Who is the Jaichand of Samajwadi Party ?
Who is the Jaichand of the Samajwadi Party. One faction says "Amar
Singh while the another faction says Ram Gopal Yadav ".
Acid test of Chief Election Commissioner Zaidi ?
Who will get the "Cycle" symbol in the Samajwadi Party ? Infact,
now the Election Commission has to decide as to who is the boss of Samajwadi
Party-Mulayam Singh Yadav or Akhilesh Yadav. Interestingly the Chief
Election Commissioner Syed Nasim Ahmad Zaidi is an IAS officer of Uttar
Pradesh cadre and has served under Mulayam Singh Yadav. One can only
wait and watch the decision of the EC.
Happy New Year ...
Pehelwan ki Party mein dangal is on!!
Noora Dangal is between Tag Teams of Father and son!!
So Ram and Shivpal wait to be tagged!!
All because SP's prospects have sagged!
This is all pre - scripted but their acting is really A1,
But the 'Oscar' would go to the son!!
Amar Singh is being billed as the Villain!!
With him Shivpal is riding pillion!!
But in all this son shows respect for Daddy!!
And Shivpal is Narad and Amar the baddie!
They say the entire drama has been imported!
About this in the Media has already been reported!
Pehelwans US Coach has advised a internal war!!
From the Party showing each other the door!!
Though Akhilesh has been shown the door!
And showing each other the door the Coach did implore!!
But Akhilesh has spared Dad!!
And shown that at duo Amar and Shivpal he's mad!!
So now Akhilesh will ally with the Party that's coming chautha!!
Jiss ka election after election mein hotha hai Chauta!!
Post Modi's yesterday's speech all heaved sigh of relief!!
He may announce some more harsh measures was the belief!!
But Modi showed the paucity of Tax Payers!!
Showing we are a Nation of 'Tax Waylayers'!
The depth of Tax Payers is shallow!!
Tax due to Government many shamelessly swallow!!
6000 for new Moms has theen-theen goal!!
To stop 'home deliveries' will play a role!
Max child and mother moralities take place!
When to deliver to Hospitals Moms don't shift base!!
And 6000 will be welcome aid for Mother and Child!
And records of births will be properly filed!!
Modi stayed away from giving Demonitisation stats!!
On this wicket only the FM bats!!
The interest sop for Seniors is welcome too!!
At falling interest rates they had started to boo!!
Farmer's get 60 day interest waiver!!
Rural Housing too found favor!!
But no way can this be billed as a mini Budget!
That would not be the right way to judge it!!
Maybe those calling it a mini one don't know what a Budget means!!
Or maybe logic is not in their genes!
Baba ji has gone overseas for Nawaa Saal!!!
Maybe he prefers Videshi Dhamaal!!
There could be a financial touch too is the belief!!
Though Congis are breathing a sigh of relief!!
They feel whenever Baba ji opens his gob!!
He makes Congress sob!!
Wish you all a Happy and Healthy year!!
For you may the year be full of cheer!!

Politics & Thumb
During Mahabharata era the politics of thumb begins. Dronacharya took
the thumb of Eklavya and made him skillless so that Arjuna can rule.
All previous rulers in the country made people use their thumb instead
of pen ( symbol of literacy) so that they can rule them. Here comes
the king who changed the symbolism by using the same thumb for the empowerment
and upliftment of poor. Soon comes the day when poor can show their
thumb to the corrupt. Cashless India thumbs up !

Disclosure in cases where vigilance proceedings are pending
for long
RTI applications were filed concerning the alleged illegal allotment
of sheds to a private firm in 2008 thereby causing a loss of Rs.
6.63 Cr. to the Govt. exchequer due to favouritism by the then
Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental
vigilance proceedings are pending in the aforesaid context and
the any disclosure of information would impede the process of
prosecution of delinquent officers. The appellant drew the attention
of the Commission towards the fact the cases relate to year 2008
and there is inordinate delay in the conclusion of investigation/
disciplinary proceedings. The CIC observed that merely because
the process of investigation or apprehension or prosecution of
offenders is continuing, the bar stipulated under Section 8(1)
(h) of the RTI Act is not attracted. Moreover, a careful reading
of the section reveals that the word used in section 8(1)(h) is
"would" which implies that there should be definite
material information in the hands of the CPIO to delineate that
disclosure of the information will impede the process of investigation.
Mere apprehension is not enough. If the intent of the legislature
was to deny information on the basis of apprehension it would
have used the word "could".
Comments
To the question whether details of ongoing proceedings against
government employees can be disclosed, the Information Commission
has not taken a generalized view. If the vigilance proceedings
are pending for long duration, it defeats the very purpose of
its initiation. In such situations, the accused may claim disclosure
in larger public interest.
