Chief Secretary of Maharashtra Swadheen Kshatriya has been given three
months extension in service beginning February 1. 1980 batch IAS officer
Kshatriya was scheduled to retire on January 31.

Three Telangana cadre IPS officers retiring in same month.all three
are from different cadres. Aruna Bahuguna , 1979, K. Durga Prasad, 1981
and Anurag Sharma, 1982 batch. After the retirement of these three officers,
there will be no IPS officers of 1979, 1981 and 1982 batches. Presently
Ms Bahuguna is Director, SVPNPA,Hyderabad, Prasad is DG, CRPF and Sharma
is DGP, Telangana.

Lecture
Anthony de Sa, former Chief Secretary of Madhya Pradesh, and currently

Five IAS officers have been given new assignments in Madhya Pradesh.

Debating Trump & Modi
Here follows an extract from my book titled: "US Elections 2016
And After" (Pb Kindle):There is really no comparison between the
two leaders excepting the role of the media. The media in both cases
has failed to learn and continued to preach and make horribly wrong
assessment of the public mood and the popularity of these two leaders
with them. Otherwise Donald Trump is a rich man and Modi a not-rich
man; Trump an astute American businessman and Modi a public servant
in the true mold of Mahatma Gandhi and Vinoba Bhave; Trump a part time
politician and Modi a full time one. There is one similarity though
- both have attracted in abundance negative compliments from the media.
At times it looked as if an aspirant to the highest office in the country
needed a kind of a license from the media, an endorsement from the journalists
and a ticket from the self-certified civil society members.

Major difference between Modi and Trump is that Modi has no one from
his family or near and dear one close to beneficiary of power, and it
is his greatest strength whereas trump can never live up to that. Modi
is living his personal life of a saint, these are some of his strengths
which no one in present day world will come closer.

A visible change in Punjab
There is complete change in pattern of support in Punjab for SAD-BJP
Alliance on the following basis:
ü Large Women Voters have shown inclination again towards SAD-BJP
Alliance. They have arrived clarity after watching AAP & INC State
Functionaries/Leaders behavior reported by large section of Media comparing
it with last 10 years of SAD-BJP Govt; actions. On the ground, Women
Voters have realized & experienced the development, change &
benefits reached to them.
ü Large section of Farmers are observing the propaganda machinery
of AAP & INC more or less same which are based on falls hood whimsical
& 420 type assurances, not looking realistic in comparison to what
SAD-BJP Govt. had so far given them and in offering also, so most likely
Farmers will again go with SAD-BJP alliance.
ü After inclusion of Sidhu in INC, at large people of Punjab looking
the falsehood of INC as well as AAP on ground of Delhi State Govt. performances,
day by day, it is becoming more clear to them. Now, one factor remains
"Corruption", at the behest of Central Govt. in last one year,
SAD-BJP Govt. has tried hard to overcome this factor by bring in transparency
at least on the part of passing on the benefits to people which has
factor in fortunately & become visible on many fronts and that might
give sense to again support them since, they are aware about INC corruption,
how much, they were in the past and AAP being only rhetoric, no action
based on AAP Govt's performance in Delhi in last 2 years.
ü Considering the NAMO factor as well as performance of NDA Govt.
in Centre in last two & half years may have clear impact on the
basis of OROP, handling of Pakistan & immediate benefits to the
farmers etc. And from top to bottom of Punjab Bureaucracy is in support
of SAD-BJP Alliance considering the bad experiences with INC in the
past and AAP Govt. in Delhi. Apart from Demonetization effects to Traders
in Punjab, overall impact has been taken in strides by the people. As
a Leader maximum reachability is with Mrs. Harsimrat Kaur Badal, she
is outstanding/ phenomenon in communication so far.

Information which is not part of the original RTI Application
The appellant sought information relating to earth work in connection
with Guage Conversion on Ratlam - Khandwa Section of Western Railway
and matters related thereto. On receipt of the reply, the appellant
contested that certain information had not been correctly supplied
and sought information for a specific period. On perusal of the
RTI application, the CIC noted that that the appellant had himself
submitted a vague and ambiguous query with regard to the above
points which were replied by the respondent to the best of their
abilities. The appellant subsequently, sought information for
a specific period which was not a part of the RTI application.
The appellant was advised that for specific information sought
by him, he should file another RTI application.
Comments
While filing an application under the RTI Act, an applicant should
pinpoint the specific information being sought by him failing
which the results of the RTI application would not entirely be
to his satisfaction. No new information can be sought at the appellate
level.
