BHEL reduces its CSR fund to Rs 66.23crore
Bharat Heavy Electricals Limited (BHEL) -a Maharatna company of Government
of India-has reduced its fund for Corporate Social Responsibility (CSR)
activities/projects to Rs 66.23 crore during 2015-16 from Rs 102.05
of last year 2014-15, due to making a financial loss.

Manager sentenced for causing loss to PNB

Dr Ananda Bose and Dr Vidhu Nair suffer bereavement

SAIL records best ever export monthly volume
in ten years (UPDATED)
Steel Authority of India Ltd (SAIL) concerted efforts on increasing
export shares has started to bear fruits. In the month of February,
2017 SAIL has achieved the best ever export monthly volume of steel
in last ten years. A total of 1.03 lakh tonnes of steel was exported
last month, which includes the first time shipment of CE marked plates
from the New Plate Mill of SAIL's Rourkela Steel Plant to Europe. The
new 4.3 meter wide Plate Mill with initial capacity of 1.0 MT can be
augmented to 1.8 MT and is equipped with state-of-art technology which
can produce wide range of plates with close dimensional tolerance, perfect
flatness and surface finish to meet stringent international standards.
The other products which contribute to this record exports include wire
rods, hot rolled coil, billets and slabs. During the current financial
year 2016-17 SAIL has already exported 6.82 lakh tonnes. The Company
aims at exporting 10% of its total production and at doubling the volumes
for next fiscal in FY 17-18 which will happen after tripling export
volumes during the current fiscal. SAIL plans to soon diversify its
exports basket with cold rolled and galvanized products from New Cold
Rolling Mill at Bokaro, structural's from New Universals Section Mill
at Burnpur and Medium Structural Mill at Durgapur. Through the enriched
product offering the Company aims to consolidate its presence not only
in South East Asian market but also in Europe.

What about these excessive DGP posts ?
Rajesh Kumar talks about the number of ACS posts in states, but these
are authorised posts sanctioned by the Government of India for big states
in consideration of the large cadre strength of the respective state
in big states. But what does he have to say to the situation in the
small state cadre of Kerala IPS, where there are at present 8 DGPs,
4 cadre and 4 ex-cadre, all designated as DGPs, far exceeding the authorised
strength of 2 cadre and 2 ex-cadre DGPs, and in gross violation of the
IPS cadre rules and clear directions from the cadre-controlling authority
in Government of India to keep within the authorised number of DGP posts.
The Accountant General has refused to issue them the pay slip for the
DGP pay scale but they are brazenly and unauthorisedly calling themselves
DGPs. They have got this in gross violation of the cadre rules by exerting
undue pressures on the state politicians in power.

Extend 'same station posting' facility for all
Government has further made it easy for married couples from IAS and
IPS to get the same cadre. This has already been mandated but previously
a spouse had to apply to DoPT after marriage to change his or her cadre
to that of the spouse. This also led to some marriages of convenience
where the man or the woman wanted to change his or her originally allotted
cadre which was considered difficult or not wanted. The latest orders
by Government are appreciated to make things convenient for working
couples but why confine the 'same station posting' to All India Service
Officers. Why not make it mandatory for officers of other Central Services.
Orders do exist to the effect that husband and wife should be posted
at the same station. The first order to that effect was issued in 1985(under
this surfer's signature when I was Joint Secretary(E) in DoPT. This
was done on the orders of the then Prime Minister. When I took the draft
to the MOS(PP) for approval he added the words 'as far as possible'
(incidentally Chidambaram was the minister) While by and large the departments
followed the instructions some cussed ones took shelter behind this
clause by saying "not possible' if they did not want to help the
officer. Instructions have been reiterated since then but still many
of the departments are still not following it in toto. It is high time
the couples in Central services are also given this relief by making
this provision mandatory.

CBDT's wisdom ?
There are a large number of vacancies in income tax department despite
mounting work after demonetisation. Officers are overloaded with work.
There is acute shortage at higher level. In Indore, there is neither
Chief Commissioner nor any Commissioner. Subordinate officers are running
the show.
Wisdom of CBDT in sending the officers out on deputation is questionable
when so many vacancies exist in the department itself. the CBDT should
on the contrary take the officers on deputation from other departments
or should hire outsiders for some specific work e.g. commissioners and
additional commissioners in ITAT may be hired from lawyers, CAs etc.;
commissioner audit may be taken from CAG etc. freeing around 75 commissioners
for being employed as CIT(A) where more than 2.5 lakhs appeals are pending
already and the tax payers have to wait for a minimum period of one
year to get first hearing of appeal.

Recent puns by leaders have brought some smiles
A very prestigious TV channel has recently televised a very hilarious
,humorous and satirical programme ,''Gaddha Sammelan'', with the theme
of donkeys, being in big news these days. It started with the request
of the UP chief minister to Amitabh Bachchan not to advertise donkeys
in Gujarat. Shiv Raj Chauhan, Amit shah and even the Prime Minister
joined to respond to the pun, in spite of the fact that UP Chief Minister
had later on clarified that he had made those remarks in lighter vein.
But still the Prime Minister had said that he was proud to work like
donkey for his 125 cr masters. Lofty ideals , indeed ! Politicians and
leaders are not the only class, who have fought over the title of stupidity.
In the years from 1728 to 1743,the world renowned poet Alexander Pope
and his contemporaries were also involved in such puns and satires to
denounce each other. This had resulted in the very famous book, ''Dunciad''
in 4 volumes. Anyhow the recent puns by political leaders have brought
some smiles for the public.

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
