BJP..Bahut Jhatpat Party
My Respected Friend, a Retired Senior Bureaucrat, is in Delhi on a day
visit... he takes out time to meet me and we meet at a South Indian
Eatery on Janpath...over mini idlis dipped in sambar, mysore-pak and
frothy filter coffees we get chatting..
Me: Sandeep Dixit really spelt it out to The High Command...
Respected Friend: He said he's doing it as he loves Congress ...but
High Command takes only absolute servility to them as love for Congress...maybe
the Young Turks in Congress took out 'parchis' and Sandeep got the parchi
that said...read the riot act to High Command!!
M: I think he is going to be in the 'Doghouse'...Mummy is already there
after she said...Rahul has to grow up!!!
RF: Congress keeps on harping on money power being used in Goa and Manipur
..the Goa verdict was not for Congress..it was for a coalition...quite
a number of Parties had said that they would not ally with Congress...one
even called Congress..back stabber...Congress is just bawling and crying
foul as it was not prepared to take on...BJP.... Bahut Jhatpat Party...INC
turned out to be ...Is Not Connected...
M:...as if Congress is Dhood ki Dhuli....it too allegedly has deep pockets..they
could easily outbid the BJP ....in case BJP had bought MLAs.....in UP
you have a sore looser blaming EVMs...in Punjab another sore loser blaming
EVMs ...and in Goa and Manipur a sore loser blaming moneypower ...
RF: Don't they see the sacrifice Parrikar made for his Goa...in fact
the Allies recognize this ..and the fallout if now they ditch BJP....
M: Congress will say Fish Curry won...fact is if Parrikar was a pliable
RM..Fish Curry would have been flown fromGoa ... for Lunch and Dinner...
365 days ....kind courtesy Dalals...
RF: Amrinder sworn in...good he put his foot down against a DCM...I
think Sidhu could have been placated by just letting him use the Chopper
regularly ...but on a serious note...Amrinder needs to tackle drugs
and Agri woes of Punjab....in some areas grossly poisoned land by gross
over use of pesticides....where pesticide abuse has led to gross soil
and water contamination ...such land needs to be taken out of growing
anything for human consumption ..put up Solar Plants on such land and
share revenue with Land Owners.. or encourage growing Jatropha..Poplar
Trees etc....
M: Value addition Industry for Punjab's agri production...other Industry
is a distant dream..
RF: Its getting late ..let us move out...joke is on me.... Laloo Prasad
has more children than Congress MLAs in UP Assembly..and one more...
Amrinder invited Rahul for High Tea post the swearing-in ...Rahul exclaimed...
If you say you are going to fight drugs ...wouldn't serving 'High Tea'
send the wrong message ..
We have a good laugh abd move out..

Rampant misuse of office perks & facilities
There is an important subject one does not comments upon in the WHISPERS.
The subject is the rampant misuse of office perks & facilities by
the Ministers and Bureaucrats like vehicle, stationery item and excess
staff attending to 'atta pisao' duties. The biggest black sheep in this
area are the defence forces and All India Service Officers. If strong
action is taken in this area a lot of exchequer money can be saved and
used for the benefit of poor. Such a tendency on the part of the incumbents
should be treated as a criminal offence. From today onward I will be
making this whispers on regular basis leading to a PIL in the long run.

Justification for EPFO Now ?
The EPF scheme had its utility at the heydays of Socialism and lack
of banking facilities. Now even people with zero balance have bank account.
Besides, the need is greater for higher value insurance cover than money
put to rust in Provident Fund. The purchaing power goes down, inflation
mocks the savers for lack of wisdom about the right savings/investment
instrument and opportunity cost. Besides, there is unnecessary paper
work and bureaucracy in the name of the establishment. Time perhaps
to wind up the organization. The quick fix of withdrawing 90% of the
accumulations for buying a house does not meet the requirements of funding
buying a house. Insurance will prove to be more effective in the current
scenario.Besides honest Indians will not be forced to tell lies of repeated
Mundan ceremonies or funerals of the already dead long ago dear ones!

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
