of senior IAS/IPS and other service officers and families were present:
After UP, Delhi's arrogant political elite, media pundits and intellectuals
finally acknowledge that Narendra Modi and Amit Shah know the ground
reality of India better than those sitting inDelhi and voicing opinions.
Will Naqvi be given UP 's responsibility ?
Will Mukhtar Abbas Naqvi be chosen as new CM of UP ? If political Observers
are to be believed, Naqvi' s chances are bright because he is an experienced
Muslim face and by choosing him BJP will silence opposition also.
Will Raje be External Affairs Minister ?
In top BJP circles there is a thinking that MEA should have a new English
speaking graceful woman face . In this connection name of Vasundhra
Raje Scindia, senior BJP leader and CM, Rajasthan has started doing
the round. Meanwhile, there is a whisper that present MEA Minister Sushma
Swaraj may be made Minister without portfolio.
Split in Congress likely in Manipur ?
Political pundits foresee a split in the Congress party in Manipur.

Still in Shimla. Yesterday did not venture out of the Hotel on account
of Holi. Today my Respected Friend, a Retired Senior Bureaucrat, and

results... in Goa seems the unenthusiastic Leadership of the CM did
make BJP trip.. had Parrikar been declared CM nominee.. BJP would have
got 2/3rd majority.. Manipur ..huge gains for BJP..the Northeast Outreach
of BJP working...
Me: Just heard SC rejected Congress's plea to Stay Parrikar's swearing
in..
RF: And ordered a Floor Test immediately. Congress played its games
...first choosing a CM from a group of ex CMs...then the disconnect
between the Congress Observer ..Diggy ..and High Command.. Sonia is
overseas ...Rahul seems to be uncontactable ..old games of Congress...only
BJP moved at lightening speed and gave the Guv a list of its strength
in the House...this is what matters ...in the end ..and this is what
SC has ordered to be tested on the Floor of the House..even if Congress
had submitted a list enumerating its strength they'd have had some case..
M: And now with the dud support letter it submitted to the Manipur Guv...
Court will be extra cautious ...and so the Floor of the House is best
option to test the strength ..
RF: And there are so many precedences where the Number 2 Parties have
formed Governments..
M: Like there are cases where L2 have clinched Orders... here H2 has
formed Government ...
RF: Some say Diggy really botched up... he was the Rep on the scene
and seems his lethargic style did Congress in...or could also be his
Servitude... refrained from calling Rahul again after he did not take
his call..
M: Why ....doesn't Diggy have the mobile numbers of Rahul's cutlery

past ...its alleged back stabbing and misusing Agencies to make Allies

her charge that EVMs were fixed..5 page reply ..my take is ..it would
be difficult to fix EVMs for even a Club Election ..the enormity of
Elections in Indiamakes fixing an impossibility...every Constituency
...the Button Panel position of Parties change ...

RF: I think just a face saving ploy ... seems Congress not being able
to pin losses on a Scapegoat so Rahul has become incommunicado..they

Who will succeed Cabinet Secretary P K Sinha

Though so many contenders are there for the top post in the Government
of India but insiders are confident that present Cabinet Secretary P
K Sinha will get one year extension. They say if he is given extension
then all the contenders of 1980 and 1981 batch of IAS minus Hasmuk Adhia
will retire and there will be no supersession.
Who will be new Chief Secretary of UP (2) ? Neeraj Gupta
Who will be Chief Secretary in the new UP Government ? Name of Secretary
Disinvestment in the Government of India Neeraj Gupta is also in circulation.
Though the name of Gupta is also being mentioned for the post of Secretary
Department of Economic Affairs.
Will 1982 batch IPS become DGP of UP ?
Two 1982 batch IPS officers- Praveen Singh and Dr. Surya Kumar- are
said to be strong contenders for the post of DGP in UP. Both officers

Open Letter to Sh Anil Swarup, IAS, Secretary Education, Government
of India.
Dear Shri Swarup,
I do not know whether you might be reading this. I also do not know
if some things that came to my mind have already been done or are not
possible to implement. But, I have a few constructive suggestions and
I have no doubt that if ever you read this, you are one person who might
examine the suggestions.
The mid day meal scheme provides nutrition to children all over the
country. Would it be possible for the doctors posted in the blocks to
do basic periodic medical check up for the children as well? Could it
be made a part of the scheme? It would cost nothing as the doctors are
already posted in blocks (or would be posted). Would it be possible
for the doctors to also speak to the children on basic hygiene?
Maybe as a part of the mid day meal scheme, children could be provided
periodically with a small bar of soap or toothpaste (or taught about
alternatives like ash in lieu of soap and neem twigs in lieu of toothbrush
and toothpaste).
The advantage of dovetailing these activities with the mid day meal
scheme would be that they would be institutionalised and monitored and
hence ensured. The soap or toothpaste might cost nothing to the government
if some companies like Baba Ramdev's might be persuaded to adopt this
project as part of their corporate social responsibility.

DATE WITH RTI

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
Comments
Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
