Pre Tender Notice ...all those applying get total info about the formulation of the BEC and inputs should be welcomed to ensure that any hanky-panky of fixing the BEC in favor of any prospective Bidder or to preclude any prospective Bidder are short circuited..Prospective Bidders can represent ...and these communications will be recorded and would be part of CAG's Audit..

F: Fact of the matter is Defence Manufacturers are the best informed and sometimes better than MOD..they get info about Force's Requisitions as these are being formulated ...some even say some Requisitions are formulated with them 'tacitly'...or if MOD is in 'thinking mode' ...they get the info before Armed Forces do....

F: Total transparency. ...all Trial Reports and Bid Evaluations are circulated amongst Bidders ...and any Bidder can represent... only if the Bidder finds any 'Unfairness' ..no change in Technicals. So is the case for Price Evaluation ..NPV should be circulated...

F: Yes..yes ...I was coming to this...any retired Officer getting employed/retainer/consultant or any other terminology whereby he is attached to a Defence Supplier must submit info to his Parent Body and to MOD...he will not be allowed to use his Retired Defence Officer accreditation to enter any Defence Establishment or MOD...his accreditation is only good for Canteens and Hospitals!! Same for Retired MOD Bureaucrats ...
M: So what you mean to say ...accept there are no secrets ...so do away with secrecy ...albeit on a limited scale...only Prospective Bidders and Bidders ..
F: The info available to Bidders would make any hanky-panky at the final but decisive stage difficult to justify ...that is if there are manipulations in the decisive stage!

AAI signs MoU with Daman and Diu UT Administration (UPDATED)
Airports Authority of India has undertaken the Operation, Development and Maintenance of Diu Airport from Diu Administration. A Memorandum of Understanding demonstrating the responsibilities has been executed on 20.3.2017 between UT Administration of Daman and Diu and Airports Authority of India. The Airport operations were handed over to Airports Authority of India on the 10th of March 2017. With this transition, Airports Authority of India will provide required facilities, infrastructure and management at Diu Airport. Further, with the objective of upgrading the infrastructure and services at Diu Airport, Planning Department of Airports Authority will shortly develop the new design for the Airport. At present Air India operates scheduled movements 4 times in a week on Mumbai-Diu-Mumbai sector on Viability Gap Funding provided by Diu Administration. The Operations, Development and Maintenance of Diu Airport will now be led by Airports Authority of India.

As per Government of India Holiday list, April 4th is closed forz. But actually, Ram Navami is on April 5th and religious functions are going to be held only on April 5th in Temples in Delhi. There is no point for staying home on 4th April and again taking a CL for April 5th on this occasion of Ram Navami. Will DoPT issue order for changing this holiday from 4th to April 5th as actually Ram Navami Falls on 5th April (Wednesday)

Non-receipt of RTI application sent by registered post

The RTI application was sent through Registered post and the same was delivered in the respondent organization. However, the respondent claimed that the RTI application was not received and hence, no reply within the stipulated time could be provided to the appellant. To ascertain the facts leading to the misplacement of the RTI application filed by the appellant, the CIC directed the FAA, Ministry of Home Affairs to inquire into the matter of the 'missing' RTI application and to ascertain as to whether the RTI application was actually misplaced or the CPIO had taken that plea to deny information to the appellant. The FAA was directed to take appropriate departmental action against the officers/officials responsible for the misplacement of the RTI application, if required. A copy of the inquiry report along with the action taken report was directed to be provided to the Commission as well as to the appellant within a period of six weeks. Further, a compensation of Rs. 2,500/- was granted to the appellant. The CIC also observed that the First Appellate Authority should give an opportunity of hearing to any Appellant if the Appellant expressly wants to be heard.
