trump wants to listen the way he thinks and Modi speaks whatever comes to his mind & is a good listener

8. Trump is concerned only for the US; otherwise US President is a Global political Leader, adorable & believes in equality, Modi has to be friendly with each & every country as Indians are present all over the world.

9. Both want make in country (USA/India), Trump has to convince his countrymen which is very tough task & Modi has achieved it.

Expenditure more than income!



This year's budget has reminded me of more than three decades old incident of strange budget exercise of a revenue officer, posted in not so lucrative tehsil. This officer, after release from Army as Major, had been selected as Tehsildar and this event had excited his close relatives ,living in one of the most backward villages, to garland him profusely and to take him in a procession around the village piloted by a rural marriage Band. Everyone was wondering and guessing the astronomical income ,which their proud son will be earning while working as an revenue officer. After training of two years, which also included a year as full-fledged naib-tehsildar, the villagers had noticed perceptible transformation in the prosperity and the living style of the family. His first posting as Tehsildar ,in spite of best efforts including political pulls, was on the sideline as Tehsildar on special duty. Since duty was of audit of tehsils, the lack of influence and corresponding no extra income, had not only dampened the spirit of the officer but also the immediate relatives.

At long last, after a year of taking rounds of the politicians' houses, spending a lot on various other workers of the transfer and posting agencies officials/non-officials, our 125 kg friend ,got posting as Tehsildar Anandpur Sahib.This highly scenic, beautiful, religious place was also a gateway to the most famous Bhakra dam. The very first week of posting saw visits of eleven dignitaries, which entailed heavy expenditure of rupees 20000,besides wastage of time and resultant harassment of public because of non-availability of officials/officers. Before joining the new station ,he had met his predecessor/s to assess the expected income at the new place. Even his discreet consultations with the tehsil officials on lucrative posts did not yield any encouraging dividends of expected illegal money. The officer was terrified. In the very first month the expenses on the high dignitaries and the state guests crossed one lac rupees. He had not only to spend the money but also had to be present to receive and see them off, as per the protocol. He wondered as to how these persons, who themselves had served the govt, could be so indifferent, apathetic and ruthlessly greedy, as not to spend a single penny on their luxurious and lavish stay at the mercy of the revenue officials. Govt provided only a fraction of the expenditure on the state guests, which was never claimed and reimbursed to the officials ,who generally spent it out of the bribe money.

After three months of posting, the debt on the Tehsil mounted to more than one lac, besides actual payments made of about 2 lacs t. Tehsildar was worried that he had spent so much ,but in return no extra money was going to his coffers. He was restless not only on this account but also because of the visits of VIPs at odd times and also because of the off the cuff demands of their family members and accompanying staff. He wrote a letter to the financial commissioner revenue. ''Respected sir, i am indebted to your goodself for posting me as Tehsildar of important Tehsil and it is my privilege to serve the department under your dynamic and honest leadership. Anandpur sahib, being a world renowned religious place and Nangal Township being a gateway of Bhakra dam, lot many dignitaries visit the area frequently. Lot of money is to be spent to properly look after their boarding and lodging. There is no provision in the govt budget to incur such expenditure. No dignitary has ever paid even a single penny, even after fully knowing that they were not entitled for all the luxuries. So all the money is spent out of the fleecing of the innocent citizenry, in other words called bribe money. The area being very poor, even we fall short of this money, which is forcing us to resort to borrowing and getting things on credit. The income is much less than the expenditure. Sir, it is, therefore, requested that either the expenses must be borne by the govt or i may be transferred to some other Tehsil''. Please do not think that it is apiece of fiction..

VJS has claimed in your columns that the present Budget is a responsible budget. According to the majority middle class Government employees, senior citizens and pensioners, this Budget is anti middle class and anti pensioners. What is Rs.5 lakhs in the current day. Even a Assistant makes more than Rs. 5 lakhs if one includes all the allowances. No Government cares for the middle class who contribute 60% of tax revenue to the exchequer. Be it BJP or Congress, all are meant for pro-business class. The Finance Minister while in opposition said that there won't be any tax up to Rs. 5 lakhs If BJP comes to power. Poor Indians are taken for a ride by these politicians.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
