Imaginary Interview with RaGa Baba
Yesterday post Sonia leaving the Cafe I returned to the Cafe and was
there for a good hour. Today I returned to the same Cafe and was soaking
in the sun and enjoying my Cafe Latte and Biscotti .....when suddenly
I see Rahul Baba stomping towards my table ...full of fire and brimstone
he addresses me...
Rahul: Oye I was hoping I would catch you here .... I flew in late in
the evening and the entire night my Mom was in my room crying ...
Me: Was it because of the arrest of the TMC MP...your Mom is in the
habit of coming to your room and crying on political developments ...
R: Oye careful ... why the hell did you let her know I've flown out
of India ...I was in London and she called me on my Mobile and bawled
her head off and I had to fly down to Milan ... just for her I got International
Calling on my India Mobile number and carried it with me ...
M: Arre in the interview one question led to another ...and your leaving
India popped up ...I hear some Congis are heaving a sigh of relief on
your taking this holiday ....
R: Give me their names ...
M: Why ....you will put them through your loyalty test ...by offering
them biscuits from the same plate you've fed biscuits to your doggies...
R: My Congis ...my Doggies .. my biscuits ...what's your problem. .
M: I hear some Congis objected to this loyalty test in the Media ...
but should you have left the 'Shop' at this crucial juncture ....
R: Not that it's your business ...I have my loyal team minding the shop...
M: In US they follow a policy ...if you go on leave for 15 days ...and
in your absence Management finds your work being effectively handled
..by someone doubling up ...they usually fire you ...they prefer to
pay a little more to the guy doubling up and doing your job..and the
entire Congress would work out cheaper than you ...
R: Who the hell can fire me.....
M: Congis may get bold if Congress loses Punjab ..Goa.... Manipur...

R: Mummy says even if a Tiny Tot from the Gandhi Family is named as
the head of Congress...Congis will loyally accept the Tiny Tot and rally

News on TV ...didn't your Think Tank inform you ..
R: Listen I don't have time to read gossip...and on TV I've better things
to watch ....by the way in the past week I've not been meeting my Think
Tank ....was planning my overseas trip and Demonitization was on my
mind ...and SOP is unless I call them they cannot meet me!
M: Feudal mindset if you ask me ...and why club all newspapers in the
gossip category ..and even the gossipy ones... you can always read between
the lines and decipher the news ..and the Nation knows your TV viewing
list!!
R: My schedule is too jam-packed to decipher ...and it's up to me what
I watch on TV...
M: No wonders Congis crib you give 5 minute appointments and during
the appointments you are distracted ...either your phone or your dogs..or
just day dreaming ...or viewing your favourite programme on TV..
R: I multitask.... and when it looks I'm day dreaming I'm actually thinking
...I hear you advised my Mom to suggest me some alternate careers ...
M: Like when the Camera showed you sleeping in LS you were actually
thinking .....I advised your Mom that you yourself say you are a reluctant
politician ... do something you like ...give your 100% then ...
R: You think I've not tried ...but ... (whispering) I like my present
job....
M: Power ....no responsibility ...you must have really enjoyed this
model during UPA days...
R: By the way who the hell are you to advice me on my career ...to hell
with your advice ...and don't try to interview me ...I'm too smart to
fall into your trap ..
M: What have you been doing up to now ...thanks for the interview ....

The Government of Andhra Pradesh relieved Dr P V Ramesh Babu of cadre
responsibility enabling him to join as Chairman & Managing Director,
Rural Electrification Corporation of India Limited, New Delhi. He is
a 1985 batch IAS officer of Andhra Pradesh cadre.
Jagdeesh Chandra quits ETV, joins ZEE Media Corp
The longest serving CEO of any regional network in the country in the
recent times, Jagdeesh Chandra, who was heading ETV for the last more
than 8 years, has finally moved out from Network18 (which also controls
ETV) to pursue other major opportunities and his future entrepreneurship
designs. Chandra was the initial choice of Ramoji Rao and when Reliance
took over the Network in 2012, Chandra also continued with Network18
and during the last five years, Reliance launched 8 new regional News
channels under his leadership. Chandra is credited to completely turnaround
a loss-making regional News Network ETV into a profit-making venture.
Under his leadership, only during the last Financial Year (FY15-16),
ETV Hindi and Urdu channels made a record EBITDA of Rs.87.04 crores.
During the first six months (April-September) of the current year, under
Chandra's command, the entire ETV Network (13 ETV channels across 22
states), registered a record Ad revenue growth of 58.12%, as compared
to the previous year. On the editorial front, he succeeded in converting
the ETV News channel, especially in the Hindi heartland, as the voice
of the common man. Chandra's 8 year ETV contract had expired on August
31, 2016 and since then he was working on an extended tenure. After
relinquishing his Etv Charge this afternoon, soon after Chandra joined
Zee Media Corporation as its CEO of Regional channels which includes
Zee Marudhara Rajasthan, Zee Madhyapradesh-Chhatisgarh, Zee Purvaiya
( Bihar-Jharkhand), Zee Uttarpradesh-Uttrakhand (India 24x7), Zee Salam,
24 Ghanta, Zee 24 Taas and Zee Punjab-Hariyana-Himachal Pradesh. Chandra
will be on a 5 year contract , which can be further extended with mutual
consent. Chandra says that he is proud to be associated with the country's
largest and oldest television network Zee, which is controlled by an
another legendary media icon Dr Subhash Chandra.
Ratnakar Ghosh is also CMD, GRSE
Ratnakar Ghosh, Director Shipbuilding, has been assigned an additional
charge of Chairman-cum-Managing Director, Garden Reach Shipbuilders
& Engineers Limited (GRSE) after the orders of selected candidate
RAdm Vipini Kumar Saxena, ADD, DG (Tech) in the Ministry of Defence,
got delayed. A vacancy of this post has arisen on January after the
retirement of present incumbent RAdm A K Verma on December 31, 2016.

The central deputation tenure of Devesh Deval as Deputy Secretary Department
of Health & Family Welfare, has been extended. He is a 2004 batch

Five IRTS officers shifted after promotion to SAG
As many as five officers belonging to Indian Railway Traffic Service
(IRTS) have been transferred after promotion to Senior Administrative
Grade (SAG). Accordingly, Niraj Verma has been transferred to North
Central Railway while Manish Tiwari was posted to North Eastern Railway
and Bibhuti Bhushan Gupta is moved to North Eastern Railway. Similarly,
Kushal Singh has been transferred to North Central Railway and Arun
Jatoh Rathod was posted to North Central Railway.

As many as four officers belonging to Indian Railway Traffic Service
(IRTS) have been given Senior Administrative Grade (SAG). They are:

As many as 12 IAS officers from Bihar have been confirmed Indian Administrative

Honest officers sidelined in Telangana
Efficiency, handwork and honesty taken for a ride in Telangana. Pradeep
Chandra unceremoniously sent out of office as Chief Secretary and other
honest officers like Ranjeev, Gopal, Joshi sidelined.

While 2008 batch IAS officers have got JAG Grade in Karnataka and will
soon get the same in other cadres, 2007 batch IPS officers of AGMU cadre
are yet to be awarded JAG grade by UT Division of MHA.

Amazed by reaction of a surfer
I am rather amazed by the reaction of one of your surfer to my post
on demonetisation. I may be quoting personal incident but it is a common
experience and far from being critical I was only talking about its
positive side with a little touch of humour. Seth did not catch that
humour and was carried away perhaps by the title of the post as given
by the editor of Whispers. As for his unsolicited advice to work for
the country I have done my bit and am doing even now in my own little
ways and I do appreciate his concern for the country .

Disclosure in cases where vigilance proceedings are pending
for long
RTI applications were filed concerning the alleged illegal allotment
of sheds to a private firm in 2008 thereby causing a loss of Rs.
6.63 Cr. to the Govt. exchequer due to favouritism by the then
Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental
vigilance proceedings are pending in the aforesaid context and
the any disclosure of information would impede the process of
prosecution of delinquent officers. The appellant drew the attention
of the Commission towards the fact the cases relate to year 2008
and there is inordinate delay in the conclusion of investigation/
disciplinary proceedings. The CIC observed that merely because
the process of investigation or apprehension or prosecution of
offenders is continuing, the bar stipulated under Section 8(1)
(h) of the RTI Act is not attracted. Moreover, a careful reading
of the section reveals that the word used in section 8(1)(h) is
"would" which implies that there should be definite
material information in the hands of the CPIO to delineate that
disclosure of the information will impede the process of investigation.
Mere apprehension is not enough. If the intent of the legislature
was to deny information on the basis of apprehension it would
have used the word "could".
Comments
To the question whether details of ongoing proceedings against
government employees can be disclosed, the Information Commission
has not taken a generalized view. If the vigilance proceedings
are pending for long duration, it defeats the very purpose of
its initiation. In such situations, the accused may claim disclosure
in larger public interest.
