even countries and people have fallen.
Bureaucrats don't have any interest in
Politics ? ( Our Survey dated Feb 13 )
Gone are the days when bureaucrats used to be
totally averse to politics. They may not be directly involved in the
'electoral power game' but they keenly watch it, may be, out of the
fear of their postings. Or how could their assessment be so correct.
We are reproducing the assessment of bureaucrats that we had published,
on Feb 13, in the run up to the Assembly polls in five states. And they
have proved to be nearly cent percent correct.
BJP to be single largest party in UP?
Bureaucratic assessment is that the BJP will be
single largest party in the Vidhan Sabha elections in Uttar Pradesh.
Congress Government in Punjab and Manipur ?

Suresh Khanna, who became an MLA for the eighth time from Shahjahanpur
is likely to named new Chief Minister of Uttar Pradesh.
Will Raj Nath Singh move to Lucknow or K P Maurya be elected CM ?
There is strong report that Home Minister Raj Nath Singh may be moved
to Lucknow as CM UP. Name of state Party President K P Maurya is also
in circulation.
Reshuffle in Modi Government soon
After the departure of Defence Minister Parikar to Goa , rumours are
rife about cabinet reshuffle in Modi Government this month.
Who will be BJP CM in U'Khand ?
Munna Singh Chauhan, Prakash Pant, Ajay Bhatt, Harak Singh Rawat and
Satpal Maharaj are said to be prominent faces of BJP for CM face in
Uttarakhand.
U'Khand : Yashpal Arya likely to be Speaker
Uttarakhand politics is divided in Kumaoon and Garhwal. It is said that
if CM is appointed from Garhwal division than Assembly Speaker will
be from Kumaoon division. Yashpal Arya, a senior party leader and an
important dalit leader is likely to be appointed Speaker of state assembly.

Either she lacked Amma's charisma and style!!
Or her followers ne kiya usse beguile!!
So now she can go Murti hopping with Purse in hand!!
If she wants drama take along a Band!

He does not help them via Dole!!
Making them rise is his goal!!
He wants them to work their way out of poverty hole!!
They will stay in the hole if they are given dole!!
His Model of Governance is sabh ka vikaas!!
And strives to put an end to appeasement bakwaas!!
He is changing India fast!!!
But wants values of the past!!
A decade of Modi and India will be tops!
And his selflessness will eradicate all 'the stops'.

Who will succeed P K Sinha as Cabinet Secrtary
(7) Hasmukh Adhia ?
The race for the post of Cabinet Secretary stops with 1981 batch Gujarat
cadre IAS officer Hasmukh Adhia. In the corridors of power people say
it will be only and only Hansmukh Adhia the hot favorite of PM Narendra
Modi. Adhia is presently Secretary Revenue in the Government of India.
UP Chief Secretary Rahul Bhatnagar may go !
The buzz around is that since BJP has now assumed power in Uttar Pradesh,
Chief Secretary Rahul Bhatnagar may not remain on the post for long.
Bhatnagar, 1983 batch IAS officer, was appointed on the coveted post
in September 2016 replacing Deepak Singhal who remained Chief Secretary
for only two months.
Who will be new Chief Secretary of UP (1) ?
Who will be the Chief Secretary in the new Uttar Pradesh Government
? Secretary Shipping in the GoI Rajiv Kumar may be asked to take over
as Chief Secretary. He is 1981 batch IAS officer.
Punjab Chief Secretary may be changed ?
It is widely believed that Punjab Chief Secretary Sarvesh Kaushal will
be changed.He is 1982 batch IAS officer.
Himmat Singh to be new Chief Secretary of Punjab ?
In all probability, Himmat Singh will be new Chief Secretary of Punjab.
He is 1980 batch IAS officer of Punjabcadre.
Suresh Kumar to be 'KK Babu' of Amrinder Singh ?
It is widely believed that former 1983 batch IAS officer of Punjab cadre
Suresh Kumar is going to be K K Babu of new Punjab Chief Minister Amrinder
Singh. People say a confident of the new CM Suresh Kumar is going to
be Principal Advisor to the CM. In Gujarat, 1979 batch IAS officer K
Kailasanathan who is popularly known as 'KK Babu' is now Principal Advisor
to the Gujarat CM.
Who will be new Principal Secretary of Punjab CM ?
Who will be Principal Secretary to new Punjab Chief Minister Amrinder
Singh ?. Tie is said to be between 1992 batch IAS officer K A Prasad
Sinha and 1994 batch IAS officer Tejveer Singh.
Will CS of Uttarakhand continue ?
In Dehradun all eyes are on fate of S. Ramswamy,, Chief Secretary. 1986
batch IAS officerRamaswamy was appointed CS by superceding about half
a dozen IAS officers.
Dr Wadhawan to be CS, Uttarakhand ?
Dr Anup Wadhawan is likely to be appointed next Chief Secretary of Uttarakhand.
A 1985 batch IAS officer Wadhawan is presently on central deputation.
Will Suresh Arora continue as DGP of Punjab

It is widely believed that Punjab DGP Suresh Arora will continue in
the new regime or move to Delhi as DG CRPF. 1982 batch IPS officer Arora
who conducted Punjab elections peacefully is considered to be a well
meaning officer.

In all probability Uttar Pradesh DGP Javeed Ahmad will be changed. He
is 1984 batch IPS officer.
Sulkhan Singh to be DGP of UP
If BJP govt in UP goes by the seniority and to bring those officers
who were side lined by the previous govt then Sulkhan Singh has the
better chance to become the DGP . He is the senior most 1980 batch IPS
officer in the cadre and presently posted as DG, Trainning in UP.
Uttarakhand DGP likely to continue
According to sources MA Ganapathy is likely to continue as DGP of Uttarakhand.
He is 1986 batch IPS officer of Uttarakhand cadre.

Rajasthan next week ?
Formal orders of the appointment of Justice Pradeep Nandrajog as Chief
Justice of the Rajasthan High Court are expected to be issued next week.

Mindblowing election results
Election results in five states specially in U.P are mind-boggling .Victory
of BJP was expected but such massive victory ! Modi's persona is working
magic but it also shows people are no longer in a mood to give votes
on caste basis. They are also fed of with the corruption and self-promoting
deeds of the likes of Mayawati. They want a better life and opportunities
for their children. They believe Modi can deliver. 'Achhe din' are round
the corner. India is on a march.

DATE WITH RTI

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
Comments
Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
