M: So Kejri's speechwriter can easily pepper his speech with Farming terminology ...
U: Bit Kejri will fail miserably if he has to interact with Punjabi Farmers…. if they say 'Padri' (levelled land) he'll make a nose and say 'why are you addressing me in the female gender and asking me to Fart'…. or Jeeri (unshelled rice) …he will guess this as Jeera that is ground finely….
M: Its said AD+BJP have done a lot of work in Punjab ...be it roads...electrification ...sops for the poor... on the religious fronts ... I don't know why Punjabi Farmers feel their issues have not been addressed……
U: Remember the Farmer is very shortsighted ...because his 'Box Office' is with the harvesting of every Crop... this is what is playing out... had post the Demonetization Modi announced direct benefits for the Farmers there would have been a pro AD+BJP wave in Punjab ......indirect sops take time to get factored in ....what will work now is 'injection' and not Homeopathic Medicine ...samjheya ...and on Kejri .. again….he knows ill-kukkad (totally at sea) about farming ...Mann is a Comedian and has some personal issues… Phoolka too is 0 where Farming is concerned ….. that is why Sisodia tried to give the CM candidate a convenient spin….and its going to backfire badly…
M: I'd love to view a Debate between Sukhbir.. Amrinder and Kejri…..they will not be having their Degrees with them when they go to Debate… so Kejri will make their Degrees an issue … so he would have agreed to Debate and slunk out too!!!
U: I think he will follow Rahul's way ...only speeches ...no questions and answers ..and I don't understand why is Sidhu being given so much importance ...he's a Bhaand (Stand up Comedian )...if Farmers approach him for say for Crop damage he will say ....O Guru Sarkaar kyaa karre.... U: Yes it's an issue… I think he will do it post the UP and Punjab elections…. many big Farmers hold way beyond the Land Ceiling…. so they would have to do some Jugaad…. like in a Family of say Father and two sons…. all three on Paper will divorce their wives… so that each of them could then hold 28 acres….

Redeem our prestige

Nehru's foolish policy resulted in the handing over in a platter Tibet to China. We withdrew our Army Battalion posted in Lhasa and signed a foolish treaty with China which they with impunity threw into the waste basket. Nehru woke up only when China over ran NEFA and Ladakh, but shamelessly hung on to the PM's post putting all the blame on Krishna Menon and the Army. With handing over our rights in Tibet, we lost our leverage with China. They are now troubling us everywhere, whether it is our UNSC membership (US once wanted India to take the place of Kuomintang China instead of Communist China which Nehru arrogantly refused to accept), or NSG membership and helping Pakistan with nuclear and missile technology. It is time for us to revisit our policy on Tibet. We should openly admit Nehru's fault and recognize Tibet as an independent country. We should also recognize Nationalist Government in Taiwan. On the economic side we should not allow the huge FE deficit with China by restricting Chinese imports. We also should share our nuclear and missile know how with Vietnamese. Chinese understands only strength and we should show them. With a strong PM like Modi at the helm this is the time for us to redeem our prestige and position in the world.

Disclosure in cases where vigilance proceedings are pending for long

RTI applications were filed concerning the alleged illegal allotment of sheds to a private firm in 2008 thereby causing a loss of Rs. 6.63 Cr. to the Govt. exchequer due to favouritism by the then Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental vigilance proceedings are pending in the aforesaid context and the any disclosure of information would impede the process of prosecution of delinquent officers. The appellant drew the attention of the Commission towards the fact the cases relate to year 2008 and there is inordinate delay in the conclusion of investigation/ disciplinary proceedings. The CIC observed that merely because the process of investigation or apprehension or prosecution of offenders is continuing, the bar stipulated under Section 8(1) (h) of the RTI Act is not attracted. Moreover, a careful reading of the section reveals that the word used in section 8(1)(h) is "would" which implies that there should be definite material information in the hands of the CPIO to delineate that disclosure of the information will impede the process of investigation. Mere apprehension is not enough. If the intent of the legislature was to deny information on the basis of apprehension it would have used the word "could".

Comments

To the question whether details of ongoing proceedings against government employees can be disclosed, the Information Commission has not taken a generalized view. If the vigilance proceedings are pending for long duration, it defeats the very purpose of its initiation. In such situations, the accused may claim disclosure in larger public interest.
