Two dozen 2000 batch IAS officers to be empanelled ?

About two dozen IAS officers, out of the total 32, belonging to 2000 batch are expected to be empanelled to the rank of Joint Secretary in the Government of India in March.

Who will be DG NHRC ?


The Government is in a fix as no IPS officer is willing to join as DG NHRC. But because of SC directive GoI is bound to appoint a DG in NHRC this week. If sources are to be believed, government is likely to appoint either Anil Kumar - a WB cadre 1982 batch IPS or Ms Neelami Raju - a Karnataka cadre 1983 batch IPS officer to the post. If Kumar is appointed, he will have only three months to serve.

Rly acts as a patron of fine arts, music !

From time immemorial this cultural recruitment is going on in Railways, it is unlike any other organization inIndia. The Rly, thus, acts as a patron of fine arts, music dramatics etc. These cultural appointee's main job for which they are recruited is to sing, dance in cultural functions. That is their main job. They are hardly doing any other job in Rlys. The same very 'artists' sing and dance in private clubs of the city, in marriages etc to earn that extra buck. It is customary in Rlys. This is not the first time a GM is retiring. He makes a farewell visit to the division. What is strange about it ? Else Cultural recruitment is for what purpose ? To enable you to get a secured job and earn from singing in private Parties/clubs ? The lady in question has done more harm to the entire policy, high time Rlys abolishes this scheme. Why should Rlys be made custodian of culture ?

There is no rationale of officials having official car and car from PSU also. Certain officials to circumvent this take taxis on hire at the cost of PSU in addition to official Govt vehicle to evade detection of vehicle provided by PSU.

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
