Gross unethical conduct by railway GM/DRM
The recent incident at Raipur wherein a lady employee was suspended
and transferred just because she refused to sing a duet with the retiring
General Manager of SECR has shocked everyone. The incident happened
at around 1 am in a party at the officers club where drinks were being
freely consumed. The attempts by the DRM to show this party as an official
event and the refusal by the lady employee as an act of indiscipline
were equally shocking. It is strange that the railway board that suspends/transfers
senior railway officers at the slightest pretext has chosen to remain
quiet at this blatant display of unethical conduct by railway officers
and harassment of lady employees. It is time that the popular practice
of singing and dancing at officers clubs of the railways is curtailed.

with different grades on the basis of compliance of Corporate Governance
Guidelines issued by them. It is pertinent to mention here that BCPL
has got first time "EXCELLENT" Grade in Corporate Governance.
It is also noteworthy to mention that BCPL is the only Pharmaceutical
CPSE to achieve this feat. This is a big achievement of BCPL, which
was possible due to sincere efforts and steps taken by Managing Director
& Director (Finance) and Management of BCPL towards the improvement
of Corporate Governance in the Company. BCPL was reporting losses for
the last six decades. However, the financial performance has improved
dramatically from 2014-15 onwards and the Company reported a Gross Margin
(PBDIT) of Rs.1.65 Crore in 2014-15 and Rs.11.24 Crore in 2015-16 on
a total income of Rs.65 Crore and Rs.113 Crore respectively. For the
half year ended on 30th September, 2016, Company not only reported PBDIT
of Rs.10.97 Crore but also reported a Net Profit of Rs.1.16 Crore, which
is first time in the recent history of the Company. Commenting on the
turnaround of the Company, the Managing Director and Director (Finance)
of the Company PM Chandraiah expressed that this is the outcome of inclusive
participation of all its stakeholders such as employees, unions, Administrative
Ministry and its valued customers/suppliers, who had extended their
cooperation for turnaround of this Company. He further informed that
the Company will be more concentrating now on Sale of its Home Products

"Donald Trump V/s Narendra Modi"
PM Modi had a humble beginning as a " chaiwalla " who received
political grooming and rose from ranks to become Gujrat's CM four times.
He had the requisite administrative experience to become PM.On the other
hand, Trump, a political greenhorn, born with a golden spoon in his
mouth, is a real-estate billionaire. Over-confidence comes to him naturally.
No political grooming, but, endowed with sharp business acumen. Some
traits evident from Trump's speeches and body language are disturbing.
Inordinately impulsive, a compulsive loose cannon, he shoots his mouth
off.
What PM Modi is to India, Trump is to the US. He is committed to "make
America Great again and save jobs for the Americans". Trump's opposition
to digital outsourcing is his prerogative. However, this should be negotiated
by PM Modi with Trump to mitigate its adverse effect on India's economy.
The US cannot ignore India's skilled IT manpower. India can look forward
to special ties between Modi and Trump.
Both Modi and Trump faced hostility from the mainstream media, both
print and electronic during election campaigns. Trump and his advisors
were charged with xenophobia, homophobia, racism, nepotism and anti-Islamism
spread by American media and his business rivals.
India should not count on Trump's stated distrust of Muslims to incline
the US against Pakistan. The perception is misplaced and needs to be
corrected citing India's example. Population of Indian Muslims in secular
India (176 million) out-number Muslims in theocratic Pakistan (167 million).
Trump's entry will impact global order. By establishing personal rapport
with him, Modi should facilitate formation of new Axis of the US, Russia,
and India. This will be a bulwark against China and North Korea. Unauthorized
occupation of islands by China in South-China sea, is a hot spot that
could reach a flashpoint. Developing Gwadar port in Baluchistan and
constructing China-Pakistan Economic Corridor (CPEC) will give primacy
to the expansionist China in the region. The US, Russia and India should
take pre-emptive steps by thwarting China's subtle designs and work
for freedom of Baluchistan and Sindh and restore POK-Gilgit-Baltistan
to India, the legitimate authority.

Benefits of Seventh Pay Commission ?
The autonomous R & D organisations like ICAR, CSIR, ICFRE and other
scientific council have been established to provide R&D support
to the respective ministries and Government of India. The salary and
other allowances of these organisations are in the similar pattern of
the GoI and already committed by the GoI, as per the CCS rule. It is
unfortunate that that these organisation who have been working hard
in the various field are yet to be extended the benefits of Seventh
Pay Commission. Such kind of action are demotivating the scientists
and employees of these organisation and are not sending good signal
for the future researchers. I on behalf of council employees would urge
the Honorable PM, Honorable FM and concerned Ministry to kindly extend
the benefits of the seventh pay commission to the employees and officers
of the R & D organisations.

Corruption is the biggest ill
Cancer of corruption is the biggest ill of today. I fail to understand
when govt. provides largest salary, maximum facilities and on the top
of it despite having lok pal and other systems are in place why do they
tend to induge in corrupt practices. One biggest mode of corruption
in govt is hiring of vehicles all officers using it daily over 200-300
Kms meaning thereby that everyone is in the field and none is in office.
All JS and above have atleast one unofficial vehicle at home for family.
A large number of officials are having unofficial pvt vehicle at their
disposal 24 hrs and GETTING TRANSPORT ALLOWANCE AS WELL. Is the govt
system is holy cow and u can milk it right left and centre. Higher officials
knowing it fully well keep on supporting it to their advantage. Govt
needs to come down heavily on this corrupt system.

PESB seems to have lost steam after the previous Chairman left. There
are no vacancies advertised and even interviews are not being held on
day to day basis. If things are allowed to be like this, then it will
take two years to fill all the vacancies of PESB. Let PSU rot. Who cares

Govt not able to find suitable persons !
It is strange that Government has not been able to find suitable persons
to head these PSU's. DoP&T have issued number of orders which stipulate
the time frame for completion of selection of all such appointments.
Since concerned Secretary and Secretary DoP&T are responsible for
this delay action should be taken against them.

RTI application, the CIC noted that that the appellant had himself
submitted a vague and ambiguous query with regard to the above
points which were replied by the respondent to the best of their
abilities. The appellant subsequently, sought information for
a specific period which was not a part of the RTI application.
The appellant was advised that for specific information sought
by him, he should file another RTI application.
Comments
While filing an application under the RTI Act, an applicant should
pinpoint the specific information being sought by him failing
which the results of the RTI application would not entirely be
to his satisfaction. No new information can be sought at the appellate
level.
