...add the Cash Siezed ...add whatever shortfall in the Deposits vis-a-vis
the Printed Currency ..so maybe Government could be waiting for the
Penalty Tax to fructify. ..and you know these matters do take time ...because
subsequently Courts have to decide...many defaulters will knock the
Court's doors!!

As predicted by whispers yesterday nothing happened in Prime Minister
Narendra Modi-led three-member meeting on Monday to decide on the chief
of the country's premier probe agency CBI. Committee met but no consensus
was arrived at. After having dinner they left .So far there is no official
word from the government as to what transpired during the meeting. Now
the only question is whether merit will do or they will go by seniority
?

NBCC Signs MoU with Indian Navy

In presence of Dr. Anoop K Mittal, CMD, NBCC (India) Ltd. and Rear Admiral
Kishan K Pandey, Indian Navy, a Tripartite MoU has been signed between
NBCC (India) Ltd., Indian Navy and NBCC Services Ltd. (NSL) - a Wholly
Owned Subsidiary of NBCC (India) Ltd., on 13.1.2017, for construction
of Sahara Widows Hostel at Vasant Kunj, New Delhi for Indian Navy under
CSR initiative of NBCC. The MOU was signed by Shri Sanjay Nirmal, Commodore
Indian Navy, Shri R Wanchoo, CGM(CSR), NBCC(India) Ltd. and Ms. A Sabeena,
Chief Executive Officer, NBCC Services Ltd. on behalf of their respective
Companies. The cost of the project, to be implemented by NSL, is approx.
Rs. 13.50 crores and will be shared by NBCC (India) Ltd. and Indian
Navy equally. This would be abasement plus stilt plus four storeyed
building meant for the Rehabilitation of war widows of Indian Navy and
will have 36 nos. Dwelling Units of Studio Apartment Type. The project
is a first of its kind in North India for the welfare of Widows of Indian
Navy and is scheduled to be completed by December, 2017.
SAIL Chairman visits Chasnala Mines (UPDATED)
Chairman SAIL PK Singh was on a visit to the Chasnala Mines under SAIL's
Collieries Division recently. Singh visited the Chasnala Deep Mines
and its washeries division. During the visit, he interacted with the

Who is delaying appointments in BEML ?
Hota became CMD of BEML on July 1 st 2016. His previous post of Director
HR in BEML is still not filled up as on date. This Finance Director
post is also vacant for quite some time. God only knows who is delaying
the filling up of the two posts, is it BEML or MOD or PESB. Hota was
selected for CMD somewhere in the beginning of 2016, that means the
HR Director post is now vacant for nearly one year, what a sorry state
of affairs for a major PSU like BEML

"CJI's Advice to the Centre"
CJI, J S Khehar , in a recent case directed that : " Responses
of Central Govt should be signed by officers not below the ranks of
JS and Addl Secretaries who should be capable of taking responsibility
for what is said in the affidavits filed by them ". It was also
felt that " the Centre can't file affidavits through low-ranked
officials like ' poor ' Under Secretaries ".
Consider the ground reality. Normally, in government litigation, replies
/ counter affidavits are filed by officers of the rank of Under Secretaries
and above. So long as the affidavits confirm approval by the respondents/
Secretaries as competent authorities , one may not stand on ego. The
courts can always summon Secretaries and even ministers for personal
appearance and haul them up for contempt of court or perjury, instead
of being hierarchical in outlook ? Under Secretaries are as responsible
and honest as Secretaries to GoI ?
However, all things considered and in deference to the observation of
CJI, the government, should raise the level of affidavit signing authority
from Under Secretaries to Joint Secretaries. But, let this should apply
only to cases sub judice before the Apex court. The change will also
be in conformity with GoI guidelines that the Cabinet Notes must be
signed by officers of the level of Joint Secretary and above.
The GoI, in consultation with the new CJI , may also take corrective
steps for liquidating huge arrears of court cases pending across the
country to mitigate the sufferings of litigants and expedite transformation
of the Collegium into NJAC for injecting more transparency in selecting
judges of High courts and Supreme Court.

for such a journey is quite high in comparison. Because of political
reasons, the passenger fare is not increased. It is cross subsidized
by increasing the cost of freight fares. In India people can pay Rs.75
for extra for purchasing alcohol or masala dosa but they cannot pay
extra Rs.75/- for travelling to Kolkatta. If passenger fares are increased,
then trains are burnt. Some people of the Eastern part of our travel
in railway only for the sake of hobby. Apart from travelling for reasons
relating to marriage/death, they also travel of reasons like munda,
gauna, kanchhedan, nakchedan etc. Why such people should be subsidized.
The citizens of the country are also to be blamed for the poor state
of the Railway property of the country. They shit and spit wherever,
they like. They also steal Railway properties.

Why so much of hue and cry ?
Why so much of hue and cry is being raised by disgruntled elements of
BSF & CRPF jawans. The officials of Central Secretariat (CCS) were
sent to the State of Jammu & Kashmir to conduct the state legislative
elections during the year 1996. They also received the same kind of
food but did not raise any alarm. Why the Jawans complaining against
the salary paid to Government teachers. They had also got an opportunity
and why did they also not taken up the job of teacher. You get good
government jobs based on your academic records and performance in the
selection process. If you did not study and perspire, then you will
get a job which you deserve. At the same time, the seniors in the BSF
and CRPF should shed their feudalistic culture, which has been ingrained
in them on account of British legacy.

Information about death of son in Hostel
A 2nd semester M.Sc. student reportedly committed suicide during
the academic year 2014-15. His father sought certain information
about the enquiry into the tragic event. The CIC observed that
spending Rs 35/- for speed post to seek Rs 10/- is a reckless
act and wastage of public money without application of mind. The
CIC opined that the University has a moral & legal responsibility
to provide complete information to the father whose son has left
to heavenly abode in mysterious circumstances. The CIC granted
a compensation of Rs. 5,000/-to the appellant for harassment caused
to him for not providing complete information regarding the whereabouts
about his sons death. The CIC issued show-cause notice to
the PIO why maximum penalty should not be imposed on him for this
kind of inhumane treatment to the appellant by not providing the
complete information. The CIC further recommended to the respondent
authority to expedite the enquiry and provide the copy of the
report to the appellant besides initiating necessary steps to
prevent such tragic happenings in the University.
Comments
A PIO should adopt a liberal approach in favour of disclosure
and take judicious decisions. Sending a letter to the applicant
to seek Rs 10/- by a process which itself costs more than three
times the amount sought speaks poorly about the acumen of the
Officer concerned.
