Government of India is expected to take place in February.
Will Sawhney be new DRI ?
Will Sunil Sawhney be dark horse for the post of Director General of
Revenue Inteligence (DRI) ?. He is presently DG Human Resources Directorate.

Use of Swadeshi steel is way forward for sustainable
growth of economy: Steel Minister
Union Minister of Steel, Birender Singh chaired the meeting of National
Steel Consumers' Council of Ministry of Steel in Mumbai. Singh said
that there is great potential for increasing steel consumption in the
country. Use of Swadeshi steel is the way forward not only for steel
consumption but also for sustainable growth of the steel industry and
economy. Singh, informed the members that National Steel Consumer's
Council has been strengthened with the induction of industry experts.
The meeting was attended by 150 of all stake holders of producers of
MSME, integrated steel plants of private and public sector, machinery
manufacturers and consumers of infrastructure , transport housing equipment
sectors. Elaborating on the need of the hour he said, "Government
of India's emphasis through Make in India and support to Swadeshi production
offers huge opportunity to raise the domestic steel consumption.'' He
said that India's current per capita steel consumption stands only at
60 Kgs, which is very less as compared to the world average of 208 Kgs.
He informed that Ministry of Steel has already started a campaign to
boost steel consumption in country through encouraging all concerned
ministries to use only India-made steel for infrastructure and construction
projects of the government. Also, he said that the campaign would help
in educating people about the numerous sustainability benefits, which
are guaranteed to be realized whenever steel is used. The attributes
like low waste, offsite manufacture, resource efficiency, adaptability,
long lasting appeal, safety, reusability and recyclability makes steel
arguably the most befitting material for construction. He further stressed
that in 2016, India had emerged as the third largest steel producer
in the world and central government is taking all steps to make the
country world's second largest steel producer. During his address, Singh
stated that the support extended to the steel industry by way of various
trade remedial measures in recent times have led to a significant reduction
in imports and stabilization of domestic market. Globally, trade protection
by various governments is on the rise. Indian steel industry has to
acquire the competitive edge by benchmarking with the best in the world,
in order to be a global leader.

e-Office means battle half won
If all the offices in the country become e-Office and prepared their
websites according to the guidelines, 90% of the battle for achieving
good governance, accountability and transparency would be won. But the
feudalistic mentality people in the legislatures and bureaucracy are
acting as a biggest impediment in this endeavor. They are officials
in the Government who are taking re-imbursement of their mobile phone
bills but they do not want the mobile numbers to displayed to public.
Some higher ups should listen to me and do the needful to get the e-Office
and guidelines for websites implemented in the country all through.

India suffers from a peculiar cancer !
India suffers from a peculiar cancer called "corruption".
Nation building is a collective responsibility but due to vast economic
disparity it is not possible to make it a corrupt free society as every
human who has economic problem is ready for sale. In view of this India
needs a system based on "Amul" model in each sector including
farming. No other model will work, even the public units be privatized
with employees as its part. This will fix responsibility and collective
action. There will still be some corruption with executive committees
of these units but negligible as cooperative units work on checks and
balances theory.

Empanelment process for Joint Secretary post unfair
GoI has introduced the practice of 360 where the empanelment of officers
to posts of Joint Secretary is considered not only on the basis of an
officer's confidential reports of the last few years but also on the
basis of the opinion of the seniors (not necessarily of those he or
she has worked with) but also of his/her juniors. This principle has
played havoc with the careers of many officers. Some excellent performers
, it seems, have been left out on the basis of this 360 rule. In our
scheme of things may be the senior chosen to opine has never interacted
with the officer or the officer is of the nature who is not given to
psycophancy or networking or maybe the opinion giver is jealous or unhappy
with the officer for not obliging him with some wish somewhere in some
post.Similiarly how can a junior be in a better position to evaluate
his senior and if the one chosen by the DOPT has a grudge against his
officer who might have upbraided him on his poor performance or denied
him leave etc. at some point of time. How 360 evaluation wallahs are
picked up by the departments who advise DoPT who does the entire exercise
is a great mystery. The officers rejected for empanelment are never
informed about those opinions so that they have a chance to represent
and give the background for which these officers, the senior and the
junior cannot be expected to be well disposed towards them. There is
absolutely no transparency in the entire process. Why it is that when
we try to reform processes we end up vitiating them further causing
immense harm not only to the system but to individuals who do not deserve
this injustice.
360 was a practice started by German military during World War 11 for
promotion of military personnel. The same was adopted by USA but then
given up precisely for the reason that those asked to give an opinion
on the character of an individual were not found to be objective. It
is not at all desirable in the context of civil services specially here
where total objectivity is not the hallmark of our character. In the
interest of fair play this outdated, irrelevant and unfair rule needs
to be given up.

Information which is not part of the original RTI Application
The appellant sought information relating to earth work in connection
with Guage Conversion on Ratlam - Khandwa Section of Western Railway
and matters related thereto. On receipt of the reply, the appellant
contested that certain information had not been correctly supplied
and sought information for a specific period. On perusal of the
RTI application, the CIC noted that that the appellant had himself
submitted a vague and ambiguous query with regard to the above
points which were replied by the respondent to the best of their
abilities. The appellant subsequently, sought information for
a specific period which was not a part of the RTI application.
The appellant was advised that for specific information sought
by him, he should file another RTI application.
Comments
While filing an application under the RTI Act, an applicant should
pinpoint the specific information being sought by him failing
which the results of the RTI application would not entirely be
to his satisfaction. No new information can be sought at the appellate
level.
