Empanelment of 1984 batch IAS officers in
the Government of India to the rank of Secretary is expected to take
place in a couple of weeks.
Who will be new DG Forests ?
Who will succeed S S Negi on March 31 as DG Forests in the Government
of India ? Tie is said to be between 1982 batch IFS officer of Madhya
Pradesh cadre B M S Rathore and 1982 batch IFS officer of Odisha cadre
Siddhant Das. Negi is superannuating on March 31.
Will Mishra select senior bureaucrats for new CM?
Nripendra Mishra, PS to PM is likely to play a major role in the selection
of senior bureaucrats for new CM, Yogi Aditya Nath. Mishra, is said
to be in constant touch with the state machinery. It is said that he
has also finalised the list. Some officers will be appointed soon .
Will PMO approve UK & UP list of bureaucrats ?
Grapvine has it that PMO will clear the list of bureaucrats, especially
CMOs of UP and Uttarakhand. It is said that PM wants to fulfill his
promises that has been made during campaigning. CMs of these two states
are new and have little administrative experience. Therefore PMO is
assisting both CMs in this regard.
MoP cleared for appointment of Judges
Finally the Memorandum of Procedure (MoP) for appointment of Judges
has been cleared and that vacancies of Judges in High Courts would be
filled soon.

Private Companies spend more than PSUs on CSR
A total amount of Rs 6462 crore has been spent on Corporate Social Responsibility

Quite surprising
I am a Central Government employee. I have a refund problem. So, I walked
into one ITO's room today (16/03/2017) for resolution of the refund
issue. To my utter shock, I came to know that he along with other Class
II Officers participated in strike.
Then I went to meet the Deputy Commissioner of Income Tax. It was even
more shocking to know that he too didn't turn up in office on 16/03/2017.
I heard from peons (apparently private) available then that he too joined
the strike.
It is surprising to learn that a large number of IRS Officers have participated
in strike on 16/03/2017.
This raises larger question whether Class 1 Officers of the Government
can call for and participate in strike?
Whether their unauthorised absence will attract disciplinary proceedings
and levy of penalty?
Whether any deduction will be made from their salary for their unauthorised
absence?
Is this the leadership the Government of India is providing through
their officers? Hugely disappointed. Stern action should be taken against
the erring Officers though lenient view can be taken against the erring
staffs.

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
Comments
Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
