Jagdeesh Chandra quits ETV, joins ZEE Media

The longest serving CEO
of any regional network in the country in the recent times, Jagdeesh
Chandra, who was heading ETV for the last more than 8 years, has finally
moved out from Network18 (which also controls ETV) to pursue other major
opportunities and his future entrepreneurship designs. Chandra was the
initial choice of Ramoji Rao and when Reliance took over the Network
in 2012, Chandra also continued with Network18 and during the last five
years, Reliance launched 8 new regional News channels under his leadership.
Chandra is credited to completely turnaround a loss-making regional
News Network ETV into a profit-making venture. Under his leadership,
only during the last Financial Year (FY15-16), ETV Hindi and Urdu channels
made a record EBITDA of Rs.87.04 crores. During the first six months
(April-September) of the current year, under Chandras command,
the entire ETV Network (13 ETV channels across 22 states), registered
a record Ad revenue growth of 58.12%, as compared to the previous year.
On the editorial front, he succeeded in converting the ETV News channel,
especially in the Hindi heartland, as the voice of the common man. Chandras
8 year ETV contract had expired on August 31, 2016 and since then he
was working on an extended tenure. After relinquishing his Etv Charge
this afternoon, soon after Chandra joined Zee Media Corporation as its
CEO of Regional channels which includes Zee Marudhara Rajasthan, Zee
Madhyapradesh-Chhatisgarh, Zee Purvaiya ( Bihar-Jharkhand), Zee Uttarpradesh-Uttrakhand
(India 24x7), Zee Salam, 24 Ghanta, Zee 24 Taas and Zee Punjab-Hariyana-Himachal
Pradesh. Chandra will be on a 5 year contract , which can be further
extended with mutual consent. Chandra says that he is proud to be associated
with the countrys largest and oldest television network Zee, which
is controlled by an another legendary media icon Dr Subhash Chandra.

Steel Minister takes SAIL western region review
meeting (UPDATED)
Union Minister of Steel Birender Singh took a review meeting of Steel
Authority of India Ltd. (SAIL) western region's sales performance at
Goa on 27/12/2016. He opined that SAIL should increase the market share
of its products and try to replace the imports by leveraging the products
from its new mills. The Indian steel industry is poised for good growth
in view of consumption potential in the country. SAIL's has to find
out new markets and develop value added products to take larger share
of the market. He further opined that SAIL should target specific steel
intensive segments like infrastructure, railways, highways, automobiles
etc. Government's focus on developing infrastructure including the schemes
like housing for all will boost the steel demand. This demand should
be assessed and the production should be matched accordingly. The Minister
also stressed on domestic steel producers, specially the PSUs, to take
lead role in augmenting consumption of steel in the country. Presently,
the domestic steel consumption stands near 60 Kg per capital as compared
to the world average of 208 Kgs.
Five IRTS officers shifted after promotion
to SAG (UPDATED)
As many as five officers belonging to Indian Railway Traffic Service
(IRTS) have been transferred after promotion to Senior Administrative
Grade (SAG). Accordingly, Niraj Verma has been transferred to North
Central Railway while Manish Tiwari was posted to North Eastern Railway
and Bibhuti Bhushan Gupta is moved to North Eastern Railway. Similarly,
Kushal Singh has been transferred to North Central Railway and Arun
Jatoh Rathod was posted to North Central Railway.

Mulayam Singh Yadav v/s SP
Akhilesh and SP you all have to bow in front of senior Yadav if YOU
want to rule the Pradesh as you have a very long political career. The
senior Yadav doesn't care if you all do not obey and he makes sure your
charisma is to an end. It would be wise if you all come under his guidance
& apprehend this difficult phase of family and the party and your
future. Something is always better than nothing.

U.P. drama goes on unabated
At the outset let me wish team Whispers and fellow surfers a very happy
New Year.
U.P. drama goes on unabated. Father expels the son and his cousin one
day. Next day on saner advice he takes them back. The son holds a rally
of his supporters in Lucknow today and declares himself the real chief
of Samajwadi Party. When elections are round the corner these developments
do not bode well for the party. It seems seasoned politician though
he may be Mulayam Singh has lost control over himself and is blindly
going by his brother's advice who seems to have a personal game plan
to oust Akhilesh Yadav and capture power. Akhilesh is the decent face
of this party which otherwise known to harbour ruffians and criminals.
Let us see what next.

RTI Act has missed another
It seems that RTI Act has missed another chance to make a significant
impact and has been limited to a select group of activists or disgruntled
employees. It has not yet gained currency in the life of a common man.
Unless the pro-active disclosure takes root and the information is easily
accessible, there would be little accountability. A small success here
and there (as in this case reported) would not be the ideal situation
for the country. Hope that 2017 has something better for RTI.

Such injustice. When the previous Chief Secretary of Telangana was given
two extensions why was it denied to an efficient and brillant officer

Disclosure in cases where vigilance proceedings are pending
for long
RTI applications were filed concerning the alleged illegal allotment
of sheds to a private firm in 2008 thereby causing a loss of Rs.
6.63 Cr. to the Govt. exchequer due to favouritism by the then
Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental
vigilance proceedings are pending in the aforesaid context and
the any disclosure of information would impede the process of
prosecution of delinquent officers. The appellant drew the attention
of the Commission towards the fact the cases relate to year 2008
and there is inordinate delay in the conclusion of investigation/
disciplinary proceedings. The CIC observed that merely because
the process of investigation or apprehension or prosecution of
offenders is continuing, the bar stipulated under Section 8(1)
(h) of the RTI Act is not attracted. Moreover, a careful reading
of the section reveals that the word used in section 8(1)(h) is
"would" which implies that there should be definite
material information in the hands of the CPIO to delineate that
disclosure of the information will impede the process of investigation.
Mere apprehension is not enough. If the intent of the legislature
was to deny information on the basis of apprehension it would
have used the word "could".
Comments
To the question whether details of ongoing proceedings against
government employees can be disclosed, the Information Commission
has not taken a generalized view. If the vigilance proceedings
are pending for long duration, it defeats the very purpose of
its initiation. In such situations, the accused may claim disclosure
in larger public interest.
