No suitable candidate found for Director (Fin), FACT
The Public Enterprises Selection Board (PESB) has failed to find a suitable
candidate for the post of Director (Finance), Fertilizers & Chemicals
Travancore Limited (FACT) at a selection meeting held on February 7,
2017. Only one candidate turns up for the interviews.

N K Jain, Director Personnel, Air India Limited, has taken over the
charge as Director Personnel, NHPC.

GoI yet to take decision on promotion of CSS officers
The Government of India has not taken any decision on the promotion
of around 1600 officers of Central Secretariat Service (CSS) to the
grade of Deputy Secretary/Director in spite of vacancies in various
Ministries. The Ministry of State for PMO and DoPT, Jitendra Singh had
assured the officers of taking appropriate decision in their interest,
but no action has been taken so far. Presently, there are 73 vacancies
at Deputy Secretary/Director level in Government of India.
Post of Director (BD) GAIL lying vacant since Oct 2014
The post of Director (Business Development), Gas Authority of India
Limited (GAIL) has been lying vacant since October 2014. However, Sanjib
Dutta, ED, GAIL was selected on March 12, 2014, but was not appointed
to the post.
ONGC spends largest amount on CSR activities
Oil and Natural Gas Corporation
Ltd (ONGC) has obtained first rank in spending Rs 421.01 crore--the
highest among other CPSEs--on Corporate Social Responsibility (CSR)
activities/projects during 2015-16. Dinesh K Sarraf is leading the PSU
as Chairman & Managing Director.

Pankaj Asthana, who presently in the cadre, is expected to take over
as Inspector General of Forests (IGF), NAEB in the Ministry of Environment,
Forest and Climate Change as he has been deputed to the centre. He is

The Government of India is yet to fill the vacant post of Chairman-cum-Managing

1. China interest in Nalanda University may be the outcome of some historical
/confidential Chinese documents might have been lying as lots of Chinese
scholars viz Maghesthenese, Samrat Ashoka & Chanakya times documents
lying and they require for self study and development. Chinese are very
smart.
2. It seems we have no interest in Past History and not at all interested
in self improvement and learning.
3.Acharya Chanakya was against High Taxes, Penalties and any harsh
action against citizen.

Counting must be preponed
Holding of elections should not stop the constitutional functions of
any government. At the time of announcement of polls in 5 states, there
were frantic calls for the postponement of the National Budget for the
obvious suspicion of it swaying the minds of the voters. Nothing has
happened and budgetary exercise has gone as a non-event as far as polls
in 5 states are concerned. Polling has concluded in Punjab and Goa on
Saturday. But everyone will have to wait till March 11 for the counting
of votes. This gap has been kept for the reason that electoral results
in one or more states should not sway the minds of the voters in the
states where elections will be conducted just within weeks. This generalized
theory is irrelevant in the present scenario as result in Punjab and
Goa, which are not border states to UP, Uttarakhand and Manipur and
these do not have any common lingual or political affinity with these
states, so there is no reason for doubting the effect of result of these
states on the remaining three states, where election process is on.
There is every reason to prepone the counting in Goa and Punjab. Secondly,
the incumbent governments are almost rendered workless from the day
of announcement of polls till the completion of the electoral process
and formation of new government. In such a scenario, it is better if
constitutional arrangements are made to promulgate President's rule
in the states where elections are to be held, from the date of announcement
till the formation of the new government.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides for the mechanism
to deal with cases where replies have not been received. An applicant
should use the modalities provided under the Act which can provide
him the best results.
