NEC wall calendar 2017 launched

Ram Muivah, Secretary, NEC, launched the NEC wall calendar of the year 2017 at NEC Secretariat auditorium. While releasing the calendar, he has mentioned about the exotic fruits of the northeastern region, which is rare now-a-days, he felt that it's kind of tribute to the indigenous and exotic fruits found in the region. He has also recalled his childhood memories around the rivers and fruit gardens or forest of those days, where rural areas or rural people are used to get everything from fruits, vegetables to medicinal herbs from the forest. This calendar is a modest presentation of a select band of such fruits in their finest varieties. NEC has been bringing out calendar every year with a theme. This year's theme is: The Indigenous and exotic fruits of Northeast India. Manas Ranjan Mahapatra, DIPR, NEC, also spoke about evolution of the NEC calendar.

GoI yet to decide extension of Telangana CS; tenure ending today (UPDATED)
Even as the State Government of Telangana is waiting for the orders of K Pradeep Chandra to the extension of three months as Chief Secretary, the Government of India has not responded to the request letter of the State Government for extension so far. The shortest tenure of present incumbent is coming to an end today.

What is Govt getting by doing this?

Earlier there used to be one or two sections manned by one Section Officer. One under Secretary used to look after at least 2-3 Sections. Ds/Dir. used to look after minimum 5-6 Sections. After creating a large number of promotion avenues now you have same SO, US, DS/Dir. looking after only one section only and on the top of it the number of sections has been bifurcated to increase the number of officers. What is Govt getting by doing this, a bad name that they are not promoting DS/Dir. I think officers should also think responsibility as well mere promotion will not serve the purpose of Government.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
