Will three bigwigs go from Modi Cabinet ?
There is a murmer that three bigwigs will be out from the Modi Cabinet
during the ensuing Cabinet reshuffle. Of the three two will be retired
on medical grounds.
BJP man will not be President of India ?
Top circles have a feeling that there will be only non-BJP face as President
of India and not a BJP leader.
No off-the record in BJP ?
Those days are gone when there used to be off -the record conversation
between the media persons and BJP leaders. This is also applicable in
all the BJP ruled states.
Loose the Battle win the War
I sometimes meet my College Professor who has now retired and is in
his eighties .....we always meet in the College Canteen. Today we meet
at our usual place and over Ussal Pao and cutting Chai we get chatting..
Me: So the CJI has put the ball back in the Court of Hindus and Muslim
Bodies who are Parties to the Ayodhaya case..
Proffessor: If you ask me the only way out is ....one Party losing the
battle to win the war...
M: Which means concede ground in the ongoing case ...impossible for
both...
P: There were no GPS coordinates to pinpoint where Maryada Purshotom
was born...yes we know he was born in Ayodhaya and a Ram Mandir existed
there ...so why doesn't the UP Government allot sizeable chunk of Land
say 100 acres....and fund the Building of a Grand Temple ..Ayodhaya
could be renamed ....Ramsthaan...nothing against Hindu tenets would
be allowed in this City..
M: Yes then there are certain parameters for a Holy City..
P: Spiritual ....beneficial for mankind ....and even Animals if animals
are part of the belief...so a Grand Temple ...with residential facilities
for all stratas ..old age home...again for all stratas. ..the City could
have a Hospital ...Maryada Purshotom Institute of Medical Sciences ...Maryada
Purshotom Educational Institutions ...maybe an IIT..and Modern Goushaalas...
M: So the City will have an Engine for employment for all round sustainance
...and with slaughter houses closing down Goushaalas would be needed..
P: For air connectivity ..Maryada Purshotom Airport ....all this sounds
grandiose ...but if it's gong to be the Centre of Aastha for 1 Billion
+ Hindus..it should be Grand ...comparable to the Holy Cities of other
religions ..
M: Muslims should have no problems as long as Babri remains ...but would
be difficult to get Hindus aboard...
P: This one step would take the wind out of the Muslims ...Majority
oppresses Minorities ..cries.
M: Just as there are hardliners in Islam there are Hindu hardliners
too...they want it all...
P: Recognize this ...there cannot be a settlement that will be pleasing
to both Parties...a Hindu Nation...with a Government that is considered
to be pro Hindu and has a Brute majority at the Centre and the State
....in which the disputed land comes ...and still they accommodate Muslims
...Muslim hardliners would not know what hit them..bolti bandh..and
everything should be iron clad. ...because if by a miracle ...be it
...Centre or UP...if SP..Congress or BSP or a Khichdi of these Parties
comes to power ..they cannot change the status or nomenclature of anything
in this Holy City ...
M: Chalo I will write about our meeting in my Blog ...but after my writing
....on Ethical Procurements yesterday ...and our talk today ...many
are going to say ....kuch zyaada idealistic nahi ho raha hai yeh...

It is widely believed that this is for the
first time that empanelment of 1984 and 1985 batch IAS to the rank of
Secretary in the Government of India will take place simultaneously.

Administrative Service in the middle of his career.
New DGP and CS of UP will go from Delhi ?
There are strong reports that new Chief Secretary and DGP of UP will
go from the centre.
Appointment of new Chief Secretary of UP soon
Appointment of new Chief Secretary of Uttar Pradesh is expected to be
made in a couple of days.
UP DGP will be finalized in a day or two
It is said that name of new DGP will be announced within few days. One
can only wait and watch.
Mishra & Tiwari to be important in IPS hierarchy ?
Names of Rajni Kant Mishra and Pramod Kumar Tiwari are doing the round
for the important assignment in the UP Police . It is said that both
officers were posted in and around Gorakhpur and new CM is said to be
aware about their working. It is said that CM, during his Delhi visit
had a discussion top cop. It is believed that Mishra who is ADG BSF
is not very keen to return to the parent cadre.
Will Awasthi be new Principal Secretary of UP CM ?
Name of Avaniish Kumar Awasthi is doing the round for the post of Principal
Secretary to new UP CM Adityanath Yogi. He is 1987 batch IAS officer.
ED likely to get one JD
ED is likely to get one JD soon.Names of two IRS (C&CE) Anuj Gogia
and Tejpal Singh Yadav and UT cadre IPS officer Ravindra Yadav are already
in circulation.
Inter cadre tenure of Wabang Jamir to Nagaland extended
The inter cadre deputation tenure of Wabang Jamir from Gujarat to Nagaland
cadre has been extended. He is a 1999 batch IPS officer of Gujarat cadre.

M R M Rao has gone on inter cadre deputation from AGMUT to Telangana
cadre. He is a 2007 batch IAS officer of AGMUT cadre.

Three months extended tenure of S K Sharma as Chairman, BBMB is coming
to an end on March 23. On the other hand, the Government of India is

Air Marshal S Harpal Singh, AVSM VM, has assumed the office of Director

CSO, MoSPI; Subrata Kumar Dhar as ADG, Coordinatoin Division , CSO,

Three IFS officers promoted to PCCF grade in AP
The following 1986 batch IFS officers have been empanelled for promotion
to the Above Super Time Scale (ii) of IFS in the rank of Principal Chief
Conservator of Forests. They are: N Prateep Kumar, Satish Kumar Kaushik
and Vipin Chaudhary.
Mrs G J Lakshmi appointed as DG, NIPHM, Hyderabad
Mrs G Jaya Lakshmi has been appointed as Director General, National
Institute of Plant Health Management (NIPHM), Hyderabad. She is a 1995
batch IAS officer of Andhra Pradesh cadre.
Minor reshuffle of IRS officers
As many as seven IRS officers in the grade of Commissioner of Income
Tax have been transferred and posted to different places. Accordingly,
Vismita Tej has been appointed as CIT (A)-44, Delhi while Mona Singh
was posted as CIT (OSD), Delhi. Similarly, Naveen Chandra has been posted
as CIT (OSD), Delhi while Nirupama Kotru was appointed as CIT (A)-3,
Pune; Vivek Kumar as CIT (OSD), Delhi; Veena Joshi as CIT (A), Panchkula
NWR and H K Choudhry was posted as CIT (OSD), Delhi.
Two IRAS officers given new postings
K S Asla has been transferred to ICF and posted as FA&CAO (P) while
S Krishnamoorthy was shifted to Southern Railway and has been appointed
as FA&CAO (W&S).
5 IRTS officers get Selection Grade
Five officers of Indian Railway Traffic Service (IRTS): Aadhar Raj (
ECR), D Vijaymala (SR), Narender Panwar (WCR), G Gayatri (SR), and K
Anil Kumar (SWR) have been accorded Selection Grade.

P A Banerjee has been transferred to Central Railway and posted in the
cadre while G M S Naidu was posted in the cadre of South East Central
Railway and Midde Venkatachar Murali is transferred to East Coast Railway
and posted in the cadre after promotion to the Senior Administrative
Grade.
Induction training programme for IOFS Probationary officers
National Academy of Defence Production (NADP), organises 64 week Induction
Training Programme for IOFS Probationary Officers on their appointment
in Indian Ordnance Factories Service (IOFS), after selection by UPSC
through Civil Services Exam and Engineering Services Exam etc. As many
as 54 IOFS Probationary Officers will pass out in the Valedictory Function
scheduled on March 22, 2017 at NADP, Ambajhari, Nagpur and join various
Ordnance Factories across the country.

The Government of Madhya Pradesh has relieved Alok Ranjan of cadre responsibility
paving the way for joining central deputation as Chief Vigilance Officer,
Bharat Heavy Electricals Limited (BHEL), Delhi. He is a 1991 batch IPS
officer of MP cadre.
Central deputation tenure of Atul Kumar Singh extended
The central deputation tenure of Atul Kumar Singh as Director in the
Ministry of Defence has been extended upto October 31, 2017. He is a
1998 batch ITS officer.

As many as eight IPS officers have been transferred and posted to different
places in Karnataka. Accordingly, Mrs Neelmani N Raju has been appointed
as DGP, Home Guards, Ex-officio Director, Fire Force while M N Reddi
was made DGP, Intelligence and Dr Rajvir Pratap Sharma is Additional
Director General, Bengaluru Metropolitan Task Force. Similarly, Prashant
Kumar Thakur has been appointed as ADGP, Forest Cell, B Dayananda as
Inspector General, Transport & Road Safety; Mrs N Chaitra as SP,
Railways; Dr Ram Niwas Sepat as Deputy Commissioner of Police and Dr
Anoop A Shetty was made SP, Chikkaballapura district.

to different places in Punjab. Accordingly, Roshan Sunkaria has been
posted as Financial Commissioner, Rural Development and Panchayat while
SR Ladhar was posted as Principal Secretary, Sports and Youth Services.
Similarly, Anirudh Tewari has been appointed as Principal Secretary,
Industries and Commerce, Information Technology; Chaudhary as Commissioner,

Dipinder Singh as Ropar Divisional Commissioner; KAP Sinha as Principal

Don't create hate
Indian government is doing good that for it's Indian nationals missing
in Pakistan, but these are same useless clerics who during election
create communal environment, evening issuing fatwa that only you should
vote for non- BJP parties. But in pain you come, ask BJP government,
conscience died ? Change yourself. Don't create hate, communal divide.

Uncertainty about extension to Chairman BBMB
While the extension of 3 months given to Member Irrigation BBMB to function
as Chairman ends on 23 March, so far the Govt has not given further
extension, pending selection of Chairman on regular basis. BBMB is observing
holiday on 23rd and Board meeting is scheduled on 24th. Out of three
whole time member posts, Haryana holds two while one post is held by
Punjab , which leaves out the other two States Rajasthan and Himachal.
As ACC may not decide the new Chairman by 23rd, the other States are
likely to object to Haryana person Chairing the Board meeting on 24th.

Respect mandate
A lot is being mentioned on this channel about UP. In a democracy, the
mandate of the people has to be respected. The new dispensation in UP
is forthright, honest, sincere, effective and hardworking. It is also
no nonsense. It is headed by a young Sanyasi who renounced the world
at the even younger age of 21, who has no desires in the material world
and who heads the venerable temple in Gorakhpur as its Mahanth. The
state is safe in his hands. The country is safe in Modi's hands.

DATE WITH RTI

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
Comments
Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
