SS: I recall previous NDA Government thought India was Shining ..maybe for the Upper Crust it was...but for the Poor it was not and see what happened ...

DEBATE

How do you see the two most powerful leaders of the World - Donald Trump and Narendra Modi ?

Some people see Donald Trump as Narendra Modi of the USA. Like Modi in 2014, they say, Trump touched the raw nerve of the US citizens in 2016 to win a decisive victory.

If Modi, with his magnetic electoral campaign, won an absolute majority for his party for the first time in 2014, Trump also staged a spectacular campaign to win the top job for himself.

How do you (surfers of whispersinthecorridors.com) see the two most powerful leaders of the World ?

JAN NIVESH
In the last 15 years India grew rapidly and created wealth for those who chose to participate in this wealth creation opportunity. Some hard numbers: If someone invested just Rs. 100 every month in equities during this period, (total investment would be Rs 18,000); they would be sitting on over Rs 2 lakhs today. Can Rs. 100 a month yet again create wealth of over 2 lacs over the next 15 years - it's hard to say. It may be less and it may be more. But will India continue to grow and continue to provide a wealth creation opportunity for the foreseeable future - Most definitely Yes. For this there are equity mutual funds. There are also low risk mutual funds (debt funds) that are better than savings accounts and fixed deposits. Trial can be done with as little as Rs 500/= .

You may want to start with a small amount into a debt fund and once you are comfortable, a small amount regularly into an equity fund to become "desh ki tarakki mein hissedaar".

To learn more see the the financial wellness presentation https://goo.gl/dT8ceM issued in public interest by BHAROSA CLUB ( a SEBI registered investment advisor). Just like Jan Dhan was about everyone have a bank account, Bharosa Club believes that Jan Nivesh, which is about everyone having a mutual fund account, is important.

Debate -1
There is a great similarity between Donald Trump and Narendra Modi as those because of whom they attained top posts are nowhere in their power gallery. While in Modi's case LK Advani and Murali Manohar Joshi who helped build the BJP are now simply 'Margdarshaks', in Trump's case former Mayor of New York city Rudolph William Louis "Rudy" Giuliani and Governor of New Jersey Christopher James "Chris" Christie who helped him reach the coveted post are now not in his 'power gallery'.

Sorry state of affairs
Hota became CMD of BEML on July 1, 2016. His previous post of Director HR in BEML is still not filled up. Finance Director post is also vacant for quite some time. God only knows who is delaying the filling up of the two posts. Is it BEML or MOD or PESB. Hota was selected for CMD somewhere in the beginning of 2016, that means the HR Director post is now vacant for nearly one year, what a sorry state of affairs for a major PSU like BEML.

Disclosure in cases where vigilance proceedings are pending for long

RTI applications were filed concerning the alleged illegal allotment of sheds to a private firm in 2008 thereby causing a loss of Rs. 6.63 Cr. to the Govt. exchequer due to favouritism by the then Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental vigilance proceedings are pending in the aforesaid context and the any disclosure of information would impede the process of prosecution of delinquent officers. The appellant drew the attention of the Commission towards the fact the cases relate to year 2008 and there is inordinate delay in the conclusion of investigation/ disciplinary proceedings. The CIC observed that merely because the process of investigation or apprehension or prosecution of offenders is continuing, the bar stipulated under Section 8(1) (h) of the RTI Act is not attracted. Moreover, a careful reading of the section reveals that the word used in section 8(1)(h) is "would" which implies that there should be definite material information in the hands of the CPIO to delineate that disclosure of the information will impede the process of investigation. Mere apprehension is not enough. If the intent of the legislature was to deny information on the basis of apprehension it would have used the word "could".

Comments

To the question whether details of ongoing proceedings against government employees can be disclosed, the Information Commission has not taken a generalized view. If the vigilance proceedings are pending for long duration, it defeats the very purpose of its initiation. In such situations, the accused may claim disclosure in larger public interest.
