4/1 ..
A friend of mine is a Freelancing Psepholigist cum Surveyor. I happen
to meet him at the Coffee Shop I go for my 11 amCoffee fix.
Me: Oye you have gone a couple of shades darker ...have you started
playing golf ..or have you been spending more time on Juhu Beach...
Friend: Naaaaaa.... I have been travelling in the Constituencies going
to Polls undertaking Pre Poll surveys!
M: Pretty expensive if you were doing it as a Freelancer ...
F: Freelancing for a Company that undertakes such Surveys on a huge
scale ..I think they want unfettered oe you can say Independent view
too...
M: So what is your take for UP... exit Polls showing BJP will be either
Largest Party or will get a majority...
F: I think will get a clear majority... SP paying the price of anti
incumbency ...and then for its drama to fight anti incumbency and then
for its alliance with deadweight Congress !!
M: BSP...seems its now floundering..
F: Though it will do better than is being projected...it's share of
Muslim Vote will be more ...so expect SP-Congress seats to be lower
than are being projected....but BSP's core voter moved to BJP... her
Tilak, Tarazu aur Talwar battle-cry no longer works ...viewing her fixations
... Murti, Purse aur Heere..Bhenji ko nikaal rahe hai dheere dheere..this
is the feeling amongst her erstwhile voters...she did try to assuage
negativity by promising ...no more statues..
M: Punjab..
F: Halqa incharges ...refusal to accept that young voters are now a
force ..they are the FB waale...the communicative lot ...are two major
causes for Akalis tripping....but Akalis will do better than is being
projected... looks like Captain di Sarkaar ...
M: Goa...
F: Goa and UK.. BJP Governments ...
M: Manipur..
F: Sorry could not go there ...but I hear toss-up..but BJP will make
huge gains..
M: What are your biggest takes from these elections..
F: One ...Rahul is a flop ...everywhere I went this was the perception..in
UP people were surprised at Aki allying with Rahul...many termed it
as political naivety of Aki...then......Nation trusts Modi ...he inspires
hope... and there is hope that his tough decisions will lead to better
times... Media is perceived to be the proverbial Narad...and ..and ...Indians
are now getting sick of 'affluent Leaders'...
M: Hmmmm... what is your take on Kejri's allegation on Modi's clothes..
F: Dressing shabbily is not a litmus test of honesty .......and dressing
nattily is not a litmus test of dishonesty....seems Kejri is arithmetically
challenged ...realistically challenged. ...exaggeration is his forte
....but then its his way of staying in the news and damning his opponents...as
per Kejri's allegation ...in 7 RCR there are 3500 sets of attire...Kurta
Payjama Coaties...unwashed...apni usual ludicrousness doh daali ....

GoI clears stand on PM Ujjwala Yojna
There have been reports in the media that benefit under the PM Ujjwala
Yojana of free cooking gas will be denied to Women of BPL Households
from now onwards who are not in possession of Adhaar Card (as per notification
issued in this regard). The stories coming up in various media platforms
on this issue are mis informed Aadhaar was already being used since
the time of launch of the scheme and not from the date of notification
(as reported). The following is the factual position on the issue. In
order to streamline and extend the benefit under the Ujjwala scheme
to all the deserving cases, the Ministry had advised the Oil Marketing
Companies to assist and facilitate such eligible beneficiaries individually
in obtaining Aadhaar Card /Bank Account Number (at the time of the launch
of the scheme). The Oil Marketing Companies have been ensuring that
no eligible beneficiary is deprived of connection under PMUY for want
of Aadhaar number and/ or Bank account number. This is supplemented
by the fact that all the connections issued under PMUY have Aadhaar
number and Bank account details seeded in the database. The PM Ujjwala
Yojana was launched by the PM on 1st May 2016 in Balia, UP. The connections
would be released in the name of adult woman member of BPL family. Through
this ambitious scheme the Government has embarked upon providing 5 crore
LPG connections to BPL families in the country with focus on States/
UTs having LPG coverage less than the National average of 61% as on
01.01.2016. The Ministry of Petroleum & Natural Gas is happy to
share that the target of 1.5 crore fixed for the current financial year
has been surpassed and total connections released as on 09.03.2017 stand
at 1.85 crore. Ujjwala scheme now covers 35 States/ UTs and 693 Districts
across the country. The States of Uttar Pradesh (54 lakhs), West Bengal
(28 lakhs), Bihar (22 lakhs), Madhya Pradesh (21 lakhs) and Rajasthan
(15 lakhs) are the top 5 States with highest number of connections.
More than 37% of the beneficiaries of this Scheme are SCs/STs.

Order on VRS covers only three Services ?
Again the order on VRS covers only three All India Services viz. IAS,
IPS and IFS. The application from voluntary retirement from service
has to be accepted by the date an officer has asked for it. Why not
the same for an officer of any other service as requests for VRS do
come up from others also. Such like orders have to be universally applied.
It is such discriminatory orders which create fissures among services.

Country First
1. This spirit's was seen at the time of independence. All political
party got united forgetting caste creeds and colour. Only one mission
Independence and it was at door step.
2. Now Progress of country is required and for this first and foremost
requirement is Political stunts for vote bank should be stopped.
3. Progress of country and vote bank are two separate poles and this
will stop progress.
4. Reservations,Rs2/- per kg food grains distribution, Free passes,
Subsidies, No bank charges on jan dhan accounts, etc many examples to
be stopped. If one category is availing then category not availing is
paying and this is not acceptable if progress is to be seen.
5. You are making people lazy and due to this hidden talent
for earning is not coming up.
6. Today biggest requirement is Employment.
7. Citizen biggest strength is they are struggling hard and sailing
against the flow for survival without any support.
And at this point of time support (Nothing for free) is required by
low tax rates, No penalties, regularise it, easy approach, Road Tax
is seen biggest taxing sector and Queue can be seen in Bhopal RTO office.
Why more tax for self employed taxi owners ?

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.

Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
