Pradhan felicitates Junior Hockey World Champions
The Minister of Petroleum &Natural Gas, Dharmendra Pradhan, felicitated the Petroleum Sports Promotion Board (PSPB) players of the winning team of Jr. Hockey World Cup. Speaking on the occasion, Pradhan said that the Junior Hockey World Cup win proclaims the tremendous work that the Petroleum Sports Promotion Board (PSPB) is doing for the country. He congratulated the players and motivated them to work harder and achieve laurels in the sports at the highest level. India has won the Cup two times, once in 2001 and now in 2016. India is the only host country to win the title. In this latest competition held at Lucknow in December, 2016, the Indian team had 5 players from ONGC and 5 players from Bharat Petroleum (BPCL). Gurjant Singh, Mandeep Singh, Simranjeet Singh, Vikramjit Singh and Sumit Singh are ONGC players while Harjeet Singh (captain), Vikas Dahiya, Harmanpreet Singh, Varun Kumar and Dipsan Tirkey are BPCL players. India's goalkeeping coach at the Jr Hockey World Cup Romeo James, a BPCL employee, was also felicitated. ONGC players Gurjant Singh, Simranjeet Singh and Mandeep Singh were match winning scorers in the semi-final and also in the final, beating Belgium 2-1. The win has been possible because of excellent skills and temperament shown by the players throughout the tournament. The event was also presided over by K D Tripathi, Secretary MoPNG, Dr Narinder Batra, President, International Hockey Federation and PSPB, K D Tripathi, CMD GAIL, B Ashok, CMD IOCL, Ajay Sawhney, Additional Secretary, MoPNG and D D Misra, Director (HR), ONGC.

Post Demonetization
Demonetization process is almost over and impact and results are still to be seen.There are various views on positive and negative short term effects. Long term positive effects still to be seen. It is being alleged economic emergency is imposed, ED/CBI/Income Tax departments are being used selectively, going slow in recovery of loans, not honoring Govt. statements like old notes can be deposited in RBI upto 31st March 2017 with a declaration, no enquiry on deposit upto 2.5 lakhs in account during the demonetization period etc. But Demonetization has strengthened the middle class, traders, professionals, tax payers etc. and biggest achievement is all money is deposited. Now the Govt. can use this money for welfare schemes. Govt. has to go smooth way to bring non-tax payers to tax payers category without much aggressiveness. To show justice has been done to poor, middle class etc. it is submitted Govt. may consider the following:

1. Cashless transaction in party fund as being promoted for others.

2. Election to be fought from tax paid money i.e. issuing an amendments in IT Act. for necessary provisions to make party fund taxable.

3. Immediate action on defaulters like Demonetization for recovery of loan.

4. Monitoring or gate keeping of FE transactions.

5. IT department to help non-tax payers to bring in tax payers category with helping attitude and awareness programme without creating fear and harsh actions in their mind.

In order to have better results of Demonetization and growth of economy Govt. to take friendly action for implementation of various schemes. Good results will be seen in days to come and country will progress after this "Scared Movement". All the best for excellent results.

India must accord diplomatic recognition to Taiwan

China has no business protesting against Dalai Lama's visit to Mangolia and, of late, Bodh Gaya. It continues to provide 'stapled visas' to Indians from Arunachal Pradesh, staking its claim on Indian territory besides making frequent incursions. Opposing India'a entry into NSG, let alone, permanent membership of Security council , Chinais refusing to declare Azhar Masood as a global terrorist. Its aggressive posturing in south- China Sea is a matter of grave concern for international community. China had forced ONGC Videsh (India) to pack up in the midst of exploratory operations in South-China Sea as per agreement with Vietnam.

Construction of Gwadar port in Baluchistan and China Pakistan Economic Corridor by China pose threats toIndia's security. The geo-political situation is fast changing in south Asia with the emergence of rogue nuclear power states like Pakistan and North Korea - both irresponsible and unpredictable. China is untrustworthy.

We must learn from history or else the same will get repeated. Discarding One-China policy, India must work towards according immediate diplomatic recognition to Taiwan China . The USA , Russia, Japan and other countries of South Asia must be kept in the loop so that they could follow suit. This will act as a bulwark against bullying by communist China .One hopes, the PM, the NSA and the MEA mandarins examine the urgency of the above suggestion.

Disclosure in cases where vigilance proceedings are pending for long

RTI applications were filed concerning the alleged illegal allotment of sheds to a private firm in 2008 thereby causing a loss of Rs. 6.63 Cr. to the Govt. exchequer due to favouritism by the then Traffic Manager, Mumbai Port Trust. The PIO stated that the departmental vigilance proceedings are pending in the aforesaid context and the any disclosure of information would impede the process of prosecution of delinquent officers. The appellant drew the attention of the Commission towards the fact the cases relate to year 2008 and there is inordinate delay in the conclusion of investigation/ disciplinary proceedings. The CIC observed that merely because the process of investigation or apprehension or prosecution of offenders is continuing, the bar stipulated under Section 8(1) (h) of the RTI Act is not attracted. Moreover, a careful reading of the section reveals that the word used in section 8(1)(h) is "would" which implies that there should be definite material information in the hands of the CPIO to delineate that disclosure of the information will impede the process of investigation. Mere apprehension is not enough. If the intent of the legislature was to deny information on the basis of apprehension it would have used the word "could".

Comments

To the question whether details of ongoing proceedings against government employees can be disclosed, the Information Commission has not taken a generalized view. If the vigilance proceedings are pending for long duration, it defeats the very purpose of its initiation. In such situations, the accused may claim disclosure in larger public interest.
